Suzhou Industrial Park Suzhou Industrial Park is located in the east of Suzhou City, Jiangsu Province. It was established in February 1994 with the approval of the State Council and started in May of the same year. It covers an administrative area of 278 square kilometers (including 80 square kilometers of Sino Singapore cooperation zone). In the comprehensive evaluation of national economic development zones announced by the Ministry of Commerce, Suzhou Industrial Park ranked first for four consecutive years (2016, 2017, 2018, 2019), ranked fifth in the comprehensive ranking of national high-tech zones, and ranked among the world-class high-tech parks built by the Ministry of science and technology. Construction background
At the beginning of 1992, Comrade Deng xiaoping visited the South and delivered an important speech drawing on Singapore's experience.
In September 1992, Lee Kuan Yew, then Senior Minister of the Singapore cabinet, led a delegation to visit China. He actively echoed Comrade Deng Xiaoping's speech and expressed the intention of China Singapore cooperation to jointly establish an industrial park and use the park as a carrier to learn from Singapore's experience. Since then, China and Singapore have conducted many consultations and on-the-spot visits on cooperative development issues, and finally determined the location of Suzhou.
On February 11, 1994, the State Council issued the "reply on issues related to the development and construction of Suzhou Industrial Park" (Guo Han [1994] No. 9), which agreed that Suzhou City of Jiangsu Province cooperated with Singapore in the development and construction of Suzhou Industrial Park.
On February 26, 1994, China and Singapore signed three important documents: the agreement on the cooperative development and construction of Suzhou Industrial Park, the agreement on the use of Singapore's economic and public management experience, and the general agreement on the cooperative development of Suzhou Industrial Park.
On March 1, 1994, the "six links to the border" infrastructure construction project of Suzhou Industrial Park undertaken by Suzhou municipal government was in full swing.
On April 20, 1994, the first batch of reference training groups (planning and construction) of Suzhou Industrial Park went to Singapore for training. Learning from Singapore's experience officially began.
On April 21, 1994, the first batch of Sino Singapore joint investment groups went to Europe to attract investment.
On April 29, 1994, the people's Government of Jiangsu Province approved the establishment of Loufeng Township, Kuatang Town, Xietang Town, Weiting town and Shengpu Town, which were under the direct jurisdiction of Suzhou Municipal People's government. The Management Committee (Preparatory) of Suzhou Industrial Park performed the administrative functions, and the administrative area of the park was basically formed.
Foundation laying stage (1994-2000)
On May 12, 1994, the first phase of development and construction was officially launched.
By the end of 1997, the first phase of 8 square kilometers of infrastructure construction was basically completed.
On June 28, 1999, China and Singapore signed the "memorandum of understanding on matters related to the development of Suzhou Industrial Park", confirming that from January 1, 2001, China Singapore Suzhou Industrial Park Development Co., Ltd. will implement the adjustment of share ratio, and the share ratio of Chinese consortia will be adjusted from 35% to 65%, and the Chinese side will assume the responsibility of the company's major shareholder.
Leapfrog development stage (2001-2005)
On March 23, 2001, Suzhou municipal Party committee and government held a mobilization meeting to speed up the development and construction of Suzhou Industrial Park. The second and third phases of development were officially launched. The park entered the stage of large-scale relocation, large-scale development, large-scale construction, large-scale investment promotion and large-scale development.
In 2003, the main economic indicators of Suzhou Industrial Park reached the level of Suzhou City in 1993, which is equivalent to a new Suzhou in ten years.
In 2004, it was the 10th anniversary of the development and construction of Suzhou Industrial Park. China and Singapore agreed that the development and construction of the park has made remarkable achievements, and an international and modern industrial park has begun to take shape.
In 2005, Suzhou Industrial Park successively launched the plans of upgrading manufacturing industry, doubling service industry and leapfrogging science and technology, laying the foundation for subsequent transformation and upgrading.
Transformation and upgrading stage (2006-2011)
In 2006, with the approval of the State Council, the planned area of the Sino Singapore cooperation zone was expanded by 10 square kilometers, providing greater development space for Suzhou Industrial Park to promote independent innovation and the development of modern logistics and other producer services.
