Ping'an District Ping'an district is one of the two municipal districts of Haidong city in Qinghai Province. Ping'an County was established in 1979 and named after Ping'an post. It was changed to Ping'an District in February 2015. It was the capital of Haidong region from 1979 to 2013, and it was still the temporary residence of Haidong city after Haidong city was built in 2013.
Ping'an district is located in the east of Qinghai Province and the hinterland of Haidong city center. It is 101 ° 49 'e and 36 ° 15' n, bordering Ledu District of Haidong city in the East, Xining city and Huangzhong County in the west, Hualong County in the South and Huzhu Tu Autonomous County across Huangshui River in the north.

Ping'an district is an important post station of the Tang and fan ancient road and the south line of the "ancient Silk Road". It is known as the "selenium capital" of the Qinghai Tibet Plateau. It is one of the important political, economic, cultural, transportation, science and technology, and education centers in the eastern part of Qinghai Province.
On September 25, 2018, it won the honorary title of "2018 e-commerce into rural comprehensive demonstration county" of the Ministry of Commerce.
On September 29, 2018, the people's Government of Qinghai Province approved the withdrawal of Ping'an district from poverty-stricken counties. On December 31, 2019, it will be selected as a typical county of rural innovation and entrepreneurship in China. On October 9, 2020, it was awarded the title of the fourth batch of national ecological civilization construction demonstration cities and counties by the Ministry of ecological environment. In October 2020, it was rated as the national model city (county) of double support.
Historical evolution
Pingan area has a long history. More than 30 Majiayao cultural sites in the late Neolithic period prove that the ancestors lived and multiplied along the Huangshui River from 5000 BC to 3500 BC.
Ping'an was the hometown of Qiang Rong in ancient times. After Han people began to move into Ping'an area in the Han Dynasty, Xianbei, Tubo and other ethnic groups moved in successively in the Wei, Jin and Sui and Tang Dynasties. During the yuan and Ming Dynasties, the Hui nationality moved into the territory and gradually formed a multi-ethnic area with Han, Hui, Tibetan, Mongolian and Tu nationalities as the main body.
In the sixth year of Yuanding (111 BC) of the Western Han Dynasty, the Han army occupied the Huangshui River Valley, and the Ping'an area was included in the territory of the Han Dynasty.
In the second year of shenjue in the Western Han Dynasty (60 years ago), Anyi county was set up near today's Ping'an town. After Wei and Jin Dynasties, it was abolished in the Northern Wei Dynasty. Today's Ping'an area is under the jurisdiction of Xidu county.
Sui kaihuang first year (581) is under the jurisdiction of Huangshui county.
From 757 to 851, it was occupied by Tubo.
The eighth year of dazhongxiangfu (1015) to the third year of Chongning (1104) of the Northern Song Dynasty was under the jurisdiction of Hehuang Tubo jiaosiluo local government.
Yuan belongs to Xining Prefecture, Ming belongs to Xining Wei. Pingrong post was set up in today's Ping'an town in Yuan and Ming Dynasties.
In 1946, it was transferred to Huangzhong County.
Before the founding of the people's Republic of China, there were no organizations or members of the Communist Party of China in the jurisdiction of Ping'an today. On September 2, 1949, more than 600 people from the first army of the first field army and the first corps of the Chinese people's Liberation Army entered Nancun, Pingan town. On September 5, 1949, the Ping'an area was liberated. At the beginning of liberation, it was under the jurisdiction of the second, tenth and eleventh districts of Huangzhong County.
It was red star commune from 1958 to 1960. In 1960, it was transferred to Xining city and set up Ping'an District of Xining city; in 1962, it was returned to Huangzhong County and set up Ping'an administrative committee.
On October 19, 1978, the State Council approved Huangzhong County to be divided into Ping'an County and Haidong area. Ping'an County was established by seven people's communes of Ping'an, Xiaoxia, Hongshuiquan, huihuiyao, Sanhe, Shagou and Gucheng in Huangzhong County.
In March 1979, the CPC Haidong Regional Committee and the Haidong regional administrative office were officially established and stationed in Ping'an Town, Ping'an County. Ping'an County belongs to Haidong area.
On May 12, 1979, Ping'an County was officially established.
On February 8, 2013, the State Council approved the abolition of Haidong region and the establishment of prefecture level Haidong city. Haidong Municipal People's government is stationed at No.10 Haidong Avenue, Ledu district (formerly Ledu County). Ping'an County no longer has the status of Haidong administrative center, but still serves as a temporary residence. On September 28 of the same year, Haidong city was officially established in Ping'an County, and Haidong regional administrative office became history.
On February 16, 2015, the State Council approved Qinghai Province to adjust some administrative divisions of Haidong City, abolish Ping'an County and establish Ping'an District of Haidong city. The former administrative region of Ping'an County is the administrative region of Ping'an District, and the people's Government of Ping'an district is located at 199 Ping'an Avenue, Ping'an town.
