Most of Sheyang County gradually became a land after Ming Dynasty.
In the Ming and Qing Dynasties, the territory was mostly salt frying land, which was subordinate to Huai'an branch of Lianghuai salt transportation envoy. In 1736, it was changed to Taizhou Branch. Before the ninth year of Yongzheng reign of Qing Dynasty (1731), Shanyang County was located in the north of Sheyang River and the south of North Jiangsu irrigation canal; Yancheng county was located in the south of Sheyang River and the north of Xichao river. In the ninth year of Yongzheng (1731), after the founding of Funing County, the area to the north of Chaotong port was under the jurisdiction of Funing County; the area to the south of Chaotong port was under the jurisdiction of Yancheng County, but they were all under the jurisdiction of Huai'an Prefecture.
From 1916 to 1931, Feng Guozhang, vice president and acting president of the Beiyang government, and Zhang Jian, the number one scholar in the late Qing Dynasty, successively established 29 agricultural and salt reclamation companies in the territory, which were subordinate to the Ministry of agriculture and Commerce of the national government. Administratively, they were first subordinate to Huaiyang Dao and then to the Jiangsu provincial government of the Kuomintang.

In April 1942, the Anti Japanese democratic government of Sheyang County was established in daguzhuang (now the East head of Shizhuang in Funing County).
In October 1946, Sheyang County merged 21 districts into 11 districts, namely Xinzhuang, yukou, goudun, chenkan, Haihe, Xintan, Chenyang, Hede, Tongyang, Siming and Wutan.
In February 1947, yukou district and goudun district to the west of Ganghe River were assigned to Jianyang county.
In March 1949, the CPC Yanfu coastal Committee was incorporated into the Sheyang County Committee. The six townships under the jurisdiction of the committee, including fishermen, yuzao, xingzao, Nankan, Shuangyang and Zhujie, were also given the coastal jurisdiction of Sheyang County.
On November 14, 1949, Yandong county was merged into Sheyang County. At this time, the county had jurisdiction over 17 districts, 187 townships and 846 villages.

In June 1992, the construction of Sheyang economic development zone was started in the east of the county. The administrative division consists of shedong and Hedong, which belong to Hede Town, and Zhonglian, which belong to Daxing Township.
In 1994, Haitong, Siming, Fuyu and Haihe withdrew their villages and built towns.
On January 25, 2000, Xinyang moved from township to town. The original Xinyang Township People's government was renamed Yandong Town People's government.
On May 15, 2000, the zoning of some townships was adjusted, that is, Daxing Township was merged into Hede Town, Xinyanggang Town, Yanghe Township, Sheyanggang Township and zhonglugang Township were merged into huangshagang town.
On April 20, 2001, the county Party committee and the county government decided to carry out a large-scale consolidation and adjustment of the village groups in each township. After the adjustment, there are 178 villages and 69 neighborhood committees in the county, accounting for 45.5% of the total number of original village (neighborhood) committees in the county.
On June 13, 2001, shuliuduo township was merged into Linhai Town, shubaodun Township into Qianqiu Town, and shuhexing Township into Hede town. After the zoning adjustment, there were 19 townships in the county.
In 2002, coupled farming was withdrawn from rural areas to build towns.
In 2002, Sheyang economic development zone was built into the west district. Shuanglong and Fengxing, which originally belonged to Hede Town, were included in the development zone.
On August 2, 2007, Yandong town of Sheyang County was assigned to Tinghu District of Yancheng City;

In April 2011, Xinyang neighborhood committee, Xingnong village and Jintan company of huangshagang town in Sheyang County were put under the jurisdiction of Huangjian Town, Tinghu District, Yancheng City, and Sheyang forest farm and zhonglugang breeding farm in Sheyang County were put under the jurisdiction of Tinghu district.

Sheyang county belongs to Lixiahe coastal reclamation area, the terrain is flat, Sheyang River Sheyang profile across the East and West. The area to the south of Sheyang River is the marine plain in the middle of Jiangsu Province, and the area to the north of Sheyang River is the abandoned Yellow River delta plain. Based on the base level of the abandoned Yellow River Estuary, the ground elevation is between 0.8 and 2.2 meters, belonging to the low plain area. The terrain in the county is slightly higher in the East and lower in the west, higher in the north and south, and lower in the middle.
