Zhoukou economic and Technological Development Zone was established in June 1992. It was approved as a provincial Development Zone by Henan Provincial People's Government in November 1997. In April 2004, it was approved by the municipal Party committee and municipal government to take over the East Sichuan industrial base. It is stipulated that for industrial projects with fixed assets of more than 10 million yuan invested at one time in the Development Zone, 70% of the local income will be awarded to the enterprises in the first two years and 50% in the second three years of the enterprise's tax payment within five years from the year of putting into operation. For industrial projects with fixed assets of more than 100 million yuan invested at one time in the Development Zone, 80% of the local income will be awarded to the enterprises in the first two years and 50% in the second three years of the enterprise's tax payment within five years from the year of putting into operation. The Development Zone Finance will give full support to the land tax and land transfer fee, and the enterprise will obtain the land use right. For the projects built in the industrial park of the development zone with a fixed investment of more than 100 million yuan, which have a positive impact on the industrial development of Zhoukou, or the high-tech projects recognized at or above the provincial level, more special preferential policies will be given after approval.
