In July of the seventh year of gaohou (200 BC), Jiyang County was set up to govern Zhanglou village, now Gaomiao township. In the same year, it set up Chaoyang County, where it is now located in Zhangzhuang village, xindianpu Town, and belongs to Nanyang County.
In the first year of Jianwu in the Eastern Han Dynasty (25 years), Xindu was abolished and Xinye county was established.
In the first year of the Wei and Huang dynasties (220), the county belonged to Wei. During the Zhengshi period (241-249), Jingzhou government moved to Xinye.

During the Ming and Qing Dynasties, the administrative region below the county level was called Li. According to the records of Xinye county annals (1754) in the 19th year of Qianlong, the county was set up at 7 Li in Hongwu Period of Ming Dynasty.
In the first year of the Republic of China (1912), the county was divided into five watch communities: East, West, South, North and middle.
