In the Qing Dynasty, Gansu Province was established and Guyuan Prefecture was divided into Gansu Province. In 1873, Guyuan Prefecture was promoted to Zhili Prefecture, and the two counties of linghaicheng (now Haiyuan) and Pingyuan (now Tongxin), and the magistrate of Xiaohe Prefecture and Dala county were appointed.
In the early years of the Republic of China (1912), Guyuan County was transformed from a state into a county. The administrative division of Guyuan County followed the Li Fort system of the Qing Dynasty, and the supervision of the military and pastoral areas was abolished.

At this time, the county has 15 districts and 125 townships.
In June 1954, Shizilu, Guanbao and Weiwan townships in Zhangyi district were assigned to Xiji County.

In May 1956, 12 households in qinjiatan village of Qiying Township were assigned to Haiyuan county. In November, four districts, Qiying, Zhonghe, Dawan and Zhousi, were abolished. Qiying district was merged into Sanying District, Zhonghe District into Daying District, Zhousi District into Zhanghua District, Dawan District into Haodian district.
