History of construction
Before Qin Dynasty, it belonged to South Vietnam (Guangdong and Guangxi).
In the 33rd year of the first emperor of Qin Dynasty (214 BC), Nanyue was pacified and Nanhai County, Xiang county and Guilin county were set up.

At the beginning of the Republic of China, it belonged to chaoxun, then to Dongjiang administrative Commissioner Office, Dongjiang Rehabilitation Committee Office, Dongjiang appeasement office, and the fourth administrative inspector office. After the victory of the Anti Japanese War, it belonged to the first district special office.
After the founding of the people's Republic of China, it was subordinate to the office of the administrative inspector general of Dongjiang district.
In 1953, it was transferred to the office of the administrative Commissioner of eastern Guangdong.

In 1958, it belonged to Shantou Commissioner's office.

In 1988, Haifeng and Lufeng counties in Huiyang area were designated as Shanwei City, and Lufeng was subordinate to Shanwei City.
On January 19, 1995, the State Council approved the withdrawal of Lufeng County into a city, which is a county-level city. Shanwei city is entrusted by Guangdong Province.
Lufeng is one of the counties in hailufeng revolutionary base, one of the 13 old revolutionary bases in China. As early as 1921, the people of Lufeng followed the revolutionary pioneer Peng Pai to carry out the practice of proletarian revolution. In October 1922, the country's first county-level peasant association was established; in 1925, the special party branch, the grass-roots organization of the Communist Party of China, was established; in 1927, three armed uprisings shocked China and foreign countries were held, which started the first shot against the Kuomintang reactionaries to suppress the revolution; on November 3, 1927, the country's first Soviet regime was established, which wrote a glorious page in the history of Chinese revolution.
In 1988, eight townships in Lufeng, including Hekou, Hetian, Dongkeng, Shuichun, Xintian, Luoxi, Shanghu and Nanwan, and Jixi forest farm were newly established in Luhe county.
In December 1992, the system of qiaochong, Xinan, jiebei, Shangying and Jiaxi was changed to town system.
In 1994, with the approval of the provincial government, Hupi farm was changed into Xingdu Economic Development Experimental Zone (deputy department level), and Lufeng overseas Chinese farm was set up in Shanwei overseas Chinese Management Zone (county level).
In 1995, from Bomei Town, there were six management areas, such as Junhu and Neihu, which were set up in Neihu town.
In March 1996, with the approval of the provincial government, jiebei town was abolished and merged into Jieshi town. At the same time, Jieshi economic and Technological Experimental Zone (deputy department level) was established.
In April 1997, eight administrative areas, including houkan and Fuzhou, were separated from Chengdong town and set up Hedong town.

Lufeng City is located in Jieshi Bay, Southeast of Guangdong Province, between 115.25-116.13 ° E and 22.45-23.09 ° n. Geology and geomorphology
The strata are mainly formed by neocathaysia (225-70 million years ago) and east-west tectonic movement. The earliest geological age is Triassic, then Jurassic and Quaternary. The rock is mainly composed of granite, sand shale and quaternary alluvial gravel. The soil is fertile with many types. There are mainly paddy soil, southern mountain meadow soil, yellow soil, red soil, red soil, vegetable garden soil, tidal sand soil (River alluvial soil), coastal saline marsh soil, coastal sand soil, stone soil and other 10 soil types and 70 soil species, with flat terrain. The highest mountain range in the city is less than 1000 meters. There are only three mountains above 700 meters. One is emeizhang mountain range, which is located in the east of the city. The main peak is emeizhang mountain with an altitude of 980.3 meters, which is the highest point in the city. The second is the luojingzhang mountain range, which is located in the northeast of the city. The main peak is luojingzhang, with an altitude of 960m. The third is wumianling mountain range, which is located in the west of the city. The main peak is wumianling, with an altitude of 738.4m. In the north, there are mainly mountains with small basins between them. In the middle and south, there are hills, platforms, plains and low-lying areas along the coast. Except for Wufeng mountain in the south which is East-West trend, the rest of the mountains are mostly north-south trend, which is basically consistent with the river trend.
Located in the south of the Tropic of cancer, it has a subtropical monsoon climate with obvious marine climate. The climate is mild, the rainfall is abundant, and the rainfall is concentrated in flood season. The annual average temperature in the downtown area is more than 21.8 ° C, the hottest month is July, the monthly average temperature is 28 ° C, and the coldest month is January, the monthly average temperature is 13.8 ° C. The extreme maximum temperature was 37.8 ° C (August 1, 1962) and the extreme minimum temperature was 0.9 ° C (January 17, 1967). The annual average total solar radiation is 125500 kcal / C ^, which belongs to the high value area in mainland of Guangdong Province, and its distribution is roughly the same as the sunshine hours. In addition to the long-term rainy weather in individual years, the light conditions can generally meet the growth needs of various crops. The annual average rainfall is 1997cm, which is one of the rainy areas in Guangdong Province. The highest annual rainfall (1961) is 3045mm; the youngest (1963) is only 942.2mm, which is the average value of 52%; the seasonal variation of rainfall is also obvious. Generally, the rainy season begins in March and ends in the middle of October, which is about 210 days. From April to may, the average rainfall is 1730mm, accounting for 87% of the annual total.
Lufeng City has a total land area of 1681km2, including 35400 hectares of arable land, accounting for 21% of the total area; 79700 hectares of suitable forest land, accounting for 47.4% of the total area; 16700 hectares of grassland, accounting for 10% of the total area; 36300 hectares of water (excluding sea area), accounting for 21.6% of the total area. Among them, there are 8223 hectares of fish ponds, more than 3000 hectares of Shantang reservoir and 1000 hectares of tidal flats. The characteristics of land resources are as follows: first, there are many types of land resources, such as mountains, hills, platforms, plains, beaches, etc., which are conducive to the overall development of agricultural economy. Second, the potential is large, the original land productivity is low, and the potential is not fully utilized; the soil adaptability is wide, and the conditions for developing dryland crops are good; the multiple cropping index is about 215%, which has the potential to expand the production of winter planting. There are 22 rivers in Lufeng City, with a total length of 458km and a total runoff of 2.358 billion m3. There are 235 large, medium and small reservoirs with a total capacity of 382 million m3. The main rivers are Luohe River, Wukan River, Aojiang River and Longtan River. The main reservoirs are Longtan Reservoir, Xiangkou reservoir, Wulipai reservoir, tuotouwei reservoir, Sanxi Reservoir and niujiaolong reservoir. Among them, Luohe River is 102km long and originates from sanshenconvex mountain at the junction of Luhe county and Zijin County. It is the largest river in Lufeng, with a rainfall collection area of 1356km2. Longtan Reservoir is located in the east of the city, 43km away from the central city. It was built in 1959. The reservoir is one of the national large-scale water storage projects, with a rainfall collection area of 156.03km2, a total designed reservoir capacity of 105 million m3 and an irrigation area of 12900 hectares. Lufeng is abundant in water. The total annual surface water runoff of the city is 3.896 billion m3, with an average of 7346 m3 per 1 / 15 hectare of cultivated land. At the same time, there are 490 million m3 of groundwater, geothermal water (also known as hot spring) and mineral water. The water quality is good and the water resources are abundant. According to the survey conducted by the relevant departments in 1986, the city's water resources are 92700 m3, the annual power generation is 860 million kwh, the developable installed capacity is 112500 kW, and the annual power generation is 420 million kwh. At present, the installed capacity of the hydropower stations built in the city is only more than 9000 kW, and the annual power generation is only more than 23 million kwh. There are still many hydropower resources available for development and utilization.
