In the Five Dynasties, there was a county called Jinghai.

From then on until the Qing army entered the pass (1644), Chongchuan District was basically under the jurisdiction of Yangzhou (Yangzhou Road, Yangzhou government), except once under the jurisdiction of Huainan East Road.
In 1672, Haimen county was abandoned as a township and incorporated into Tongzhou. In the second year of Yongzheng (1724), Tongzhou was promoted to Zhili Prefecture, which was subordinate to Jiangsu's chief minister and led Taixing and Rugao counties. Qianlong 26 years (1761), under the Jiangning buzhengshi department.
