On July 2, 1951, the people's Government of Henan Province decided to set up Huaibin (county level) office under the leadership of Huangchuan Commissioner's office.
On August 11, 1952, the Government Affairs Council of the Central People's Government of the people's Republic of China decided to abolish the Huaibin office and establish Huaibin County (the county people's government is stationed in wulongji) under the leadership of Xinyang district.
On August 15, 1960, the State Council of the people's Republic of China decided to abolish Huaibin County and divide the administrative region of Huaibin into Xi county and Gushi County.
On October 20, 1962, the State Council of the people's Republic of China decided to restore Huaibin County. The administrative region of Huaibin County is the former Huaibin Administrative Region merged in Xi county and the former Qisi and Zhangzhuang districts merged in Gushi County.
