Yueyang Tower District Yueyang Tower District, located on the coast of Dongting, in the northeast of Hunan Province, is the political and cultural center of Yueyang. It is adjacent to the Yangtze River, nasishui and huisanxiang. The Beijing Guangzhou double line and national highway 107 run through the north and south. In 2012, Yueyanglou district has jurisdiction over 2 townships, 14 sub district offices, 15 villages and 96 communities, with a total area of 171 square kilometers and a total population of 820000.
In 2015, after the township division adjustment of Yueyanglou District, it has jurisdiction over 17 streets of 2 townships and 1 town.
In 2013, the GDP of Yueyanglou district was 42.8 billion yuan, and the income of urban and rural residents was 23100 yuan and 10092 yuan respectively. The famous Yueyang Tower Scenic Spot is located in Yueyang Tower district.
In December 2018, it was confirmed by the Ministry of civil affairs as the third batch of national community governance and service innovation experimental zones. In 2020, it has achieved remarkable results in real work, and has been announced by Hunan Provincial People's government as a county or city with remarkable achievements in promoting high-quality development, and given a standard reward of 1 million yuan.
Historical evolution
Yueyang City has a long history. More than 6000 years ago, there were Neolithic villages on both sides of Dongting Lake. During the Xia and Shang Dynasties, the territory belonged to Jingzhou, the land of Sanmiao, where the ancient Yue people lived and multiplied. In the Shang and Zhou dynasties, Chenglingji was built with "Dapeng city". In the spring and Autumn period, it belonged to the state of Chu. In 505 BC, King Zhao of Chu sent his descendants to Meizi city to build the East Milu city. Later, he built a city in the area of Yueyang Tower, which was monitored by the garrison and called Ximi City, which was the beginning of the construction of Yueyang City. (East) in the 15th year of Jian'an (210 A.D.) of Emperor Xian of Han Dynasty, Sun Quan sent Lu Su to guard Ba Qiu Di Ge and build Ba Qiu city. (West) in the first year of Taikang (280), baling county was built under the jurisdiction of Baling county. In 589, Emperor Wen of the Sui Dynasty abolished the county and changed it to Bazhou. In 591, Bazhou was changed to Yuezhou, and baling county was still established. Baling city was renamed Yuezhou city. In 1364, the king of Wu Zhu Yuanzhang captured Yuezhou and named it Yuezhou road. In 1369, Emperor Hongwu of Ming Dynasty changed Yuezhou road to Yuezhou mansion.
In September 1913, the government of the Republic of China abolished the government to save the county, and baling county was renamed Yueyang County, which governs the five districts in the southeast, northwest and middle, with Chengxiang town in the county. There are regiments at the grassroots level and streets under the regiment. In April 1930, the county was divided into nine autonomous regions under the jurisdiction of Tuan and Jie. In April 1932, the county government abolished the other towns because the area of the town was too large and only retained Chengxiang town. In February 1933, the 108 regiments in the county were changed into 84 townships, and Chengxiang town was still under the jurisdiction of one district. At the same time, regiments and streets were abolished, and Lu and Lin were organized as grass-roots organizations of local autonomy.
After the founding of the people's Republic of China, the people's Government of the county adjusted the whole county into five districts and 16 townships, and Chengxiang town into Chengxiang District, under which there were eight security organs. It has a total population of more than 24000 and an area of 2.2 square kilometers. On June 7, 1950, after the establishment of the urban working committee of Chengxiang District, the Baojia system was abolished and the residents committee was established. In October 1953, Chengxiang District was changed into Chengxiang town. In June 1956, the water residents committee of Chengxiang town was changed to water Township and separated from Chengxiang town. At the end of 1957, Shuishang township was put under the jurisdiction of Chengxiang town. In October 1958, Chengxiang town and Chenglingji town merged to form Yuezhou people's commune. On January 2, 1960, Yueyang City was established as a city under the jurisdiction of the county, with Chengxiang town and Yuezhou commune. Divided into South, north, Chenglingji three districts and suburbs, Meixi, Dongting three branches. On October 20, 1962, Yueyang City was abolished and Chengguan town of Yueyang County was restored, covering an area of 15 square kilometers, including 7 square kilometers of urban area and 62532 people. On December 29, 1975, Chengguan town was restored to Yueyang City and upgraded to county level, under the jurisdiction of Yueyang Prefecture. In addition to the former Chengguan Town, the administrative area under its jurisdiction is divided into Wuqi fishing ground, Hubin horticultural farm, Junshan tea farm, Junshan reed farm in Yueyang County, two communes of Guozhen and Kangwang, and seven communes of Meixi commune. The cold water in Meixi District of Yueyang county is laid as Lengshuipu area. The total area of the city is 135.7 square kilometers, with a total population of 167654. On October 12, 1981, Yueyang County was abolished and all its administrative areas were assigned to Yueyang City. It has a total area of 3656 square kilometers and a total population of 967848. In January 1982, Yueyang City established a suburban area, which governs four communes, namely Wuli, Beigang, Dongting and Chengjiao. On July 13, 1983, Yueyang County was restored. Yueyang City governs five urban districts with a total area of 88.3 square kilometers and a total population of 385529.
