Shuangliu District Shuangliu district is one of the downtown areas of Chengdu, Sichuan Province. It is located in the southwest outside the Fourth Ring Road of Chengdu. It was called Guangdu in ancient times. Guangdu county was set up in the Western Han Dynasty, and Shuangliu County was changed in the Sui Dynasty. It was named after "Shuangliu with two rivers" in Shudu Fu. It was changed into Shuangliu District in 2015. It is adjacent to Longquanyi District and Jianyang City in the East, Renshou County and Pengshan District of Meishan City in the south, Xinjin district and Chongzhou city in the west, Wenjiang District, Qingyang District, Wuhou District and Jinjiang District in the north. The district government is located in Dongsheng Street.
Shuangliu district covers an area of 1065 square kilometers, with an actual jurisdiction area of 466 square kilometers. It is entrusted with the management of 35 square kilometers by Chengdu high tech Zone and 564 square kilometers by Tianfu new district. It has jurisdiction over 5 streets, 4 towns (with street signs), 106 communities and 28 villages. By the end of 2019, the registered residence population was 652 thousand and 100.
Shuangliu district is the key area of Sichuan Tianfu new area, the location of Chengdu Shuangliu International Airport, the center of Chengdu City's southward development, and Chengdu airport economic demonstration zone is located in the territory. Chengdu Ya'an, Chengdu Le, Chengdu Zilu, Chengdu Ring Expressway (Fourth Ring Road), Chengdu Second Ring Expressway (Sixth Ring Road), Chengdu Xinpu expressway, Chengdu Kunming railway and Chengdu Guiyang high speed railway (Chengdu Mianyang Leshan Intercity Railway) pass through the city.
In December 2011, Shuangliu was awarded the title of national civilized city. In 2014, Shuangliu won the title of "China's top ten demonstration counties and cities of well-off society in an all-round way". Shuangliu used to be one of the top 100 counties in China. Its comprehensive economic strength ranked first among the top 10 counties in Sichuan Province for 18 consecutive years, and ranked ninth among the top 100 counties in China in 2015. In December 2017, he was elected as one of the top 100 industrial counties in China. In October 2019, it will become the 32nd in the list of the top 100 districts in China's comprehensive strength (top 100 districts in China) and the top 100 districts in science and technology innovation in China in 2019.

The origin of the name
According to Taiping Huanyu Ji, "Shuangliu was originally the capital of Han and Guang dynasties, but in Sui Dynasty, it was changed to Shuangliu between the two rivers instead of being taboo by Emperor Yang." It is also said in Chengdu Fu Zhi that Shuangliu was originally in Guangdu Prefecture of Shu in Han Dynasty and was changed into Shuangliu in Sui Dynasty. It is named after "Shuangliu with two rivers" in Shu Du Fu.
Evolution of organizational system
Shuangliu has a long history and was called Guangdu in ancient times. In the early spring and Autumn period (666 BC), Kaiming, the king of ancient Shu, took Qushang (now Huangshui town) and Fanxiang (now Huayang Street) as the capitals of the state, together with Chengdu and Xindu, known as the "three capitals of Shu". By 2019, it has a history of 2685 years.
In the fifth year of King Shenliang of Zhou Dynasty (the ninth year of gengyuan of King Huiwen of Qin Dynasty, 316 BC), Qin destroyed Shu. In the first year of King Nan of Zhou Dynasty (the 11th year of gengyuan of King Huiwen of Qin Dynasty, 314 BC), Zitong was granted the title of Marquis of Shu, with Chen Zhuang as the prime minister and Zhang Ruo as the guardian of Shu. Shuangliu belongs to Shu county.
In the second year of Yuanshuo, Emperor Wu of the Western Han Dynasty (127 BC), Guangdu county was set up as Shu county.
Wang Mang (9 years), Guangdu county was renamed on the capital Pavilion, home on the big Yin.
In the 11th year of Jianwu (35th year) of the Eastern Han Dynasty, cen Peng asked for Gongsun Shu and pulled out Wuyang (now Pengshan District, Meishan City), and made Jingqi attack Guangdu. In the following year, Emperor Guangwu of Han ordered Wu and Han to take Guangdu directly, and fought with Shu between Guangdu and Chengdu, eight battles and eight defeats, so he conquered Chengdu. In the first year of Yongping in the Eastern Han Dynasty (58th year), it was renamed Guangdu county. In Shuhan period, the subordinate relationship of Guangdu County remained unchanged.
In the eighth year of Yonghe (352) of the Eastern Jin Dynasty, Guangdu government moved northward from guchengba (today's Huayang Street) along Jiang'an River and ruled wenxingji town (today's xihanggang Street). Ningshu county (Qiaojun) was established by the people of Shu, and Guangdu county was changed to Ningshu county.
In the first year of Wucheng in the Northern Zhou Dynasty (559), Ningshu county was abolished, and Guangdu county was still Shu county.
In the first year of Renshou (601), Guangdu County moved to Chengguan (now Dongsheng Street). In order to avoid Yang emperor's taboo, he borrowed the words "Shuangliu with two rivers" from Zuo Si's Shudu Fu and renamed it Shuangliu, which belongs to Shu county.
In 663, Shuangliu County was restored to Guangdu County, which belongs to Chengdu Prefecture.
In the Northern Song Dynasty, Shuangliu county still belonged to Chengdu Prefecture. In the Southern Song Dynasty, the subordinate relationship remained unchanged.
In 1260, Kublai Khan abolished Guangdu county. Most of its jurisdiction is in Huayang County, and a small part is in Shuangliu County and Renshou County. In 1275, Shuangliu County was under the jurisdiction of Chengdu Lu Lu Shi Department. In 1286, Shuangliu County was under the jurisdiction of Sichuan Province.
In the ninth year of Hongwu in the Ming Dynasty (1376), Sichuan and other provinces were changed into the Secretary General of Sichuan Chengxuan.
In 1377, Shuangliu County was abolished and merged into Huayang county.
Hongwu 13 years (1380), the restoration, the subordinate relationship unchanged. In 1644, Zhang Xianzhong established the "Great West" regime in Chengdu. Shuangliu once belonged to the "Great West".
In 1667, Shuangliu County was merged into Xinjin County (once named xinshuangxian).

