Wuhua District Wuhua District, subordinate to Kunming City, Yunnan Province and the seat of Yunnan Provincial People's government, is one of the five main urban districts in Kunming. It is named after Wuhua mountain in the northwest of Kunming. It starts from Panlong River in the East and faces Panlong District across the river. It borders Xishan District in the south, Tuanjie street in Xishan District in the west, and Fumin County and Songming County in the northwest There are two enclaves (Yiliu and Wagong communities in Xizhu Street) in Minxian County, covering an area of 381.6 square kilometers, of which the built-up area is 40.86 square kilometers. Wuhua District is high in the northwest and low in the southeast. The topography is complex and diverse. The altitude ranges from 1670 to 2527 meters, with an average altitude of 1887 kilometers. There are Yudai River, Shalang River, northwest Shahe River, yiliuwagong River and other major rivers in the area.
Wuhua District is located in the central and provincial organs, enterprises and institutions, many universities, scientific research institutions. The main scenic spots and tourist attractions include Yunnan army lecture hall, Zhude old residence, Cuihu Park, Kunming Zoo and many ecological parks and tourist spots.
In September 2018, the white paper on the development of China's top 100 districts in 2018 was published in Beijing and was elected as the top 100 districts in 2018. In November 2019, it will be selected as the second batch of counties (districts) that meet the water-saving society construction standards.
Evolution of organizational system
In the middle of the 13th century, Yunnan xingzhongshu province was set up in Yuan Dynasty, which was a part of Qingcheng (Shanshan city).
In the late 14th century, the Ming army flattened Yunnan and built a brick city with "six gates in the Southeast" in the urban area. The western half of the city and the southern, Western and Northern Guanxiang were in the area.
During the period of the Republic of China, Wuhua mountain has always been the location of Yunnan Military and political leaders.
On August 1, 1928 (the 16th year of the Republic of China), Kunming Municipal Office was changed into Kunming municipal government, and the first and second districts of the commercial port were soon changed into the fifth and sixth districts. The third and fourth districts are all in the region, while the first, second and fifth districts are partial.
In 1941 (the 29th year of the Republic of China), Yuhuangge, Lianhuachi and other parts of the seventh and eighth districts of the urban expansion were located in this section.
On December 9, 1949, Kunming was liberated. Wuhua mountain in its jurisdiction was the residence of the provincial government and some departments and bureaus.
In March 1950, the military control commission of the PLA was established, which took over the eight districts and established the people's political power at the municipal and district levels.
In 1951, eight districts were divided into five districts, of which the second and third districts and most of the Fourth District, and the first and fifth districts were in this district.
In January 1953, the district office was transformed into the people's government, the second and fourth districts were transformed into the county-level political power.
In September 1956, the former second and fourth districts were merged and named Wuhua District after Wuhua mountain. The people's Committee of Wuhua District was formally established.

The underground water is composed of pore water of loose accumulation layer, bedrock fissure water (including clastic rock fissure water, magmatic rock fissure water, metamorphic rock fissure water) and carbonate rock fissure karst water. Rainfall infiltration and surface water leakage are the basic sources of recharge, which are mainly discharged in the form of runoff and spring water.
