Xiaoyi is a county-level city under the jurisdiction of Shanxi Province, which is managed by Luliang City. It is located in the west of the hinterland of Shanxi Province, the east foot of the middle Luliang mountains, the southwest corner of Taiyuan Basin, adjacent to Fenyang City in the north, Zhongyang County in the northwest, Jiaokou County in the west, Lingshi County in the south, and Jiexiu City across the Fenhe River in the southeast.

Historical evolution
In the spring and Autumn period, in the 13th year of King Ding of Zhou Dynasty (594 BC), the state of Jin set up guayan county (Guocheng village, 5 kilometers north of today's urban area). In the 22nd year of the reign of the king of Qin (225 BC), it belonged to Zishi county. The Western Han Dynasty belongs to Zishi county. Wei Zhongyang County of the Three Kingdoms moved to Gongcun, 13 kilometers west of the present urban area, belonging to Xihe county. In the first year of Yongjia in the Western Jin Dynasty (307 AD), it was incorporated into Xixian county. In 493, Yongan county was set up 3 kilometers east of the city, which belongs to Xihe county. During the reign of Xiaochang, tujing county was governed by tujing village, 10 kilometers west of the present urban area, from Shilou county. In the second year of Yong'an (529), liubitou village, 10 kilometers west of the present urban area, was set up by overseas Chinese as Xianzhou and Jianping County, and Dingrong County was set up in Guocheng village. All the counties belong to Xianzhou. The Northern Qi Dynasty abolished Xianzhou and its subordinate counties.
In 620, Gaotang county was set up in wangzhuangbao village, 33 kilometers southwest of today's urban area. GAOTANG county was abolished in the first year of Zhenguan (627), because the name of Yong'an county was the same as that of Yong'an County in Fuzhou (now Fengjie County in Chongqing). Because Zheng Xing was known for his filial piety, Emperor Taizong of Tang Dynasty Li Shimin changed Yong'an County into Xiaoyi County, belonging to Fenzhou, and changed Zheng Xing's hometown into Xiaoyi Li. In addition, according to the records of Fang Yu, the county is named after Xiaoshui and Yishui. In 976, in order to avoid the taboo of Emperor Taizong Zhao Guangyi, Zhongyang County was changed. The next year, Taizong changed his name and Xiaoyi county was renamed. Xining five years (1072) abandoned into Jiexiu county. In the first year of Yuanyou (1086), Xiaoyi county was restored to Fenzhou. The Ming and Qing Dynasties belonged to the capital of Fenzhou. In the early years of the Republic of China, it belonged to Jining Dao, which was directly under the province after it was abandoned.
It belonged to Fenyang District in 1949, Yuci District in 1951, Jiexiu County in 1958, Jinzhong District in 1961, Jinzhong District in 1967 and Luliang District in 1971. On February 10, 1992, with the approval of the State Council, Xiaoyi was set up as a county-level city instead of a county-level city. On May 1 of the same year, Xiaoyi was officially established. On October 23, 2003, the State Council approved the abolition of Luliang Prefecture and the establishment of prefecture level Luliang City. Xiaoyi city at the county level was replaced by the prefecture level Luliang City directly under the central government of Shanxi Province.

Since the Yuan Dynasty, Xiaoyi county has experienced Li Jia system, district village system, village system, commune team system and township system. In the alternation of administrative districts in the past dynasties, the area of the territory changed constantly, until after the 1970s, the territory of Xiaoyi county has continued to this day.
In Yuan Dynasty, the system of Li Jia was implemented in Xiaoyi, in which the inside of the city was Fang, and the near city was Xiang, which was further divided into Li, and each Li was made up of ten Jia, according to which the land tax was collected and the corvee was apportioned. It is divided into 23 Li.
In the 14th year of Hongwu in the Ming Dynasty (1381), 110 households were divided into one Li and 10 households into one A. in the Ming Dynasty, it was divided into six lanes (Xiang), with jurisdiction over 22 Li and 345 villages.
During the reign of Emperor Qianlong of the Qing Dynasty, it was 15 Li. In 1880, the rural system was implemented. There are 408 administrative villages in the county, which belong to 6 townships: Dongxiang, Nanxiang, Xinan, Xibei, BEIXIANG and Chengguan.