At the beginning of the liberation, Sichuan Province was divided into four districts: East, South, West and North. Shuangliu county belongs to the office of the Commissioner of administrative supervision of Wenjiang District of the West Sichuan administrative department. In 1952, the executive office was abolished, the provincial system was restored, and the Commissioner's office was set up. Shuangliu belonged to the Commissioner's office of Wenjiang special region of Sichuan Province.
In 1959, Shuangliu County once worked with Huayang county and administration department. In July of the same year, Shuangliu system was abolished and merged into Wenjiang. Shuangliu County is divided into two communes: Huangjia commune and Weixin commune.
In 1962, it was restored and its subordinate relationship remained unchanged. Huangjia and Weixin communes separated from Huayang county and were assigned to Shuangliu County. There are 3 districts, 15 communes and 2 towns (15 communes: Yanggong, Huangshui, Chaer, Ganzi, Jiujiang, Jinhua, Jitou, Tongjiang, Yongfu, Hongshi, Dongsheng, Shengping, Pengzhen, Huangjia and Weixin). Its administrative region is the same as that of the original Shuangliu County, and the county-level leading organs are still in Chengguan town of Shuangliu County.
In 1965, the organizational system of Huayang county was abolished, and Huayang county was merged into Shuangliu County with three towns and eighteen communes (18 communes: Zhongxing, Helin, Xiehe, Zhonghe, Xinxing, Baijia, Wenxing, Wan'an, Zhengxing, Taiping, Hejiang, Ping'an, Yongxing, Xinglong, Sanxing, Yong'an, Gongxing, huangfo; 3 towns: Zhongxing, Zhonghe, Taiping). So far, there are 33 communes and 5 towns in Shuangliu County.
In 1976, Jitian District of Renshou County (Jitian Township, Hongwu Township, Yanxi Township, Jiancha Township, Xinqin Township, Huishui Township, Honghua Township, Liugong Township, Dalin Township, Yuhuang Township, Sanhe township) was included in Shuangliu. In the same year, Shuangliu was under the jurisdiction of Chengdu City from Wenjiang area, covering an area of 1102.98 square kilometers, forming the present Shuangliu administrative region.
On November 16, 2010, "master plan of Tianfu New Area in Chengdu, Sichuan Province (2010-2013)" was officially approved by the provincial government, marking the formal establishment of Tianfu new area. In Chengdu area, except Jiujiang, Jinqiao, Pengzhen and Huangshui, other towns (streets) of Shuangliu County are all within the planning scope of Tianfu new area.
On December 3 and 15, 2015, the State Council and the people's Government of Sichuan Province successively approved the abolition of Shuangliu County and the establishment of Shuangliu District in Chengdu. The former administrative region of Shuangliu County is the administrative region of Shuangliu District, and the people's Government of Shuangliu district is located at No.1 Shuncheng Street, Dongsheng Street.
On January 18, 2016, Shuangliu district was officially established. From March 1 of the same year, the institutions at all levels in Shuangliu County were renamed as a whole.
On March 14, 2016, the Management Committee of Chengdu high tech Zone and Shuangliu district government signed a cooperation agreement to start the construction of Chengdu Tianfu international biological city. The total planning area of Chengdu Tianfu international biological city is about 44 square kilometers, including 39.2 square kilometers of Shuangliu area. Chengdu high tech Zone and Shuangliu district have set a clear way to share financial investment, tax revenue and economic indicators. All the indicators related to capital income and expenditure, as well as administrative assessment and statistics, have a clear division proportion, and are strictly implemented in accordance with the established proportion.
On March 3, 2017, Chengdu was officially approved to establish a national airport economic demonstration zone. The demonstration zone is located in Shuangliu District of Chengdu City, with Chengdu Shuangliu International Airport as the center, chengshuang Avenue and Muhua road in the north, Dajian road in the south, Jiannan Avenue and xihanggang Avenue in the East, huangang road and Shengli area in the west, including Chengdu Shuangliu International Airport, Shuangliu Park of Chengdu high tech Comprehensive Bonded Zone, Chengdu Airport bonded logistics center (type b) and Chengdu International Airport The comprehensive functional area of aviation hub involves Dongsheng, Huangjia, Gongxing, Shengli, xihanggang, Xiehe and other towns and streets. The planned management area is 100.4 square kilometers, of which the airport control area is 11 square kilometers. The Shuangliu area around the demonstration area is a collaborative development area, which is planned and developed synchronously with the demonstration area.
On March 31, 2017, the State Council issued the notice on the overall plan of China (Sichuan) pilot free trade zone. Among the 119.99 square kilometers of Sichuan pilot Free Trade Zone, Shuangliu occupies 34.01 square kilometers.

In 1954, chuiqiao township was established as Shuangliu County. In 1960, 30 square kilometers of Juqiao people's commune was included in Jinniu District of Chengdu City (transferred to Wuhou District in 1990).
In 1981, Ping'an township was renamed Baisha Township under the name of Baishapo, and the reform commune was renamed Shengli commune. In 1982, Shengli township was established.
