Beilin District Beilin District is located in the southeast of the center of Xi'an City, the capital of Shaanxi Province. It is between 108 ° 54 ′ 17 ″ E and 108 ° 59 ′ 25 ″ e, and 34 ° 13 ′ 52 ″ N and 34 ° 16 ′ 16 ″ n. It starts from the east edge of Jinhua Road in the East and connects with the new urban area; in the west, it ends at the south section of Laodong South Road outside the city, and ends at Sifu street inside the city and Lianhu District; in the south, it borders on the second ring road in the South and Yanta District; in the north, it ends at the east section of West Street and administers the East Street; in the west, it starts from Yongle Road outside the city, and ends at Jinhua North Road in the East, and is adjacent to Lianhu District and the new urban area, with an area of 23.36 square kilometers. By the end of 2019, Beilin District has 8 streets under its jurisdiction, with a total population of 628900, which is the smallest area and the largest population density in Xi'an.
Beilin District is a warm temperate continental monsoon climate with small daily temperature difference and four distinct seasons. Most of the area is located in the third terrace of Weihe River, which is loess plain, open and flat. The vegetation in Beilin area is mainly artificial plants, and the vegetation is simple. Because of the flat terrain and convenient transportation in Beilin District, the highway construction has formed a "meter" shaped radial trunk highway system with Xi'an as the center and nine national expressways converging. With rich tourism resources, Beilin District is the core tourism area of Xi'an. There are many scenic spots in the District, such as Datang West City, Xi'an Museum, Xi'an Beilin Museum, Xingqing Palace Park, etc.
In 2019, the GDP of Beilin District increased by 6.3%, the local general public budget revenue was 3.67 billion yuan, ranking the third in Xi'an, the tax scale and tax proportion were the third and the first in Xi'an, respectively; the total retail sales of social consumer goods increased by 6.4%, the added value of service industry increased by 4.7%, and the per capita disposable income of urban residents was 47977 yuan, an increase of 8.1%.
Historical evolution
In the spring and Autumn period, Du county was set up in the 11th year of Duke Wu of Qin Dynasty (687 BC), and the county was governed by Ducheng village, Yanta District. It is the earliest County in the history of Xi'an, with a history of more than 2600 years. Today, the forest of Steles is a part of Du county. In the 26th year of the first emperor of Qin Dynasty (221 BC), the six countries were unified, and the two-level system of prefectures and counties was implemented. There were 42 counties under the jurisdiction of internal history, and 8 counties in today's Xi'an city. Jinbei forest area belongs to neishidu county. Until the fifth year of emperor Gaodi of Han Dynasty (202 BC), Chang'an County was set up in jingzhaoyin, and now the Beilin area is subordinate to Chang'an County. After 760 years of Wei, Western Jin and sixteen states (202-558 BC), the forest area of the stele belongs to Chang'an (Chang'an) County of jingzhaoyin (county).
In 558, the second year of Emperor Ming of the Northern Zhou Dynasty, Wannian County of Fengyi county was abolished and divided into three counties, namely Chang'an County, Bacheng county and Shanbei county. Wannian county was set up in the city of Chang'an and subordinate to Jingzhao County, creating a situation of dividing Chang'an city with two counties of Chang'an County. In the third year of Tianhe (568), Shanbei county was withdrawn and merged into Wannian county. In the second year of Jiande (573), Bacheng county and Du county were withdrawn and merged into Wannian County in the East. Du county was merged into Chang'an County in the West. Since then, through Sui, Tang, song, yuan, Ming and Qing Dynasties, the forest of Steles has been subordinate to Jingzhao county (Fu), Fengyuan road and Chang'an and Wannian county (Danian, Fanchuan and Xianning) of Xi'an Prefecture. Until February 1913, Xianning county was abolished and merged into Chang'an County. In the Qing Dynasty, Xi'an Prefecture was still governed by the Sui and Tang Dynasties, with Chang'an and Xianning counties as the two counties. Chang'an County governs 53 square houses of Xi'an Prefecture, and there are 9 square houses in Jinbei forest region; Xianning County governs 41 square houses of Xi'an Prefecture, and there are 32 square houses in Jinbei forest region.
On November 25, 1927, Shaanxi provincial government decided to establish Xi'an. On September 22, 1928, Xi'an municipal government was formally established. Xi'an city and four passes of former Chang'an County were designated as Xi'an city. Today's Beilin forest area belongs to Xi'an city. In November 1930, Xi'an city was abolished. In name, Xi'an Chengguan was divided into Chang'an County. In fact, Chang'an County no longer managed Xi'an Chengguan, but was in charge of the provincial capital police.
In September 1944, after the establishment of Xi'an city system again, the municipal government administered 30 towns of Chengguan in Xi'an. There are 12 towns in Jinbei forest area, including Tonghua, lunhai, Jingzhao, Zhongshan, Kaiyuan, Nanyuan, Shuyuan, Sifu, Wolong, Tongyuan, Changle and Yongning.
In November, 1945, Xi'an city was divided into 12 districts. Today, Beilin District is divided into three parts: one, two, seven districts and nine, ten districts. The first district governs the inner city area south of the north edge of dongdajie. The second district governs the area from the west of the east section of South Street to the east of Sifu street, the area from the north of the east section of West Street to the south of the north section, and Nanguan area. The seventh district governs the Dongguan area, including Dongguan Main Street, South Street, changlefang, etc. The ninth district governs the southern suburbs, with nanguomen in the north and songjiahuayuan in the south,. The Tenth District governs the eastern suburbs, from dongguomen in the west to Chanhe in the East.
It was divided into one, two and seven districts in 1949. Beilin District was merged and established in 1954. From 1960 to 1962, it was assigned to Yanta District. In 1966, it was renamed Xiangyang District. In 1972, it was renamed Xiangyang District.
In 2001, South Street was merged into nanyuanmen street, Heping Road into baishulin street.

