Ningcheng County, located in the south of Chifeng City, Inner Mongolia Autonomous Region, is located in the northern edge of the eastern part of the Yanshan Mountains, between 118 ° 26 ″ - 119 ° 25 ″ E and 41 ° 17 ″ - 41 ° 53 ″ n, belonging to the transitional zone between Inner Mongolia Plateau and Songliao plain. It is connected with Kalaqin banner in Inner Mongolia in the north, Jianping and Lingyuan in Liaoning Province in the East, Pingquan city in Hebei Province in the south, Chengde County and Longhua County in Hebei Province in the west, with a total area of 4305 square kilometers, 1.42 million mu of cultivated land and 45.6% of forest coverage. The landform is high in the West and low in the East, characterized by "five mountains, four hills and one river". The county governs 13 towns, 2 townships and 3 streets.
In March 2019, it was announced by the Ministry of water resources as the first batch of water-saving society construction standard counties (districts). On April 18, 2019, the people's Government of Inner Mongolia Autonomous Region decided to withdraw Ningcheng county from the sequence of poverty-stricken counties.
Historical evolution
Ningcheng county has a long history, beautiful scenery, known as the "Millennium ancient capital, landscape Ningcheng" said. Since Xia and Shang Dynasties, there have been more than ten ethnic groups living and reproducing here.
From the Warring States period, it was under the jurisdiction of youbeiping county. In the Western Han Dynasty, youbeiping county was located in Pinggang (now the black city in the county).
Dading prefecture (now Daming city in the county) was set up in the Liao Dynasty. As the capital of the middle and late Liao Dynasty, it became the political, economic and cultural center of the north at that time.
In the Jin Dynasty, Dading mansion in Zhongjing was changed into Beijing.
Beijing was changed to Daning in Yuan Dynasty, and Daning Wei was set up in Ming Dynasty.
From the Qing Dynasty to the end of the Republic of China, the Mongolian system in Ningcheng belonged to zhuosotu League, and the Han system belonged to Rehe province.
Ningcheng county was built in 1933.
In 2012, Yikenzhong Township and cunjingou Township were restored.
In 2013, bisiyingzi Township and sanjiaodian Township were abolished, and bisiyingzi town and sanjiaodian town were established (No. 266, neiwei Zi).
On September 25, 2018, dianzi town of Ningcheng county held a ceremony to celebrate and unveil its name, officially renamed youbeiping town.

Located in the northern margin of the eastern part of the Yanshan Mountains, it belongs to the Laoha River alluvial plain. The terrain is high in the West and low in the East. The highest is liangcuiyun peak in Longtan, sanjiaodian Township, with an altitude of 1890.9 meters. The lowest is xiaowulanhadagou in Wuhua Town, with an altitude of 429 meters. Qilaotu mountain is located on the west side of Pingzhi, nuruerhu mountain stretches from southwest to northeast, and Laoha River and Kundulun river flow from southwest to northeast. In the west, the mountains are undulating, the hills in the middle are broad, the rivers are flat and the rivers are long and narrow, which constitute the geomorphic feature of "five mountains, four hills and one river".

It belongs to temperate semi-arid continental monsoon climate, with annual sunshine of 2800-2900 hours, annual accumulated temperature of 2100-3200 ℃, average temperature of 2.8-7.5 ℃ and frost free period of 110-150 days. The average annual precipitation is 430-500mm, higher than that of other counties in the city. There are 1.54 million mu of cultivated land and 934000 mu of effective irrigation area. The forest area is 3.035 million mu, and the forest coverage rate is 47%, 12 percentage points higher than that of the whole city and 27 percentage points higher than that of the whole district.

