In the 29th year of Guangxu reign, Fuxin County was set up by Chaoyang County (within the territory of Qinglongshan Township, Naiman Banner, Inner Mongolia) and subordinate to Chengde Prefecture. In 1904, Chaoyang County was promoted to the government, and the county was under the jurisdiction of Chaoyang government. Fuxin County Government, the people's political power under the leadership of the Communist Party of China, was established in September 1945. In March 1946, the county government was renamed "the United Government of tumetzuoqi in Fuxin County". According to the needs of the revolutionary situation, Fuxin and Zhangwu counties merged for a period, which was called "Fu Zhang Tu Su coalition government". In March 1948, Fuxin was liberated. The climate in Fumeng county belongs to the southern temperate zone of Northeast China, continental monsoon climate, and it is a rainless area in Northwest Liaoning. In summer, there is more southwest wind with higher temperature; in winter, there is more northwest wind with cold and dry. The precipitation is greatly affected by climate conditions, resulting in the phenomenon of uneven distribution between years.
