Fanxian, Fanxian County, under the jurisdiction of Puyang City, Henan Province, is located in the northeast of Henan Province, the east of Puyang City and the North Bank of the lower Yellow River. It borders Puyang County and Taiqian County of Puyang City, Shen county and Yanggu County of Liaocheng City of Shandong Province, and faces juancheng county and yuncheng county of Heze City of Shandong Province across the Yellow River. Fan county has a long history. It was established in the early Western Han Dynasty (206 BC) and got its name from the south of Fanshui. It has a history of more than 2200 years. It is the birthplace of fan, Gu, Yao and other surnames. Zheng Banqiao, one of the "eight monsters" in Yangzhou, once served as county magistrate for five years. There are cultural relics such as Danzhu cultural relics, Minzi tomb, Suyou tomb, and fan Wuzi tomb.
In June 2006, the former revolutionary site in yancunpu Township, Puyang City, Henan Province was named "national cultural relics protection unit" by the State Council. In 2017, fan county was listed as a National Garden County.

In 1956, Guanchao county and Pu county were abolished at the same time, and most of them were merged into Fanxian county.

In 1964, Shouzhang county and fan county took Jindi as the boundary for flood discharge. Yingtaoyuan, Guyun, Gucheng, Guancheng and wangzhuangji districts to the north of Jindi in fan county were assigned to Shen county. Shouzhang County abolished the system. The villages and towns to the south of Jindi were assigned to fan County, and fan County was assigned to Henan Province.
In 1964, in order to solve the problem of water conservancy at the junction of Henan Province and Shandong Province, the State Council adjusted the zoning. Fan County, Jincun ZhangFu village near the county, and the area to the south of Jindi under its jurisdiction were assigned to Henan Province. In 1974, Taiqian County was separated from Fanxian county.
In September 1983, Anyang District of Henan Province was abolished, and it was subordinate to Puyang City of Henan Province. The county people's government was located in Shen County, Liaocheng City, Shandong Province.

In the early days of the founding of new China, fan county was subordinate to Pingyuan province. In 1952, Pingyuan province was abolished. Fan county was subordinate to Shandong Province and Liaocheng area. The county seat is now the ancient town of Shen county. Four years later, the southern parts of Pu county and Guanchao county were merged into fan county. Fan county was moved from an ancient town to yingtaoyuan town in Shen county.
Fan County became an "enclave" because of rainstorm and flood. In 1963, there were torrential rain in the Jindi River Basin, and the rain came from Henan Province in the upper reaches. Because of the low-lying terrain and the water depth of nearly two meters, the farmland in fan county and Shouzhang County of Shandong Province was flooded, while Puyang County in the upper reaches kept building dikes to discharge the flood, and dams were built in the lower reaches to block the water.
In February 1964, the State Council decided to deal with the water disputes between the two provinces with the method of division and adjustment. Shouzhang County in Liaocheng district of Shandong Province was abolished and fan county was adjusted. Five districts north of Jindi in fan county were assigned to Shen County, north of Jindi in Shouzhang county to Yanggu County, and the whole downstream Jindi river was merged into Xinfan County, which was under the jurisdiction of Henan Province Dongming County compensated Heze area of Shandong Province. In order to facilitate flood prevention and resettlement, fan county was left in Shandong. Jincun and ZhangFu villages near the county were assigned to fan County, while Chengguan (Cherry Orchard) District of fan county was still assigned to Shandong. Since then, Fanxian county has become a unique enclave surrounded by yingtaoyuan town.