The sunshine hours from April to September are 1500-1550 hours, which can meet the growth needs of main crops such as millet, corn and sorghum. The annual total solar radiation is 131.29 kcal / cm2, including 50.01 kcal / cm2 in spring, 41.62 kcal / cm2 in summer and 19.83 kcal / cm2 in autumn. The growth period of crops from April to September is 88.54 kcal / cm2, accounting for 67.4% of the whole year. The heat resources basically meet the needs of the growth of mature crops, but the regional differences are obvious. From east to west, the average temperature is 6-7 ℃ in the Middle East, 7-8 ℃ in the south, and 4-5 ℃ in the western mountainous area; the active accumulated temperature is 3000-3200 ℃ in the Middle East and south, and below 2000 ℃ in the western mountainous area. The frost free period of the whole county is between 100-140 days, shorter in the west, and longer in the East and south.
water resource
The annual average precipitation of the whole county is 2.122 billion m3, which is mainly composed of Laoha River and Kundulun river. Laoha river originates in Pingquan County, Hebei Province. It flows from southwest to northeast along the foot of qilaotian mountain range. It enters from dianzi township of Ningcheng, converges with more than ten rivers, such as Heili River and Balihan River, and slants through eight townships in Hebei Province, with a flow length of 85 km. Kundulun river originates from longtanliang of yuyujingou Township, flows through five towns from east to west, with a length of 45 km. It flows out of the country together with Laoha river at beishanzui of Xizi town.
There are 6 primary tributaries and 5 secondary tributaries in the territory. Dahushi reservoir with a capacity of 110 million cubic meters is built in the upper reaches of Heili River, a tributary of Laoha River, which is used for irrigation, power generation and fish culture, and 8 irrigation canals with a capacity of 10000 meters are built. It is distributed in Laoha river system of 1.921 billion m3 and Daling river system of 2.01 billion m3. The annual average runoff of the whole county is 349 million m3, including 313 million m3 in Laoha River Basin. (including 97 million m3 in kuntou River Basin and 3.6 billion m3 in Daling River Basin). The surface passenger water from outside the county is 177 million m3, and the exploitable crude water is 168 million m3, of which the Laoha River Basin accounts for 77.7%, kuntou River Basin 18.8% and Daling River Basin 5.35%. There are 24 reservoirs, 121 dams and 3094 electromechanical wells.

The total population of the county ranked the third among the 102 banners and counties in the region, and the first among the 80 banners and counties in the region, with a population density of 142 people / km2. Grain output reached 1.54 billion jin. 1300 mu of characteristic planting will be developed. Wenshi group's 100000 pig breeding farm (phase I) was completed and put into operation, and Linyuan breeding plant (phase I) was put into operation. Four leading enterprises, 254 farmers' specialized cooperative economic organizations, and three pollution-free agricultural products with a sales revenue of more than one million yuan were newly added. The application for green food, Ningcheng apple and off-season protected vegetable trademark registration of Kyoto starch were progressing smoothly.
17000 mu of medium and low yield fields were transformed and 450000 mu of conservation tillage was promoted. 28 drinking water projects for human and livestock will be built to solve the problem of drinking water safety for 40000 people and 30000 livestock. The flood control project of dongxiaohe river was started, and the preliminary work of dahushi reservoir water supply project was completed. The Shayuan project covers an area of 180000 mu for afforestation and 4830 mu for afforestation in key areas. dialect
About two-thirds of the people in Ningcheng County speak dialect, which is called Ningcheng dialect in the surrounding areas. Ningcheng dialect is a typical "dialect island" phenomenon. Ningcheng dialect belongs to the official discourse system of Hebei and Shandong.
Since most of the Han people in Ningcheng county are descendants of Shandong immigrants in the middle and late Qing Dynasty, the pronunciation of Ningcheng dialect should belong to the Xiqi dialect of Shandong dialect.
People in the eastern part of Ningcheng generally speak the Northeast Putonghua with Liaoxi accent, which is the same as other areas in Chifeng. Ningcheng dialect is mainly used in the central, Western and northern areas of Ningcheng, among which the accent of the residents in Balihan town and its surrounding areas in the middle of Ningcheng county is the purest.
Since the reform and opening up, the survival of Ningcheng dialect has been seriously challenged because of the great efforts made by the state to promote Putonghua, except that the accents of residents in the eastern and southern areas of Ningcheng county are close to Putonghua and have not changed significantly. Young people in the central, Western and northern areas of Ningcheng county (that is, the main use area of Ningcheng dialect) can hardly speak a more pure language