In 2009, the 15th anniversary of the development and construction of Suzhou Industrial Park has achieved "four over 100 billion" development achievements, including the GDP exceeding 100 billion, the accumulated taxes exceeding 100 billion, the actual use of foreign capital equivalent to RMB 100 billion, and the registered domestic capital exceeding 100 billion.
In 2010, on the basis of the "three major plans" for transformation and upgrading, "nine major action plans" for ecological optimization, Jinjihu double hundred talents, financial doubling, double growth of nano industry, cultural prosperity and happy community "were put forward, forming a complete system for transformation and upgrading.
High quality development stage (2012 to present)
In 2013, Suzhou Industrial Park established the development goal of striving to be the leading area of modernization construction in southern Jiangsu, comprehensively implemented the town to Street reform, promoted the development of regional integration at a high level, and started a new journey of deepening reform and innovation.
In 2014, the 20th anniversary of the development and construction of Suzhou Industrial Park, the State Council approved eight high-tech industrial development zones including Suzhou Industrial Park to build Sunan national independent innovation demonstration zone.
At the end of September 2015, the State Council approved Suzhou Industrial Park to carry out the comprehensive experiment of opening and innovation, and required to explore the establishment of a new system of open economy and a new model of innovation driven development.
Since 2016, Suzhou Industrial Park has strategically laid out the artificial intelligence industry. It plans to build a domestic leading and internationally famous artificial intelligence industry cluster center, lay out a national artificial intelligence innovation center, and build an industrial public service platform in 3-5 years.
In 2017, the park ranked No.1 in the comprehensive evaluation of the National Economic Development Zone, ranked No.5 in the National High-tech Zone, and ranked among the world-class high-tech parks built by the Ministry of science and technology.
In 2018, the Ministry of Commerce promoted 11 initiatives of Suzhou Industrial Park's comprehensive opening-up and innovation experiment to the whole country. The park won three consecutive titles in the comprehensive evaluation of national economic development zone and was selected as the advanced collective of Jiangsu Province for the 40th anniversary of reform and opening up.
In April 2019, Suzhou Industrial Park held a report meeting on the achievements of the 25th anniversary of development and construction. Li Keqiang, member of the Standing Committee of the Political Bureau of the CPC Central Committee, premier of the State Council, and Li Xianlong, Prime Minister of Singapore, sent congratulatory letters respectively.
In August 2019, the State Council approved the establishment of China (Jiangsu) pilot Free Trade Zone, in which Suzhou area (with an area of 60.15 square kilometers) is all located in Suzhou Industrial Park. In the comprehensive evaluation of national economic development zones announced at the end of that year, Suzhou Industrial Park won the fourth consecutive title, ranking fifth in the comprehensive ranking of national high-tech zones.

On May 12, 1994, Loufeng Township in the suburb of Suzhou City and the four towns of Kuatang, Xietang, Weiting and Shengpu in Wu County were put under the direct jurisdiction of Suzhou Municipal People's government, and the administrative functions of Suzhou Industrial Park Management Committee, the agency of Suzhou municipal government, were exercised.
In July 2002, three neighborhood committees to the west of the East Ring Road of Loufeng town in Suzhou Industrial Park were assigned to Pingjiang District, and two neighborhood committees to the west of the East Ring Road were assigned to Canglang District. In 2003, Linhu village of Kuatang town was assigned to Loufeng town.
On September 30, 2004, the neighborhood committee of Chefang, Luzhi Town, Wuzhong District and nine villages including Chaoqian, Henggang, Lijia, Dacang, Jinyuan, Etian, Wangbang, Huayun and cheyu were put under the jurisdiction of Loufeng Town, Suzhou.
At the end of 2012, Loufeng town was abolished, Loufeng street was set up in 36 neighborhood committee areas including Xingwan, Xietang street was set up in 38 neighborhood committee areas including Xietang, Weiting street was set up in Weiting Town, and Shengpu street was set up in Shengpu town.
Current situation of administrative areas
In order to optimize the administrative system of the park, four social work committees are set up in the park on the basis of four streets to undertake the functions of administrative management, social management, urban management and so on.
