Guannan County Guannan (Guannan), referred to as "Guan", was called "Haixi" in ancient times. Since the establishment of Haixi County in the reign of Emperor Wu of the Western Han Dynasty, it has a 2090 year cultural history. Because it is located in the Guanhe River Basin, and because the county government Xin'an is located in the south of Guanhe River, it is named Guannan.
Guannan county is located in the eastern part of the Asian continent. Its geographical area belongs to East China and belongs to Jiangsu Province. It is under the administration of Lianyungang City. It is adjacent to the Yellow Sea in the East and faces Jeju road of South Korea and Kyushu Island of Japan across the sea. It is connected to Lianshui and Xiangshui counties in the south to the southeast, Suqian City in the West and Guanyun County of Lianyungang across Xinyi River in the north. Guannan has a long history. Haixi county was built in 90 BC, which is the beginning of the county construction in Guannan. It belonged to Haizhou during the northern and Southern Song Dynasties, Haining during the Yuan Dynasty, Huai'an Prefecture during the Ming Dynasty, and Haizhou during the Qing Dynasty. In March 1958, Guannan county was established and named "Guannan", which belongs to Huaiyin area. In 1983, it belonged to Huaiyin City, and since 1996, it belonged to Lianyungang City. Because Guannan was the fiefdom of Li Guangli's Marquis state in the west of the sea at that time, Guannan area is known as "the homeland of the west of the sea".
Guannan has always been full of traffic, business, natural treasures, outstanding people. Many cultural sites of Han residents, such as "longgou Han residents site", "Damiao Han Tombs group" and "guchitou site", have been found in Guannan. It shows that Guannan is a dense area of ancient Han residents' cultural sites, with a history of more than 5000 years and a history of more than 2000 years.
During the Xia and Shang Dynasties, Guannan was a territory of ancient Xuzhou.
During the spring and Autumn period and the Warring States period, the territory first belonged to the state of Lu, then to the state of Chu.
In 221 BC, the first emperor of Qin unified the six countries and implemented the county system throughout the country. At this time, Guannan was subordinate to Qu county, Donghai County.
In the early Western Han Dynasty, Li Guangli was granted the title of Marquis of Haixi in the fourth year of Taichu period (101 BC) by Emperor Wu of Han Dynasty. In the third year of Zhenghe period (90 BC), Li surrendered to Xiongnu to abolish Marquis, so he changed Haixi county to Donghai County and Guangling County in later Han Dynasty.
From the Eastern Han Dynasty and the Three Kingdoms to the Western Jin Dynasty, the territory remained unchanged.
In the Sixteen States of the Eastern Jin Dynasty, Haixi county was abolished and subordinate to Qu county. They successively belonged to the later Zhao Dynasty, the former Yan Dynasty, the former Qin Dynasty and the Eastern Jin Dynasty.
In the early period of the northern and Southern Dynasties, the territory belonged to Liu Song, Nan Qi and Nan liang of the Southern Dynasties, but still belonged to Qu county. In the later period, the territory was occupied by the Northern Qi and Northern Zhou Dynasty. In 577, Qushan county was established in the Northern Zhou Dynasty, from which the territory came.
Sui kaihuang three years (584), the territory belongs to Qushan County, belonging to Donghai County.
In 621, Donghai County was abolished and Haizhou was set up, leading Qushan, Longju, Xinle, Quyang, Shuyang, houqiu, Licheng, Huairen and other counties. The rule of Dao, Zhou and Xian should be implemented. It belongs to Qushan county and Haizhou of Henan Province.
During the Five Dynasties and Ten Kingdoms period, it belonged to Wu, Southern Tang and later Zhou.
In the Northern Song Dynasty, the rule of road, state and county was implemented. It belongs to Qushan county and belongs to Haizhou of Huainan East Road.
During the Southern Song Dynasty and Jin Dynasty, it belonged to the kingdom of Jin, Qushan County, and Haizhou of Shandong east road.
During the Yuan Dynasty, the provincial system was implemented, and the province had jurisdiction over Dao, Zhou and Xian. Most of the territory belongs to Qushan County, which belongs to Haining Prefecture, huaidong Road, Jiangbei Province, Henan Province.
In the first year of Hongwu in Ming Dynasty (1368), following the provincial system of Yuan Dynasty, the northern part of the territory belongs to Haizhou Zhili Prefecture, and the southern part belongs to Anton County, both of which belong to Huai'an Prefecture. In the same year, the Huai'an government set up Guandu field to supervise the collection of salt taxes. Today, Guandu is the site of the salt division.

In the second year of Shunzhi (1645) of Qing Dynasty, the Manchu Dynasty entered the Central Plains and continued to exercise the provincial system. The northern part of the territory still belonged to Haizhou Zhili Prefecture, and the southern part still belonged to Anton County, which belonged to Jiangnan Jiangning buzhengsi. Later, it was changed to Jiangnan Province in the first year of Kangxi.
In 1667, Jiangnan province was divided into Jiangsu Province and Anhui Province. At that time, it was subordinate to Huai'an Prefecture of Jiangsu Province. The southern part of the territory was subordinate to Anton County, and the northern part of the territory was subordinate to Haizhou.