In 1919, the district village system was implemented. The county is divided into 5 districts, 43 administrative villages and 357 natural villages. In the 36th year of the Republic of China, Yan Xishan carried out the tyranny of "the unity of army and agriculture", which divided the whole county into 23 townships and 419 villages.
In 1949, Xiaoyi was divided into eight districts, 88 administrative villages and 405 natural villages. In December of the same year, two administrative villages (Gongyang Town, Kaifu, Fengwei, shipanshang, renjiawan and Shenjiawan) under the jurisdiction of guojiazhang district were put under the jurisdiction of Zhongyang County. From March to June 1953, the first township division was carried out after liberation, and the original 1-4 districts were divided into 42 townships. At the same time, Xiaoyi county is divided into eight districts with 68 townships and 481 natural villages. Eight townships and 52 villages in Damai suburb of Xi county are under the jurisdiction of Xiaoyi County, seven villages including Xiaoguo city are under the jurisdiction of Fenyang County, Beixin'an village is under the jurisdiction of Xiaoyi County, and wanhuhou village is under the jurisdiction of Jiexiu county.
In 1956, the county was merged into 33 townships, and 14 villages in Ansheng township of Lingshi County were under the jurisdiction of Xiaoyi County; in 1958, the county was merged into 16 townships. In September 1958, it was merged into 8 townships: Chengguan, Wutong, Bai Bi Guan, dui Zhen, Hou he, Xia Bao, Xi Quan and barley suburbs.
In August 1958, the commune team system was implemented, and eight townships were transformed into eight people's communes. In December 1958, Xiaoyi and Lingshi counties were merged into Jiexiu county. In May 1961, the Xiaoyi county was rebuilt and divided into 18 people's communes: Chengguan, dhxiao fort, Sima, Bai bun Guan, Dongxu, Duchun, duer, Nanyang, Yangquan Qu, Wutong, Xia gate, Zhu Pu, post horse, West Spring, lower fort, hot spring, barley suburb, and altar. In May 1971, the three people's communes of Wenquan, damaijiao and Tansuo were assigned to Jiaokou county. Lijiazhuang people's commune was established in 1981. Since then, there have been 16 people's communes, 363 production teams and 722 production teams in the county.
In July 1984, the rural system was implemented, and 16 people's communes were transformed into 16 Township People's governments. In October 1985, Chengguan town was added.
In 1992, Xiaoyi county was set up as a city, with jurisdiction over 6 towns, 12 townships, 23 residents' committees and 380 villagers' committees. In 1995, the township government system changed, and the original Sima Township, Wutong Township and Zhu Pu Township were converted into towns, with 9 townships and 9 towns under the jurisdiction of the municipality. In June 1998, Chengguan town was abolished and Xinyi street and Sanxian street were established; Chengguan Township was abolished and ancient town was established. By the end of 1999, the city had jurisdiction over 2 streets, 9 towns, 8 townships, 381 administrative villages and 396 natural villages.
Wutong township was relocated in 2001, and three virtuous streets were merged into Xinyi street; the ancient towns were revoked and converted into Zhongyang street; Sima town was revoked, and the group was reorganized into streets; the white wall Township and Gaoyang town were merged into Gaoyang town; the combination of Tung Xu Township and Wutong town was formed as Indus; the combination of Da Hsiu Bao Township and Li Jia Zhuang township was established as the township of Da Xiao Bao. By 2001, Xiaoyi had jurisdiction over 3 streets, 7 towns, 5 townships, 381 administrative villages and 396 natural villages.
In 2003, the original Dongxu township administrative area was separated from Wutong town and changed to Dongxu office. Chongwen street was established in 2008. Shengxihu office was established on May 15, 2010.
On September 26, 2013, the former shengxihu office and Dongxu office were administratively merged to establish shengxihu street.
By the end of March 2020, Xiaoyi city will complete the consolidation of administrative villages, reducing the original 379 administrative villages to 223.
In July 2020, Daxiaobao township will be set up as a town.