In April 1984, the new Yueyang south district was composed of the former Yueyang South District, North District, East District, Chenglingji district and Lengshuipu district. It has jurisdiction over 8 sub district offices, including lvxianting, Jiefang Road, Dongting Road, dongmaoling, jineshan, Wulipai, Chenglingji and Lengshuipu. It has jurisdiction over 57 neighborhood committees, covering an area of 23.5 square kilometers and a population of 160571. Wuli, Beigang, Dongting, Guozhen, Meixi, Beigang horticultural farm, Dawan reed farm and Vegetable Research Institute are the new suburbs of Yueyang City. In July 1985, Junshan reed fishery complex was put under the jurisdiction of suburb by Junshan Management Office of Yueyang City. In July 1986, the Vegetable Research Institute was under the jurisdiction of the municipal vegetable office. In August 1995, Junshan reed fishery complex was under the jurisdiction of the Municipal Construction Committee.
On April 30, 1996, with the approval of the State Council, the former South District of Yueyang City was merged with the suburbs to form Yueyanglou district.
According to the fifth census in 2000, there are 542599 permanent residents in Yueyanglou District, including 40219 in Dongting Road, 18289 in Jiefang Road, 24910 in lvxianting street, 46419 in jineshan street, 36546 in dongmaoling street, 78823 in Wulipai street, 35947 in Lengshuipu street, 23627 in Chenglingji street, 39951 in Meixi Township, 48332 in Wuli Township and 62012 in Beigang Township, There are 13663 people in Guozhen Township, 4899 people in Dongting Township, 44759 people in Yueyang Economic and Technological Development Zone and 24203 people in Yueyang Nanhu tourist resort.
In 2000, Dongting Road street was renamed Yueyanglou street. On May 18, 2001, the 11 communities of Lengshuipu street were adjusted to 7 communities, namely Yingshan, Wangyue, Dongfang, Lengshuipu, locomotive depot, bajiaohu and Qilishan; on July 18, 2001, yueci community was set up in Wulipai street, and fengqiaohu community was set up in Yueyanglou street. On September 13, 2001, Jiefang Road street was abolished, and its jurisdiction was merged into lvxianting street; Sanyanqiao street was newly established, with jurisdiction over six communities. 75 neighborhood committees of the original 8 streets were merged into 54 communities.
On July 18, 2002, with the approval of the Provincial Department of civil affairs, three townships and zhiqingchang of Wuli, Beigang and Dongting were abolished, and five streets of Xinkou (five neighborhood committees), Beigang (six neighborhood committees), Luowang (four neighborhood committees), Dongting (three neighborhood committees) and Nanhu were set up. At the end of 2002, the total area of the region was 171.02 square kilometers, with a total population of 527092, including 387839 non-agricultural population. It has jurisdiction over 2 townships (Meixi and Guozhen) and 13 streets (Dongting, dongmaoling, lvxianting, Wulipai, Jiefang Road, Jin'e mountain, Lengshuipu, Chenglingji, xinlukou, Beigang, Luowang, Yueyang Tower and Nanhu).
In September 2004 and December 2005, Guishan and Yuegang communities were added in luxianting street; in July 2005, xinqiaoxiang community was added in jineshan street.
In 2005, the Department of civil affairs of Hunan Province (No.33 of Xiangmin Xingfa) approved that Kangwang Township, Sanhe Township and Xitang town of Yueyang county should be put under the jurisdiction of Yueyanglou district. The administrative system, administrative region, name of administrative region and government residence of two townships and one town should remain unchanged, and Yueyang Economic Development Zone should be entrusted to manage them. At the end of 2005, Yueyanglou District actually governed 12 streets, 2 townships, 21 administrative villages and 76 communities.
