Haigang District Haigang district is one of the four municipal districts of Qinhuangdao city. It is the seat of the municipal Party committee and the municipal government. It is the largest central city in Hebei Province. It is located in the east of Qinhuangdao City, adjacent to Bohai Sea in the south, Yanshan Mountain in the north, Shanhaiguan District in the East, and Beidaihe District in the West. It is named after Qinhuangdao port, a century old port.
Haigang district is the political, financial, cultural, trade, education, scientific research and exchange center of Qinhuangdao city. It is the economic junction of Northeast China and North China. It is one of the 40 cities with excellent investment environment announced by China.
Haigang district has 13 streets, 8 towns and 1 Development Zone, with a total area of 701 square kilometers and a total population of 950000 (including Qinhuangdao Economic and Technological Development Zone), 380 kilometers away from Shenyang. Qinhuangdao port is the world's largest energy export port, known as the "barometer" of the national economy.
In 2018, the gross domestic product of Haigang District reached 47.66 billion yuan, an increase of 6.6% compared with 2017 in terms of comparable prices; the per capita disposable income of urban residents reached 37963 yuan, a year-on-year increase of 7.8%; the per capita disposable income of rural residents reached 19490 yuan, a year-on-year increase of 9.2%.
In April 2020, Haigang district was selected as "the best county (city, district) in sports work in 2019" by Hebei Provincial Sports Bureau.
Historical evolution
Haigang District, namely the urban area of Qinhuangdao, used to be called qinwangdao.
It belonged to Youzhou in ancient times, Guzhu state in Shang Dynasty and Yan state in Warring States period.
In Qin and Han Dynasties, it belonged to Lei county (Linyu) of Liaoxi county.
The Sui and Tang dynasties belong to Linyu County of Pingzhou.
Liao belongs to qianmin county and Yuan belongs to qianmin town.
Ming belongs to shanhaiwei.
In 1737, Linyu county was set up and Haigang District belonged to it.
Guangxu 24 years (1898) opened as a commercial port, the construction of the pier, until 1948 liberation as a town in Linyu county.
On November 27, 1948, Qinyu city was established after liberation, and three districts were set up on the basis of the three towns before liberation.
In February 1949, Qinyu city was renamed Qinhuangdao city.
Tanghe district (formerly known as suburb) was established in 1950. In September 1950, the first and second districts were collectively called the first district, and the third district was renamed the second district. In August 1953, the first district was merged.
In 1956, it was renamed the harbour area.

Except for the state-owned forest farm in the coastal area south of nandasi, there is no large forest in the whole area, but only a small amount of protection forest and soil and water conservation forest, so the forest coverage rate is only 16.3%. In the first half of 2016, 40 hectares of breeding and seedling raising, 1867 hectares of artificial afforestation, 1.1 million sporadic trees, 333 hectares of no woodland and sparse woodland were newly closed, and 540 cubic meters of raw timber were collected and transported in Haigang district.

Qinhuangdao port in the harbor area is wide and deep, not frozen and not silted. The throughput ranks second in the country. As of October 2015, Qinhuangdao port has business contacts with ports of 109 countries and regions in the world, and is navigable with 25 coastal and riverside ports in China.
Railway
The Haigang district is connected with the whole country. Three national trunk railways, namely Beijing Shenyang, Beijing Qinhuangdao and Datong Qinhuangdao, cross the Haigang district. More than 20 pairs of passenger and freight trains pass through the Haigang district every day.