Most of the area is located in the third terrace of Weihe River, which is loess plain, open and flat, with gentle fluctuation. In some sections, the Loess ridge is higher than the terrace, which is the Loess Tableland. The highest point is at the junction of Jitai village and Guanyin temple, with an altitude of 500 meters; the lowest point is at the south end of Shuiche Lane in nanyuanmen, with an altitude of 405 meters. The relative elevation difference is 95 meters, and the overall terrain is inclined gently from southeast to northwest.

In winter, it is located in the south of Mongolia high and the back of East Asia trough, with low temperature and dry and sunny weather; in summer, a Northwest inclined pressure gradient is formed between South Asia low and West Pacific high, which makes a large amount of moisture carried by southeast monsoon form rainfall. In midsummer, it is located in the middle of the Western Pacific high. When the warm high of the Qinghai Tibet Plateau reaches, the air flow sinks, and it is easy to form muggy and cool dry weather. In spring, the temperature is not stable enough, cold air activities are frequent, and cold current and spring drought often occur. In autumn, it is cool and pleasant, and it has a long rainy day.

The vegetation in Beilin area is mainly artificial plants, which are simple and few in quantity. It is mainly distributed in the government, factories, schools, forest belt around the city, Xingqing Palace Park, xiaoyanta Park and nursery. There are 19 species of trees, such as poplar, willow, Sophora japonica, Fatong, fir, pine and cypress, and more than 200 species of ornamental plants, such as rose, rose, chrysanthemum, Milan, Clivia and cactus.
The soil in the territory is mainly Lou soil, with deep soil layer, loose texture, strong fertility and water retention, and high maturity. According to soil humus content, soil layer thickness, salinization degree and soil plough layer thickness, texture, production performance, the next is black oil soil, loess and other three subclasses, five soil genera, eight soil species.

In 1944, there were 33059 households and 164098 people in the first, second and seventh districts of Xi'an.
After the founding of the people's Republic of China, in 1950, the total number of households in the first, second and seventh districts was reduced to 28633, and the total population was reduced to 116905. Since 1978, population migration has changed frequently, and population mechanical growth has increased. In 1978, 1979 and 1980, the number of immigrants reached 34488, 31009 and 21299 respectively. In 1993, the total population of Beilin District was 514574, which was 4.61 times of 1949.
At the end of 2019, the total registered residence of the whole district was 734 thousand, an increase of 16 thousand and 500 compared to 2018. Among them, the male population is 363500, accounting for 49.5%, and the female population is 370500, accounting for 50.5%. The sex ratio is 98.1 (100 females, male to female ratio). In 2019, there will be 6651 births, with a birth rate of 9.16 ‰; 1425 deaths, with a mortality rate of 1.96 ‰; and the natural growth rate will be 7.20 ‰. According to the sampling survey of population change, the permanent resident population of the whole region at the end of 2019 was 687700, a net increase of 8000 over the end of 2018.
