Qing Dynasty
In the Qing Dynasty, it was under the jurisdiction of the vice capital of alechuka.
In the 19th year of Jiaqing (1814) of Qing Dynasty, with the lifting of the policy of "Jingqi moving to reclamation" and the closure of the Qing government, the Manchu and Han farmers scattered in Nangang area. The earliest villages were qinjiagang, Harbin railway station, Youjia shack, Baijia shack, Zhanglao daotun, Yongfa village, Yangma village, hadatun village, Xinfa village, wangjiadian village and lalintun village.
In October 1904, the Middle East Railway Bureau issued Order No. 144, which divided Harbin into four districts: Xinshijie, xinbutou, jiubutou and old Harbin. Nangang District belonged to Xinshijie police station.

In 1926, the office of the chief executive of the East provincial special region announced that Butou district and Xinshi Street would be under the jurisdiction of Harbin special city, and Majia district would be under the jurisdiction of the East provincial special region.
From 1928 to 1931, Harbin was divided into four parts, belonging to the warlords of Liao, Ji and Hei provinces and Harbin special city. Nangang area is still under the jurisdiction of Harbin special city.
