Xifeng district is under the jurisdiction of Qingyang City, Gansu Province. It is the seat of the CPC Qingyang Municipal Committee and government, located in the east of Gansu Province, the upper reaches of Jinghe River, and the hinterland of Dongzhiyuan in Longdong Loess Plateau. In 1950, Longdong district changed its name to Qingyang District, and Xifeng was set up in the District Department, so Xifeng City (county level) was established. On May 25 of the same year, the county-level city was changed into a district level city, belonging to Qingyang County.

In May 1985, Xifeng City (county level) was established with the approval of the State Council.
