Historical evolution
At the end of Qing Dynasty, Taiping District was a rural area. Only a few small villages, such as Sunjiawan, huangjiawopu, Taipingzhuang, Budun Maotou, mijiawopu and talamiao, are under the jurisdiction of Fuxin County.
In 1911, some Japanese came to Fuxin for prospecting in the name of Manzhou coal miners.
In 1913, they discovered a coal mine at the foot of the south mountain of Sunjiawan. They set up a joint venture to mine coal. There are several private mines in succession.
In 1927, Zhang Xueliang, a warlord in the northeast of China, learned that there was a large amount of coal here. He bought private coal mines such as Wulong, Taiping, Pingan and Gaode. The Northeast Mining Bureau was established in Sunjiawan and unified management of coal mining was implemented. In 1931, Manchuria was founded and Northeast China became a colony of Japanese imperialism.
In 1933, the Japanese invaders planned to build power stations and railways. The Japanese asked for a price, and the owner of the Huang family moved. The power station occupied the whole village of Taipingzhuang, and the residents were forced to move to the taipingxiaojie area of the present Meihai Street office.
At the beginning of the 23rd year of the Republic of China (1934), railway materials were transported to huangjiawopu and other construction sites. From April to October, the railway from Xinlitun town to Yixian County will be open to traffic.
In 1935, more and more Japanese came to Fuxin. Japanese invaders built a large number of houses and began to plunder China's coal resources.
On October 1, 1936, Fuxin Coal Mining Office was established in Haizhou District, and Fuxin Power Generation office was set up at Taipingzhuang site. With the development of mining industry, mining areas are gradually formed in rural areas.
On April 1, 1939, Taiping Coal Company bought the Mijia coal mine, and Chengnan became a part of the mining area.
In the 29th year of the Republic of China (1940), on January 1, the Japanese puppet authorities designated Xinqiu, changyingzi, mijiayao, Haizhou, Sunjiawan and Fuxin town as Fuxin city. At the same time, the puppet Fuxin Municipal Office, which is under the jurisdiction of the puppet Jinzhou Province, has jurisdiction over 11 districts. Taiping District has Taiping District, Xinxing district and Chengnan district.
In 1945, the Eighth Route Army took over Fuxin at the beginning of the victory of the Anti Japanese war. In mid September, the CPC Liaoxi prefectural committee sent cadres and troops to take over Fuxin and set up the Fuxin Municipal government. In October of the same year, Taiping set up three district governments. They are Taiping District, Xinxing district and Hongye district. From December 30 to 31, 1945, the party and government organizations of the three district governments retreated to wuhuanchi, Fuxingdi and Jiumiao.
In 1946, at the beginning of the rule of the Kuomintang, the administration was under the jurisdiction of Fuxin County. The Taiping area is under the jurisdiction of Haizhou town.
On March 18, 1948, Fuxin was liberated. On April 18 of the same year, Fuxin Municipal government was established, with three districts in the city. Today, Taiping District is the second district. The district Party committee and the district government are based in Sunjiawan. The district government was established in May.
In January 1949, the district government was abolished and the street government was established. There are Sunjiawan street, Taiping Street, Gaode street, Ping'an Street and xifuxin street. On August 5 of the same year, after the discussion of the municipal government, the establishment of the street government was canceled, and the three street governments in Taiping District and the local police station were merged into three sub stations. It is still known as the second district government of Fuxin City, and it is also managed by five public security sub offices of Sunjiawan, Gaode, Taiping, Pingan and xifuxin.
In December 1949, the CPC Fuxin Mining Committee and the municipal government abolished three sub offices and merged them into the second Fuxin district office, which is located in Sunjiawan.
In January 1950, according to the opinions of the western Liaoning provincial government, the municipal government transformed the three branch offices into the Second District Office of Fuxin city. On March 23, xifuxin was designated as the first district government.
Taiping District has four cities under its jurisdiction. Public security offices are also in charge of civil affairs. Namely: Sunjiawan, Taiping, Gaode and Ping'an. (Wula Maotou and Huangjia Wopu are under the jurisdiction of the first district office).
In 1951, the district was re divided into four streets: Sunjiawan, Wulong, Taiping and Gaode. On October 10 of the same year, Wulong street and Ping'an Street were divided into District 1 and District 2 respectively.
Before October 1952, it was still called the Second District Office of Fuxin City, which had jurisdiction over four factories: Switchboard factory, coal preparation plant, power plant and gunpowder factory; two mines: Haizhou mine and Ping'an mine; seven small streets: Sunjiawan, Ping'an, Wulong, Taiping, Gaode East, Gaode West and Fuxin railway station; seven semi agricultural and semi urban areas: talamiao, Sunjiawan Xigou, pingandi, Wulong Nangou, Dahuofang and Huanghe Jiawopu, Taiping Street. The residential areas near the four factories and two mines are also under the jurisdiction of the district. In October 1952, it was transformed into the people's Government of the second district. They are all stationed in Sunjiawan.
In October 1952, the Second District Office of Fuxin city was renamed the Second District People's Government of Fuxin city. The four police stations of Ping'an, Sunjiawan, Gaode and Taiping are responsible for civil affairs.
In January 1954, the municipal government put three rural areas in Fuxin County under the jurisdiction of the second district.
From the end of 1954 to the beginning of 1955, the district government set up five sub district offices, and the village was reorganized into five Township People's governments.
In November 1955, the people's Government of the Second District of Fuxin city was renamed the people's Committee of Sunjiawan District of Fuxin city.
In 1956, all the five townships or 11 administrative villages under the jurisdiction of Taiping District were divided into the fourth district (Liujiazi District). Since then, Taiping District has only governed five urban sub district offices. In July 1956, it was renamed Taiping District.
In February 1959, Dongshan sub district office was transferred from Gaode sub district office. In December 1959, Dongshan sub district office was abolished and the jurisdiction was merged into Gaode sub district office.
In May 1960, due to the Communization of the city, the people's Committee of Taiping District was changed into the people's commune Committee of Taiping District. At the same time, five sub district offices will be adjusted to five branches. That is, thermal power, coal sea, building materials, steel, Yuejin branch. In May 1961, the Taiping District People's commune Committee was abolished and the Taiping District People's Committee was restored. In June 1966, after the beginning of the cultural revolution, Taiping District was once renamed Dongfeng district. Because it was not in line with public opinion, it was also renamed Taiping District.
In April 1967, the Taiping District established the "front line headquarters of grasping revolution and promoting production", which replaced the District People's Committee.
In February 1968, five people's communes under the jurisdiction of Taiping District set up revolutionary committees. On March 18, the Taiping District Revolutionary Committee was established, with five commune revolutionary committees under its jurisdiction: mangshu, Meihai, Gaode, Chengnan and Sunjiawan.
In June 1980, the Taiping District Revolutionary Committee was abolished and the functions of the Taiping District People's government were restored, with five sub district offices under its jurisdiction, namely mangshu, Meihai, Gaode, Chengnan and Sunjiawan. By December 1987, the division of administrative regions had not changed.
On April 27, 2002, some administrative divisions of Fuxin city were adjusted and Shuiquan town in Xihe District of Fuxin city was put under the jurisdiction of Taiping District.
