Xin'an County is located in the west of Luoyang City, Henan Province, between 34 ° 36 ′ n to 35 ° 05 ′ N and 111 ° 53 ′ e to 112 ° 19 ′ E. It is adjacent to the Yellow River in the north, across the river from Jiyuan City and Yuanqu County in Shanxi Province; Yiyang County in the South; Mianchi County and Yima City in the West; Mengjin County and Luoyang City in the East.
XINANLI is the ancient capital of nine dynasties, Luoyang, and the gateway to the West. It connects the ancient road of hanguan in the west, Zhengbian in the East, and Chang'an in the West. It has been a fortress of the Central Plains and a military important place since ancient times. At present, Longhai railway, 310 National Highway and Lianhuo Expressway run across the East and West, and become an important channel connecting northwest, East and North China.
Xin'an is not only one of the 48 counties to expand power and 50 key counties to open to the outside world in Henan Province, but also known as one of the most potential and dynamic counties in the central and western regions. On July 29, 2020, it will be included in the list of national health towns (counties) to be reconfirmed in 2019. In November 2020, it will be selected as the sixth national civilized city.

Historical evolution

The name of Xin'an County was restored in 1936. In the Han Dynasty, it was divided into Dongyuan County in the late Eastern Jin Dynasty, Zhongzhou County in Baoding in the Northern Zhou Dynasty, and Xin'an County in Jiande county. In the Sui Dynasty, kaihuang changed the county to Guzhou, and later Guzhou and Xin'an replaced each other. At the beginning of Daye, Dongyuan of the province entered Xin'an, and Zhenguan of the Tang Dynasty moved to Xin'an. Since the Tang and Song Dynasties, it belonged to Henan Province for a long time until the end of Qing Dynasty. At the beginning of the Republic of China, it belonged to Heluo Road, and later it was withdrawn, directly under the jurisdiction of the province.
After the founding of the people's Republic of China, it belongs to Luoyang special area, and now it is a county under the jurisdiction of Luoyang City.
On March 6, 2019, the Central Propaganda Department, the Ministry of finance, the Ministry of culture and tourism, and the State Administration of cultural relics announced the list of counties for the protection and utilization of revolutionary cultural relics (the first batch), in which Xin'an County was included.

In 2000, Xin'an County governed 5 towns and 8 townships. They are Chengguan Town, Shisi Town, tiemen Town, cijian town and Wutou town; Shijing Township, Cangtou Township, Beiye Township, Caocun Township, Zhengcun Township, Nanli Township, Xiwo Township and Yuli township.
In 2005, the township division of Xin'an County was adjusted: Yuli township was abolished, and its administrative region was under the jurisdiction of Shijing Township, and the resident of Shijing township government remained unchanged; Xiwo township was abolished, and its administrative region was under the jurisdiction of Beiye Township, and the resident of Beiye township government remained unchanged; Miaotou township was abolished, and its administrative region was under the jurisdiction of tiemen Town, and the resident of tiemen town government remained unchanged. (Note: Although the Department of civil affairs of Henan Province has approved the establishment of Miaotou Township in Xin'an County, Miaotou township has not been formally established.)
In June 2017, caorcun township was abolished and qingyaoshan town was established. Its administrative area was divided into the area under the jurisdiction of caorcun Township, and the residence remained unchanged.

Xin'an is located in the shallow hills of western Henan Province, with complex terrain, complete mountains, hills, river valleys and rivers. The terrain gradually decreases from northwest to Southeast and from west to East. In general, the Yellow River lies in the north, the Qinling Mountains in the south, and the middle four mountains (Jingzi mountain, Qingyao mountain, Mang Mountain and Yushan Mountain) with three rivers (Qinghe River, Wanhe River and Jianhe river). The general characteristics are: "high mountains, many mountains, broken valleys, seven mountains, two mountains, one branch of the river.".
Xin'an mountain is mainly distributed in the northwest of Xin'an Mianchi junction area, located in most of Caocan and Shijing townships. There are mountains, overlapping peaks, exposed rocks and deep valleys. Most of them are rocky medium and low mountain areas, with an altitude of 700-1000 meters, and the highest point is 1384.7 meters. The total mountainous area is 222.6 square kilometers, accounting for 19.2% of the total area of Xin'an County.
Hills are the main topography of Xin'an County, which are distributed in the North erling of Jianhe river and the North Bank of Wanhe river. Here, the mountains and slopes are continuous, the gullies are vertical and horizontal, the terrain is undulating, the cutting is serious, and most of them are covered by loess. Generally, the altitude is 300-400 meters. It covers an area of 833.6 square kilometers, accounting for 71.8% of the total area of Xin'an County.

In Xin'an, there are yellow river, Qinghe River, Wanhe River, Jinshui River, Jianhe river and other major rivers from north to south. The terrain here is flat and the rivers are crisscross, which is the main crop producing area. In addition to the wide flat land along the stream banks, the rest of the river valleys are relatively narrow, generally 200-300 meters above sea level. The flat land area is 104.1 square kilometers, accounting for 9% of the total area of Xin'an County. Most of the flat areas of the Yellow River and Wanhe River are now submerged by the impoundment of the Xiaolangdi Reservoir area.

Xin'an Coal Reserves 1.8 billion tons, is one of the 100 key coal producing counties in China; pyrite reserves 220 million tons; quartz reserves 280 million tons; dolomite reserves 20 billion tons; iron ore reserves 30 million tons; limestone reserves 10 billion tons; aluminum ore and refractory clay reserves 380 million tons, is one of the main raw material bases of bauxite industry in Henan Province.

There are Cihe, Jianhe, Jinshui, Wanhe and Qinghe rivers in Xin'an County, together with 168 square kilometers of Wanshan Lake in Xin'an of the Yellow River, making Xin'an a rare area rich in water resources in northern China.
