Evolution of organizational system
In the middle and late Neolithic period of Xilinhot area, human activity sites were found on the west side of Xilinhe reservoir. In 1933, Xilin Gol League established the puppet Mongolian Xinjiang United autonomous government. Beizi temple was controlled by the puppet Mongolian Xinjiang United autonomous government. In 1938, the Japanese army in Beizi Temple organized the puppet Xilin Gol League government and the puppet flag government.
In 1946, the Inner Mongolia Autonomous Movement Federation was transferred to Beizi temple. The Xi League branch and the government organized a working team to transform the old regime and establish the people's democratic regime in abahanar Left Banner. Abahanar Left Banner branch belongs to Xilin Gol League branch.
In 1947, the working committees of Xi (Xilingol), cha (Chahar), BA (Bayantala) and Wu (Ulanqab) were established in Beizi temple. In 1948, abahanar Left Banner belonged to central banner Working Committee.
In 1949, abahanar left wing banner was put under the central United banner of Xilinguole League; abahanar right wing banner was put under the western United banner of Xilinguole League. On May 26, 1952, with the approval of the people's Government of Inner Mongolia Autonomous Region, the central and western United banners were merged and collectively referred to as Xilingol League western United banner.
On September 15, 1953, with the approval of the people's Government of Xilin Gol League, Beizi temple was renamed Xilinhot (township level), which was collectively referred to as Xilinhot people's Government of western United banner. On July 3, 1956, with the approval of the State Council, the western United banner was renamed Abaga banner. On August 21 of the same year, Xilinhot was under the direct leadership of Xilinguole League, and the township branch level system remained unchanged.
On April 15, 1959, Xilinhot was upgraded to the banner (county) level, under the direct jurisdiction of the league.
On October 23, 1963, with the approval of the State Council, Xilinhot was changed to abahanar banner. On December 14, 1979, the word "ha" in abahanar banner was changed to "Ga".
On October 10, 1983, with the approval of the State Council, abaganar banner was abolished and Xilinhot City (county level) was established.
