Ninghe District, located in the northeast of Tianjin, is located in the core area of Bohai Economic Zone, and in the center of Beijing Tianjin Tangshan and Caofeidian industrial zone.

Ninghe is the east gate of Tianjin. It is located in the geometric center of Beijing Tianjin Hebei Urban Agglomeration, covering an area of 1296 square kilometers. Ninghe district was established in the ninth year of Yongzheng reign of the Qing Dynasty (1731) and subordinate to East shuntianfu road hall. In August 2015, the State Council approved the abolition of Ninghe County in Tianjin and the establishment of Ninghe District in Tianjin. Ninghe district has a continental monsoon climate, warm temperate zone, semi-arid and semi humid wind zone, with four distinct seasons. Ninghe has been the "land of fish and rice" since ancient times. Silverfish, purple crab and reed grass are known as the "three treasures" of Ninghe. Qilihai is listed as a national ancient coast and Wetland Nature Reserve by the State Council. It is one of the only three wetland resources with the nature of ancient coast in the world. Tianzunge, a Taoist temple covering an area of 6000 square meters, is a cultural relic protection unit of Tianjin Municipality.

Jingshan railway passes through the whole area. Binbao expressway, Beijing Tianjin Expressway, Tangjin expressway, Jinning expressway, Tangcheng Expressway and Jinji Expressway run through the whole area. It is 20 minutes away from Tianjin port, 30 minutes away from Tianjin Binhai International Airport and 60 minutes away from Beijing Capital International Airport. In 2014, Ninghe District governed 11 towns (Lutai Town, Ninghe Town, Miaozhuang Town, Fengtai Town, Yuelong Town, Banqiao Town, Panzhuang Town, ZAOJIA Town, Qilihai Town, dabeijiangu Town, dongjituo town), and 3 townships (Huaidian Township, biaokou Township, Lianzhuang township). In 2020, the town of Lutai will be abolished in Ninghe District of Tianjin, with Ji canal as the boundary.
