Hanbin District Hanbin District is the political, economic, cultural and traffic information center of Ankang City. It is located at 108 ° 30 ′ - 109 ° 23 ′ E and 32 ° 22 ′ - 33 ° 17 ′ n. Located in the southeast of Shaanxi Province, it is located in the hinterland of Ankang City in the upper reaches of Hanjiang River, with Xunyang city in the East, Ziyang County and Hanyin County in the west, Zhen'an County of Shangluo City and Ningshan County of Ankang City in the north, and Pingli County and Langao County in the South.
Hanbin District covers a total area of 3645.91 square kilometers (the planning area of the central city is 160 square kilometers, and the built-up area is 45 square kilometers). It has jurisdiction over 23 towns, 4 sub district offices, 295 villages and 88 communities (excluding 51 villages entrusted by the high tech Zone and 1 community in 90 villages of hengkou demonstration zone), including 53 urban communities (35 urban communities) and 35 rural communities. By the end of 2019, the total population under the jurisdiction will be 1018686 (the permanent resident population is 886393, including Ankang high tech Zone and hengkou demonstration zone).
On September 25, 2018, it won the honorary title of "2018 e-commerce into rural comprehensive demonstration county" of the Ministry of Commerce. On October 22, 2018, it was selected into the list of pilot areas for the integrated development of rural primary, secondary and tertiary industries in 2018.
On February 27, 2020, with the consent of Shaanxi provincial government, Hanbin District officially withdrew from the poverty-stricken counties. China's top 100 summer leisure counties and cities in 2020.
Historical evolution
From 1959 to 1981, the Neolithic cultural relics discovered successively in Hanbin District show that primitive settlements had been formed on both sides of the Hanjiang River and the Yuehe River as far as 7000 or 8000 years ago.
At the beginning of the Western Zhou Dynasty, Ankang was a place of mediocrity. In the Eastern Zhou Dynasty, Chu, Shu and Qin became more frequent. In the 13th year of gengyuan, King Huiwen of Qin Dynasty (312bc), Hanzhong county was set up on the platform of the North Bank of Hanjiang River from the upstream of Han River, and Xicheng county was set up.
The Qin Dynasty unified the six states (221 BC), and Xicheng county was governed by Hanzhong county. Its jurisdiction is roughly equivalent to the seven counties of Ankang, Hanyin, Shiquan, Ziyang, Langao, Pingli and Zhenping.
In the Western Han Dynasty (206-24 BC), the system of Qin Dynasty was followed. Xicheng county was governed by Hanzhong County, which governed most of the present Hanbin District and the whole territory of Ziyang and Langao.
In the Eastern Han Dynasty (25-220), Xicheng county was under the jurisdiction of Ankang, Langao, Ziyang, Pingli and Zhenping. It belonged to Hanzhong county and was subordinate to the Department of governor of Yizhou. The county government was transferred to Nanzheng County. In the 20th year of Jian'an (215), Hanzhong county was renamed Hanning county. Xicheng county has jurisdiction over Ankang, Langao, Ziyang, Pingli and Zhenping. Twenty one years (216) renamed Hanzhong County, divided into the east of Xicheng County, is zoned Jingzhou. In 219, Hanzhong Prefecture belonged to Shu.
In the Three Kingdoms (220-280) and the first two years of the Wei and Huang dynasties (221), Xicheng county was changed to Weixing County in the sense of "prosperity of the Wei Dynasty". In the Jin Dynasty (265-280), Xicheng county was still the seat of Weixing County, which was subordinate to Jingzhou and governed Ankang, Langao and Ziyang counties.
In the southern and Northern Dynasties (420-589), Xicheng county was governed by Weixing County, which was subordinate to Liangzhou and governed the present south of Ankang and Langao County. In 554, the third year of the abolishment of the emperor of the Western Wei Dynasty, Jinzhou was established. Because of the river crossing, Jinzhou was named, and it was located in Xicheng County, Weixing county. In the second year of Wucheng in the Northern Zhou Dynasty (560), Xicheng county was abolished and the jurisdiction was merged into Ji'an County. In the fourth year of Tianhe (569), Ji'an County was moved back to Xicheng. The county was rebuilt on the South Bank of Hanjiang River, and now it governs Ankang, Langao, Pingli and Zhenping. At the end of the Northern Zhou Dynasty, the county was abandoned and Weixing county was restored.
In the Sui Dynasty (589-618), Xicheng county was restored. Kaihuang eighteen years (598) renamed Ji'an, is still Jinzhou. In the third year of Daye (607), Jinzhou was withdrawn and Xicheng county was established. Ji'an County was renamed Jinchuan. It has jurisdiction over Ankang, Langao, Pingli and Zhenping, and is subordinate to Xicheng county. In 617, all counties were abolished.
In the Tang Dynasty (618-907) and the first year of Wude (618), a part of Jinchuan county was designated and Xicheng county was established, which governed Ankang and Langao. Jinzhou was established in the city and belonged to Shannan road. In the 21st year of Kaiyuan (733), Jinchuan and Xicheng were divided into Shannan Dongdao. In the first year of Tianbao (742), Ankang county was established. Zhide two years (757) renamed Hanyin county. In the first year of Qianyuan Dynasty (758), the county was removed and Jinzhou was set up again.
The Five Dynasties and ten states (907-960), along the Tang Dynasty system, Xicheng county was under the jurisdiction of former Shu and later Shu.
