Sucheng District, formerly known as Suqian, Suyu and so on, is the main urban area of Suqian City, the seat of the city government. It is the political, economic, cultural, educational, international business, financial and transportation center of Suqian. It is located in the north of Jiangsu Province and the middle and West of Suqian City. It is a cross radiation area along the East Longhai line economic belt, coastal economic belt and Yangtze River economic belt. By the end of 2019, the administrative area of Sucheng district was 677 square kilometers, with 6 streets, 8 towns, 2 townships and 2 township level parks. Registered residence population was 740 thousand and 800, and district government was located in Shuang Zhuang Street.
Suzhou is the main urban area of Suqian, hence its name. In 1996, Suqian City at the county level was abolished and Suqian City at the prefecture level was established. The former Suqian City at the county level was divided into Sucheng district and Suyu County. In 2004, Suyu County was abolished and Suyu District was established. Seven townships under its original jurisdiction, five townships in Siyang County and one township in Sihong County were included in the jurisdiction of Sucheng district. In 2013, wangguanji town and Caiji town of Suyu District were included in Sucheng district. History of construction
Sucheng district has a long history. According to textual records, it has a history of more than 3000 years. It was the activity area of SHAOHAO, the leader of Dongyi nationality in ancient times.
In the spring and Autumn period, it was a part of the state of you and the state of Zhongwu, and later became a dependency of Wu and Chu. In Qin Dynasty, Xiaxiang county was set up here, belonging to Sishui county.
Han and Wei belong to linhuai county and xiapi county.
In the first year of Yixi (405) of the Eastern Jin Dynasty, Suyu County was set up in the southeast of Xiaxiang county. It is located in the ancient city of Yougu (now the North Bank of the ancient Yellow River in the ancient city community of Yanghe town).
During the northern and Southern Dynasties, it was withdrawn, merged and reestablished many times.
In the eighth year of Wuding in the Eastern Wei Dynasty (550), Xiaxiang county was abolished, and its jurisdiction belonged to Yu County.
In the first year of Tang BAOYING (762), Suqian county was changed to Suqian County in order to avoid the name taboo of Li Yu.
In Tang, song, yuan, Ming and Qing Dynasties, Suqian's situation changed, and its subordination changed many times. Suqian belonged to Sizhou Prefecture, xiapi Prefecture, Huai'an Prefecture and Xuzhou Prefecture.
During the revolution of 1911, the system of state capital was abolished and Suqian was directly under the Jiangsu Provincial Office.
In 1927, after the northern expedition of the National Revolutionary Army, it belonged to Huaiyin administrative supervision area.
During the Anti Japanese War, the Communist Party of China established five county-level democratic regimes around Suqian City, including Suqian County, Subei County, SISU County, SUISU county and Yunhe special zone.
In August 1945, the Communist Party of China (CPC) SISU County Committee and the county headquarters took over Suqian county and established Suqian City in the county and its suburbs.
In May 1949, SISU county and Suqian county were abolished. Some areas of SISU county and Suqian City were merged into Suqian county and belonged to Huaiyin area.
In 1983, Jiangsu province implemented the system of city governing county. Suqian county belongs to Huaiyin City.
In December 1987, the State Council approved Suqian county to be changed into Suqian City (county level), still under the jurisdiction of Huaiyin City.
In September 1996, the prefecture level Suqian City was established. The former county-level Suqian City was divided into Suyu County and Sucheng district.

In July 1996, the former county-level Suqian City was divided into Sucheng district and Suyu County. The former county-level Suqian City was under the jurisdiction of Sucheng Town, Jingtou Township, shuangzhuang Township, zhikou Township, Guoyuan Township and original seed farm.
In May 2000, Sucheng Town, yuanzhongchang and Guoyuan Township were abolished, and four streets including Hebin, Xingfu, Xiangli and Gucheng were established; shuangzhuang Township and zhikou Township were abolished, and shuangzhuang town was established; three administrative villages including Gucheng, Weijing and Daokou in Sucheng town were entrusted to Suqian Economic and Technological Development Zone.
In February 2004, Suyu County was withdrawn and built into a district. Seven townships, Gengche, Longhe, Nancai, sankeshu, yangbei, Luowei and Buzi, five townships, Yanghe, Cangji, Zhenglou, tuyuan and Zhongyang in Siyang County and one town, Chenji in Sihong County, were under the jurisdiction of Sucheng district. Meanwhile, Jingtou Township in Sucheng district was under the jurisdiction of Suyu District.
In 2005, three administrative villages of Zhaozhuang, Xuwei and Liyuan in Gengche town of Sucheng district and two administrative villages of Zhuwei and Qianan in shuangzhuang town were entrusted to Suqian Economic and Technological Development Zone.
In March 2006, the integrated system of sankeshu township was put under the jurisdiction of Suqian Economic and Technological Development Zone.
In April 2011, in response to the pilot work of "strengthening towns and expanding power" in Suqian City, Yanghe town separated three administrative villages of Zhaowei, Zhuoma and Qiaobei in yangbei Town, three administrative villages of Geluo, Huangzhuang and Mayuan in Luowei Township, three administrative villages of Xingyue, Guoyuan and Huangqiao in Nancai Township, and two administrative villages of Zhakou and Hongmiao in Chenji town to establish Yanghe new town (later renamed Yanghe New District) .
In June 2013, Suqian City transferred wangguanji town and Caiji town from Suyu District to Sucheng district; Nancai Township from Sucheng district to Suqian Economic and Technological Development Zone; Zhenglou town and Cangji town of Sucheng district (Zhenglou town and Cangji town were merged with Yanghe town in 2017) were reorganized and entrusted to Yanghe new district.
In December 2017, shuangzhuang town was abolished and shuangzhuang street and zhikou street were established.
