History of construction
According to the research on the cultural relics unearthed in gudui, Anqiu, as far back as the Neolithic Longshan culture period, there were ancestors living and reproducing in the territory.
In ancient times, Mudan District was one of the main activity areas of Yao and shun. According to the cultural relics unearthed from yaowangsi village of Huji township (ancient Chengyang city) in Mudan District and the research of relevant experts, Yao and his mother were buried in yaowangsi village of Huji Township after their death.
The Western Zhou Dynasty was the northern part of the state of Cao. There were two towns, one was the town of Qi, the other was the suburb.

In the Western Han Dynasty, it was located in Guyang (now Xiaoliu Town, Heze City), Jiami (now Jiami village, Mudan District), Ludu and other counties, all belonging to Jiyin county.
In 488, the 12th year of Taihe in the Northern Wei Dynasty, Chengshi county was set up in the present urban area, belonging to Jiyin county.
In the early Northern Song Dynasty, it belonged to Caozhou. In the first year of Chongning (1102), Caozhou was promoted to Xingren Prefecture, which belonged to Chengshi county.
In 1166, Chengshi county was abandoned and entered Jiyin county. In 1168, Jiyin county was flooded by the Yellow River, so Caozhou and Jiyin County moved to guchengshi county (now Heze City).
In the first year of Hongwu in Ming Dynasty (1368), Jiyin County entered Caozhou. In the second year of Hongwu (1369), Cao Zhou was moved to the present Cao county. In the fourth year of Hongwu (1371), Cao Zhou was demoted to Cao county. Zhengtong 11 years (1446) back in the old Chengshi County home Caozhou.
In 1724, Caozhou was promoted to Zhili Prefecture, and in 1735, Caozhou Zhili Prefecture was promoted to Caozhou Prefecture. Heze county was set as the prefecture where the former Prefecture was located.
In 1913, Heze County belonged to Dainan Road (renamed Jining road the next year). In 1925, it belonged to Cao PuDao. In 1928, Dao was abolished and Zhili was established in the province. In 1936, it was the second administrative supervision area of the Kuomintang in Shandong Province.
In February 1941, the Anti Japanese democratic regime established Juhe County in Juye and Heze, which is the second special area of Luxi administrative region. In September 1942, Nanhua County was established in the northwest of the county and the east of Dongming Dynasty, belonging to Southwest Shandong Province. In December of the same year, Juhe county and Yunnan county merged into the fourth County border area (county) of Yun Juhe, belonging to the 17th (Yunxi) special area of Shanxi, Hebei, Shandong and Henan; in November of the 32nd year of the Republic of China (1943), the fourth County border area of Yun Juhe was transformed into Linze County, still belonging to the 17th special area of Shanxi, Hebei, Shandong and Henan (changed to the 8th special area of Hebei, Shandong and Henan in August 1944); in December of the 33rd year of the Republic of China (1944), it was divided into Linze and Yunju counties, Linze County is located in the northwest of the present city. At that time, Linze and Nanhua counties were under the jurisdiction of the second office of the eighth (Yunxi) Special District of Hebei Shandong Henan Administrative Region. In November 1945, Nanhua County returned to Southwest Shandong Province.
In August 1949, Nanhua and anling counties were abolished, most of them were merged into Heze County, and a small part of Nanhua County was merged into Dongming County. Heze county is a newly established special area of Heze plain province. In March of the same year, the former Heze Chengguan District was upgraded to a county level, directly under the administrative region of Hebei, Shandong and Henan. In August of the same year, the administrative region of Hebei, Shandong and Henan was abolished, directly under the special region of Heze in Pingyuan Province, which was the residence of the special office.
In August 1953, it was changed into Heze Chengguan Town, belonging to Heze county. In November 1952, Heze county was assigned to Shandong Province along with Heze district.
In December 1958, Heze district was abolished and changed to Jining district. In July 1959, Heze district was reestablished (renamed Heze District in 1967), and Heze county was still the headquarters of the special office. In January 1960, Heze county was abolished and Heze City was established. In March 1963, the city was withdrawn and the county was restored. In August 1983, Heze county was abolished and Heze City was established.
On June 23, 2000, the State Council approved the abolition of Heze Prefecture and county level Heze City and the establishment of prefecture level Heze City. Heze City set up Mudan District, with the former county-level administrative region of Heze City as the administrative region of Mudan District.

In September 2004, with the approval of Shandong provincial government, Duzhuang township was abolished and Wanfu street was set up in the former administrative region of duzhuang Township, with the organ stationed in the former people's Government of Duzhuang township; Helou town was abolished and Helou street was set up in the former administrative region of Helou Town, with the organ stationed in the former people's Government of Helou town.

Peony District is located in the middle latitude area, in the narrow road between Taihang Mountain, Taishan Mountain and Yishan mountain.
