Laobian District, located in the southeast of Yingkou City, Liaoning Province, is adjacent to Dashiqiao City in the East and North, Gaokan town in the north, Gaizhou city in the south, Zhanqian District, Xishi District, coastal new area and Liaodong Bay in the West. As of 2015, the district has a total area of 305 square kilometers, with a resident population of 126700. It has three towns, two streets, 51 administrative villages and eight communities.
In 2013, the GDP of the old border region reached 34.5 billion yuan, the investment in fixed assets reached 30 billion yuan, the budget revenue of public finance reached 3 billion yuan, the actual utilization of foreign capital reached 175 million US dollars, the export of foreign exchange reached 470 million US dollars, and the disposable income of urban residents reached 23850 yuan.
Historical evolution
Historically, the old border region belonged to Haicheng in the north and GAIPING in the south.
At the beginning of the liberation, most of them belonged to Yingkou county.
In 1908, 107 natural villages were under the jurisdiction of Haicheng county and GAIPING County, of which 82 were under the jurisdiction of GAIPING county and 25 under the management of Haicheng county.
In 1909, the first year of Xuantong reign of Qing Dynasty, Yingkou Zhili hall was established. The 25 natural villages originally under the jurisdiction of Haicheng County belonged to Yingkou Zhili hall.
In the second year of the Republic of China (1913), Yingkou Zhili hall was changed to Yingkou County, and all natural villages were owned by Yingkou county at the same time.
In 1938, the landlord administrative region was changed to Yingkou County, GAIPING county and Haicheng county. Yingkou City had 27 villages, GAIPING county had 62 villages and Haicheng county had 23 villages.
In the autumn of 1947, the territory was set up as Liushu District of Yingkou county.
In 1948, Yingkou industrial and agricultural district was established in eight villages near Yingkou;
In November 1950, it was changed into the Fifth District of Yingkou City.
In 1956 and 1957, Yingkou County assigned 37 villages in the west of Yingkou City to the Fifth District of Yingkou City.
In September 1957, the Fifth District of Yingkou City was officially renamed the suburb of Yingkou City.
In July 1984, with the approval of the people's Government of Liaoning Province, the suburb of Yingkou City was renamed the old border area of Yingkou City.

In 1998, with the approval of Liaoning provincial government, Laobian Township and Erdaogou Township were abolished and Erdao town was merged.
In 1999, according to the approval of Liaoning provincial government, the old border demonstration field street was abolished and Chengdong street was established.
In 2000, the district had jurisdiction over two streets and four towns: Laobian street, Chengdong street, Lunan Town, Liushu Town, Biancheng town and Erdao town.
In June 2002, the district has jurisdiction over 2 streets, 4 towns, 5 communities and 69 village committees, covering an area of 305 square kilometers and a population of about 127400.
In 2005, Liaoning (Yingkou) coastal industrial base was established in the western region of Yingkou salt farm (municipality directly under the central government, belonging to the old border region in administrative division), while the eastern region is still Yingkou salt farm. Yingkou salt farm and Liaoning (Yingkou) coastal industrial base are directly under the jurisdiction of Yingkou City, and belong to the old border area in administrative division.
On May 22, 2007, the provincial government (liaozheng No. 101) approved to put the administrative area of Sunjia village, a town in Laobian District, with an area of 0.201 square kilometers under the jurisdiction of Litun village, Jinqiao street, Dashiqiao City.
In 2009, Erdao town was abolished and coastal streets were established. After the adjustment, the whole district has jurisdiction over three streets and three towns: Laobian street, Chengdong street, coastal street, Lunan Town, Liushu town and Biancheng town.
In June 2010, the total area of the region was 305 square kilometers, and the actual resident population was 126745. It has jurisdiction over 3 streets, 3 towns, 5 communities and 60 administrative villages. The district government is located in Longshan street, the old border area.
In 2012, dashuitang Village (about 5.48 square kilometers, with a population of 18000) and Haibin Street (about 9.76 square kilometers, with a population of 22759) in Lunan town of Laobian district were included in the western urban area, Guangming Village (about 3 square kilometers, with a population of 8558), Dongjia Village (about 1.1 square kilometers, with a population of 888), Xinxing Village (about 1.13 square kilometers, with a population of 1208) and Daxing Village (about 3.68%) in Lunan town of Lunan town Four villages with a population of 1360 are included in Zhanqian District, and some salt fields (about 42 square kilometers) are included in the old border area. The old border area is narrow in the South and wide in the north, belonging to the coastal plain with an average altitude of 2-7 meters. There are Daping mountain, Xiaogu mountain and Wujiang mountain, among which Wujiang mountain is the highest with an altitude of 176.7 meters.

As of 2011, the reserves of iron ore in the old border area were 94.757 million tons. The mineral deposits are distributed in yujiawazi, Wangjia, Zhengjia, Jiangjia, Laoyemiao, zhaojiapingfang, Xinli and Houshan village of Liushu Town, covering an area of 82.5 square kilometers.

Laobian passenger station is subordinate to the Transportation Bureau of the old border region. It is located in Longshan street. There are buses leading to Dashiqiao, Gaokan, Gaizhou, Xiongyue, Bayuquan and other suburbs every day.