In 1793, the inspection department moved to Xin'an Town, under the jurisdiction of Haizhou Zhili Prefecture.
In the first year of the Republic of China (1912), Haizhou was abolished, and Guanyun county and Donghai County were established respectively. The northern part of the territory belonged to Guanyun County, and the southern part belonged to Anton county.
In 1914, Huai'an government set up a road by withdrawing the government, which belonged to Huaiyang Road (located in Huaiyin county). Anton county was renamed Lianshui County, which belonged to Lianshui County.
In August 1940, the northern part belonged to the Anti Japanese democratic government of Guanyun County, while the southern part belonged to the Anti Japanese democratic government of Lianshui County.
In 1941, Lianshui County was divided into two counties by the boundary of Yanhe River. The west of Yanhe River is still called Lianshui County, and the east of Yanhe River is called Liandong county. Liutang and shuohu in the south of Yanhe River belong to Gaogou District of Lianshui County, while the east of Yanhe River belongs to Wugang district and Bailu District of Liandong county.
In June 1942, the CPC Huaihai district Party committee decided to set up the CPC Guandong Working Committee in the southeast of Guanyun, and administratively set up Guandong Office (a county-level political power institution).
In October 1945, the Guandong office was abolished and the original area under its jurisdiction was returned to Guanyun county.
In February 1947, the CPC Guanyun County Committee decided to restore the Guandong strategic area. The area was still under the jurisdiction of the former Guandong office, which lasted for one and a half years and was under the jurisdiction of Guanyun county.
After the founding of new China on October 1, 1949, the northern part of the territory belonged to Guanyun County, the southern part to Lianshui County, and the southeastern part to Liandong county.
In June 1950, Liandong county was abolished, and Bailu district and Wugang district under its jurisdiction were transferred to Lianshui County.
In 1957, the system of districts and townships of the former national government was abolished. On December 21 of the same year, the Jiangsu Provincial People's Committee issued the document No. 2126 of suminweizi on the establishment of Guannan County, and the county people's Committee was stationed in Xin'an town.
On March 1, 1958, with the approval of the State Council, Guanyun county set aside the towns to the south of Xinyi River and the towns to the north of Lianshui County, including Bailu Township, Xinji Township, Huayuan Township, Liutang Township and shuohu Township, to establish xinguannan County, which is subordinate to Huaiyin special district, and the county people's Committee is located in Xin'an town.
In 1970, Huaiyin District was changed into Huaiyin area, and Guannan county was subordinate to Huaiyin area.
In January 1983, Jiangsu province implemented the system of city Governing County, abolished the regional administrative office, changed the name of Huaiyin prefecture to Huaiyin City, and Guannan county was subordinate to Huaiyin City.
On July 19, 1996, with the approval of the State Council, Jiangsu Province made a huge adjustment to the administration of Huaiyin City, established Suqian City in the west, and changed Guannan County in the north to Lianyungang City.

In March 1958, Guannan county was established in Liutang, Huayuan, shuohu, Xinji and Bailu townships of Lianshui County; Shuhong, Haiting, Liji, Zhangdian, sankou, Xin'an, Chenji, suguang and Shude townships of Guanyun county.
In September 1958, the people's commune was implemented in the whole county, and all towns in the county were unified into the people's commune of the unity of government and society, under which the production brigade was under the jurisdiction of the commune. At the end of the year, there were 14 people's communes, 220 production brigades and 2 residents' committees in the county. The next year, Shude commune was renamed Guanhe commune.
In February 1960, shuohu commune was abolished and its jurisdiction was merged into Xin'an commune. In March, Guanhe commune was renamed as five teams commune, and eight production teams were set up to establish Duigou people's commune. In the same year, other communes changed their names: suguang commune changed its name to Tianlou commune; Shuhong commune changed its name to baisao commune; Haiting commune changed its name to Xingzhuang commune.
In May 1960, with the approval of the provincial people's Commission, Xiangshui and Zhouji people's communes in Binhai County were assigned to Guannan county.
In October 1964, according to the instructions of the provincial people's Commission, Zhouji and Xiangshui communes and Xiangshui town were zoned back to Binhai County.
In January 1966, Bailu commune set up ten production teams, sankou commune set up Gaogang commune on the South Bank of Yifan River, and established Xiaoyao people's commune; Zhangdian people's commune set up a large circle people's commune with eight teams of Chenji commune; 13 teams of piantianlou commune set up Danian people's commune; 10 teams of pianxin'an commune and two teams of Liutang commune A total of 12 brigades were set up to rebuild shuohu people's commune.
In May 1981, the people's commune of Zhangwan was established with eight brigades of three communes and three communes of Xin'an commune, a total of 11 brigades. Tanggou people's commune was set up with 4 brigades of baisao commune and 6 brigades of Xingzhuang commune, a total of 10 brigades. In the same year, Danian commune was renamed Changmao commune, Chenji commune was renamed beichenji commune, and Xingzhuang commune was renamed beichenji commune.
