Fushun County was originally governed by Jiangyang County in ancient times. In the second year of the Northern Zhou Dynasty (567), Fushun County was set up because of salt. It was divided into Fushi salt well and surrounding areas, and Luoyuan county and Fushi county were set up. In 976, in order to avoid the taboo of Taizong Zhao Guangyi, Fuyi prison was renamed Fushun prison, which was the reason why Fushun County was named. In March 1983, Fushun County was put under the jurisdiction of Zigong City. There are Neijiang Yibin expressway, Chengdu Zijiang Luzhi expressway, Zilong expressway, Neijiang Kunming railway, Suining Junlian Road, Luzhou Yanyuan road and Longchang Ya'an road passing through the territory; Tuojiang waterway can be traced back to Neijiang, Ziyang and other counties and cities, downstream to Luzhou and into the Yangtze River. In the second year of kaihuang (582) of the Sui Dynasty, the county was removed from the county, and was subordinate to Luzhou, with an area of about 150000 hectares.

In 1266, the first year of Xianchun in the Southern Song Dynasty, in order to resist the attack of the Mongolian army, Fushun moved to Hutou town (now Hutou village, Huaide town) in the county.
At the beginning of the Yuan Dynasty (1275), Fushun prison was changed into Fushun pacification envoy, and Hutou city was moved back to the original county. In the 20th year of Zhiyuan (1283), he was promoted to Fushun Prefecture.
In the fourth year of Hongwu in Ming Dynasty (1371), Fushun Prefecture was demoted to Fushun County, which was under the jurisdiction of Xuzhou capital of Xiachuan South Road. In Qing Dynasty, it was because of this.
In the first year of the Republic of China (1912), it followed the division of the Qing Dynasty and was still attached to Xuzhou Prefecture. In the second year of the Republic of China (1913), the province was abandoned and the road was changed to daotong County, and Fushun belonged to xiachuannandao (renamed Yongning road the next year). In 1928, the provincial government was directly under the jurisdiction of each county. In 1935, the government of the Republic of China implemented the administrative supervision district system. Fushun was the seventh administrative supervision district of Sichuan Province (the office of the commissioner was stationed in Luzhou).
On December 18, 1949, the people's Government of Fushun County was established under the jurisdiction of Luxian county (later renamed Longchang district and Luzhou District).
In 1959, Fushun County was incorporated into Yibin district.
In March 1983, Fushun County was put under the jurisdiction of Zigong City.

The river of Fushun county belongs to Tuojiang River system. Tuojiang River runs through the county from north to south, with a length of 94 kilometers and an average annual runoff of 350 cubic meters per second. There are 79 primary tributaries such as Zhenxi River, Fuxi River (Rongxi River), Shihui River and Dacheng River (Xixi River), 127 secondary tributaries such as tieqian River and 149 small tributaries below the third level, forming a dendritic water system network with Tuojiang River as the main part.
Fuxi River: a tributary of Tuojiang River, it was also known as Yanjing river for salt transportation in Zigong before the founding of the people's Republic of China. Originated from Xushui River and Weiyuan River, it was named Fuxi River after confluence of Ziliujing Fenghuang dam. The river passes through Lihe village, Huzhu Town, Zigong City and joins Tuojiang River at Lijiawan, Yongnian town. The total length of the river is 73.3 km, and the length of the county is 32 km. The natural drop is 19.1 m, with an average gradient of 0.27 ‰. The river course is circuitous, with low mountains and hills, wide valley, many platforms on the bank, and gentle gradient. It is vulnerable to the flood of Tuojiang River.
Zhenxi River: it is a primary tributary of Fuxi River. It originates from tiejiangwan, Zhongquan Town, Yantan District, Zigong City. It flows from the border of Zigong, Yibin and Fushun, through heshuiqiao and heishuidang of Fuquan Township, into kongtan, Caotang and Wangchang township of Yibin, into Fuhe township of this county, and into muqiaogou reservoir. Then it flows into Fuxi River at the Xikou of Lijiawan Town, and then into Tuojiang River 400 meters downstream. It has a total length of 75 kilometers, a length of 60.5 kilometers, a drainage area of 433 square kilometers, and an average annual natural flow of 6.12 cubic meters per second. It is the drinking water source of the county.
