Xiangshui county is under the jurisdiction of Yancheng City, Jiangsu Province. In April 1966, it was officially established with the approval of the State Council. Because the county government was stationed in Xiangshui Town, and because it was adjacent to Guanhe River, the river bed was deep and wide, the water level drop was large when the tide rose and fell, and the tributaries converged and fell, so it was named Xiangshui.
Xiangshui county is located in the northernmost part of the Yangtze River Delta Urban Agglomeration and the northeast coast of Jiangsu Province. It is located at the junction of Lianyungang, Huai'an and Yancheng, adjacent to the Yellow Sea in the East, Korean Peninsula and Kyushu Island in Japan across the sea; Guanhe River in the north, Guannan two towns in the Northeast; Guannan and Lianshui in the west, Zhongshan River in the south, Binhai County. The county is 61 km long from east to west and 21 km wide from north to south, with a total area of 1461 square kilometers. It has eight towns, three industrial parks and a population of 600000.
Xiangshui has a long history and profound cultural heritage. During the reign of emperor Taizu of Ming Dynasty, a large number of immigrants came to Xiangshui because of "Hongwu scattered" and made a living by cooking salt and fishing. Located in Huangwei Town, "guyuntiguan" is the estuary of the ancient Huaihe River, which is the key cultural relics protection unit of the province. Xiangshui culture belongs to Jianghuai culture, and Xiangshui people belong to Huaiyang people, who use Jianghuai Mandarin. On April 12, 2018, Xiangshui county was awarded the title of "hometown of Chinese opera art" by China Tianhan Research Association.
Xiangshui county is a national open county, a national ecological demonstration area, a national advanced county in grain and cotton production, a national advanced county in plain greening, a township of lotus root in shallow water, a township of Eucommia ulmoides in China, a pilot county of comprehensive reform in Jiangsu Province, a top 100 small and medium-sized city with the most investment potential in China, and a county with basically balanced development of compulsory education in China.
In October 2018, it was selected as one of the top 100 counties and cities with investment potential in 2018. In March 2019, it was listed as the first batch of revolutionary cultural relics protection and utilization area sub County list.
Historical evolution
Before the Southern Song Dynasty, the ancient Huaihe River flowed into the sea from yuntiguan in the county, and most of the county was in the sea.
In 1128, the Yellow River seized the Huaihe River and began to deposit into land.
In the early Ming Dynasty, the southeast of the county along the North Bank of Zhongshan river was the dependency of Shanyang County (now Huai'an, Jiangsu); the southwest, central and northeast of the county was the dependency of Anton county (now Lianshui); the north of the county along the South Bank of Guanhe River was the dependency of Haizhou (now Guanyun).
In 1724, Haizhou was promoted to Zhili Prefecture, and the northern part of the county was under the jurisdiction of Zhili Prefecture. The central and northeast part of the county belongs to Anton county. It belongs to Huai'an Prefecture.
In 1731, the northern part of Yancheng county and the eastern part of Shanyang County were divided into Funing County. The North Bank of the abandoned Yellow River in the southern part of the county was under the jurisdiction of Funing County, which still belonged to Huai'an Prefecture.
In the first year of the Republic of China (1912), Haizhou was abandoned, and Zhili Prefecture was divided into Donghai County and Guanyun county. In the north of the county, Guanyun county was under the jurisdiction of Huandu town and Huaiyang Road, Jiangsu Province.
In 1914, Anton county changed its name to Lianshui County, and the original territory of Anton county was changed to Lianshui County, which belongs to Huaiyang Road, Jiangsu Province.
In 1927, the provincial county was abolished. In 1933, Jiangsu Province set up an administrative supervision district. The southern part of the county (Funing County) was the tenth supervision district of Jiangsu Province; the central part (Lianshui County) was Huaiyin District of Jiangsu Province; and the northern part (Guanyun county) was Donghai District of Jiangsu Province.
Before October of the 29th year of the Republic of China (1940), the county was on the edge of Funing, Lianshui and Guanyun.
In October 1940, the Anti Japanese democratic regime was established, which belonged to lianguanfu border region office and Huaihai District, and was abolished at the end of December of the same year.
In September 1941, lianguanfu border region office was rebuilt. In April 1942, the central China Bureau decided to abolish the lianguanfu border region office and establish Chaonan county. In mid May, Chaonan county was renamed Binhai County and subordinate to Yanfu administrative office.
In March 1947, it belonged to the 11th division of Subei administrative office. In September of the same year, it belonged to the 5th division of Subei administrative office.
In May 1949, it was subordinate to the office of Yancheng Commissioner in Northern Jiangsu.
In November 1949, it merged with Fudong County, still known as Binhai County, and the county Party committee and county government were stationed in dongkan town.
In May 1960, with the approval of the provincial people's Commission, Xiangshui and Zhouji people's communes in Binhai County were assigned to Guannan county.
In October 1964, according to the instructions of the provincial people's Commission, Zhouji and Xiangshui communes and Xiangshui town were zoned back to Binhai County.
On March 9, 1966, with the approval of the State Council, the area north of Zhongshan River and south of Guanhe River in Binhai County was designated as Xiangshui County, which was named after the county government's residence in Xiangshui town and was subordinate to the office of Yancheng commissioner.
In March 1983, the city was in charge of the county and was subordinate to Yancheng City.

At the beginning of 2000, Xiangshui county had 17 townships and Xiangshui export-oriented agricultural economic development zone, 19 residents' committees and 254 villagers' committees.
On January 24, 2000, Nanhe township was abolished and Nanhe town was established; on March 26, Gangnan Township and Chengang town were abolished and Chenjiagang town was established; on August 14, Huangwei township was abolished and Huangwei town was established; on October 14, Shuanggang township was abolished and Shuanggang town was established.
On July 3, 2001, Xiangnan Township and Xiangshui town were merged to form Xiangshui town; Haianji Township and Chenjiagang town were merged to form Chenjiagang town; Zhouji Township and Xiaojian town were merged to form Xiaojian town; Pingjian Township and Nanhe town were merged to form Nanhe town.
On April 28, 2002, Yunhe township was abolished and Yunhe town was established.
In May 2006, Xiangshui export-oriented agricultural comprehensive development zone was renamed Xiangshui economic development zone.
In October 2010, Zhangji township was abolished and merged with Xiaojian town to form Xiaojian town; Laoshe township was abolished and merged with Shuanggang town to form Shuanggang town; LiuTao township was abolished and merged with Yunhe town to form Yunhe town; Qitao township was abolished and merged with Dayou town to form Dayou town. By the end of 2010, Xiangshui county was divided into eight towns, namely Xiangshui, Chenjiagang, Xiaojian, Dayou, Nanhe, Shuanggang, Huangwei and Yunhe.

The southwest is the old channel of the abandoned Yellow River, with a higher terrain, 6-8 meters above sea level; the middle is the Yellow flood land, 5-7 meters above sea level; the northeast is the early yellow flood alluvial plain, with a lower terrain, about 2 meters above sea level.