In the Song Dynasty (960-1279) and the third year of Zhidao (997), Xicheng county was under the jurisdiction of Ankang and Langao. It was the seat of Jinzhou and subordinate to Jingxi road. Xining five years (1072) under the Beijing southwest road. In 1130, it was changed to Lizhou road. In 1144, Shaoxing was designated as Lizhou East Road.
In the Yuan Dynasty (1279-1368), Jinzhou belonged to Xingyuan Road, xingzhongshu Province, Shaanxi Province. In the Yuan Dynasty (1279-1294), Jinzhou was changed into Sanzhou, and guoxicheng, Pingli, Xunyang, Hanyin and Shiquan counties were abolished. Jinzhou district is equivalent to the ten counties of Ankang, Pingli, Zhenping, Baihe, Xunyang, Ziyang, Langao, Hanyin, Shiquan and Zhen'an.
In Ming Dynasty (1368-1644), Jinzhou belonged to Xingyuan road. Wanli 11 years (1583) flood destroyed the city, in Zhaotai mountain under the construction of new city, renamed Xing'an Prefecture, Hanzhong Prefecture, jurisdiction of Ankang, Langao County. Twenty three years (1595), Xing'an Prefecture directly under the Shaanxi chief secretary.
In the Qing Dynasty (1644-1911), in the fourth year of Shunzhi (1647), Xing'an city moved back to the old city. In the 48th year of Qianlong (1783), the Prefecture was promoted to the prefecture, and the county was set up in Fucheng with the original xinganzhou and hanyindi, which was named Ankang county with the meaning of "Anmin Kangtai". In 1790, Hanyin district was separated and Hanyin hall was set up. In the second year of Daoguang (1822), Sanpu was set up in the south of Ankang county. Since then, the county's jurisdiction has been relatively stable.
In the early period of the Republic of China (1912-1949), Ankang County belonged to Hanzhong Road. In 1933, the road was abandoned, and the county directly under the provincial government. In 1935, Shaanxi Province set up the fifth Office of the Commissioner of administrative supervision in Ankang area. Later, it was named after the prefecture. It governed ten counties and governed Ankang county.
After the founding of the people's Republic of China, the whole territory of Ankang was liberated on November 27, 1949, and the county people's government was established, which was subordinate to the office of the administrative inspector of Ankang District in the Shaanxi Gansu Ningxia border region. In 1950, it was subordinate to the regional Commissioner's office of Ankang in Shaanxi Province; Ankang City was set up within the county's Chengguan area, directly under the special office of Ankang. In April 1954, Ankang City was abolished and changed into Chengguan District under the people's Government of Ankang county. On December 10, 1958, Ankang and Langao were merged; in 1961, the two counties were separated and the original establishment was restored. On September 14, 1988, Ankang county changed its original foundation into a city, with a total area of 3648.87 square kilometers.
On June 23, 2000, the State Council approved the abolition of Ankang Prefecture and county-level Ankang City, and the establishment of prefecture level Ankang City, and the establishment of Hanbin District in Ankang City. The District People's government is located in Wuxing Street.

On November 27, 1949, after the liberation of Ankang, Baojia was abolished and township and village people's political power was established. The district office was the agency of the county government and Ankang City was set up in the urban area of Ankang. In April 1954, the city was withdrawn and changed into Chengguan District government. The county is divided into 16 districts, with jurisdiction over 218 townships (streets), which were merged into 12 districts and 120 townships (streets) in March 1956. At the same time, the ordinal district name was changed to address district name, and the people's government was changed to people's Committee.
In March 1957, the lannihu area in Shuiquan township of Xunyang county was designated as Dongzhen township of Cigou District of Xunyang county. On August 23, Chengguan town was designated as a direct township.
On April 1, 1958, Wenwu Township in Zhangtan district was designated as a direct township. In December of the same year, the establishment of Langao County was abolished, and 33 townships (towns) in 7 districts were merged into Ankang county. During this period, the people's commune implemented the integration of government and society. At one time, the Township People's Committee was canceled, and a large commune was set up within the jurisdiction of the district office, and the original township (street) government was changed into a management area. By the end of 1958, Ankang county had set up 20 communes, 114 administrative areas, 1613 production teams and 6699 production teams.
In September 1961, the construction of Langao County was restored. It was originally divided into districts and communities, and Ankang county was designated as the old one. The Democratic brigade of Duba management area of Lanhe commune in Ankang county was assigned to Xiaodao management area of Zuolong commune in Langao County. At the same time, the original system of people's communes at district level was abolished and the agencies of the district government offices were restored. Except for the three commune systems of Chengguan, Shizhuan and Wenwu, the administrative names of other communes before 1958 were restored and the administrative areas were renamed people's communes.
In May 1962, Shizhuan commune was renamed District Working Committee, then District Office, and its management area was renamed people's commune.
On March 1, 1963, all the Xinba commune and the hejialong production team of xiaodaohe commune in Langao County were assigned to Shuishui District of Ankang county.
On April 1, 1967, Taiping and Bauhinia communes of Zhen'an County were assigned to Dahe District of Ankang county.
In October 1970, Chengguan town was changed into Chengguan District, the Wenwu commune directly under it was put under Chengguan District, and the suburban people's commune was established.
On February 1, 1976, Wenwu commune became a direct commune.
In September 1980, Chengguan District was renamed Chengguan Town, with Jiangbei and Zhangling offices added. In November, the suburban commune of Ankang county was changed into a suburban office. By the end of 1980, Ankang county had 12 districts (towns), 100 people's communes (streets), 893 production teams (communities) and 5668 production teams (residents' groups).
