Xinbalhuzuoqi xinbalhuzuoqi (also known as Dongqi, Xinzuoqi) is a banner belonging to Hulunbeier City, Inner Mongolia Autonomous Region. In 1734, 2984 balhu soldiers of kharka Mongol army (now in Mongolia) who were voluntarily naturalized by the Qing government moved to Hulunbeier area. In 1743, the Qing government stopped sending commanders to Hulunbeier, where a deputy general of the capital was under the control of Heilongjiang general.
