Fuhe Hui District is the lower District of Luoyang City, Henan Province. It is located in the east of Luoyang City. Its geographical coordinates are 112 ° 28 ′ - 112 ° 30 ′, 34 ° 40 ′ - 34 ° 42 ′. It borders Luolong District in the East, the old city in the west, Mangshan mountain in the north and Luohe River in the south. It is 6.55km long from east to west and 7.75km wide from north to south, with a total area of 41.7km2. It is one of the five ethnic minority urban areas in China.

By the end of 2011, 9 administrative villages in Xusheng, Beiguan, Xiayao, Shangyao, Tadong, TASI, Shijiawan, Mapo and Zhongyao of the 11 administrative villages in Fuhe Hui Township under the jurisdiction of the district were changed into community residents committees. Shilipu village, one of the four villages under the jurisdiction of Yangwen Office of seven offices, has also been changed into a community residents committee.
At the end of 2012, there were 7 sub district offices and 1 Hui Township in Fuhe district. There are five administrative villages. Among them, there are two administrative villages (Xiaoli village and panlongzhong) in Huizu township of Fuhe, and three administrative villages (magou, Langou and lvmiao) under the jurisdiction of Yangwen office.
On May 3, 2013, the people's Government of Huizu District of Fuhe approved the relocation of Xiaoli village and panlongzhong village in Huizu township of Fuhe. So far, the "village to residence" of the original 11 administrative villages in Huizu township of Fuhe has been completed.
On June 27, 2014, the Huizu District People's Government of Fuhe approved the relocation of magou village, Langou village and Lumiao village under the jurisdiction of Yangwen sub district office. So far, the "village to residence" of the original 15 administrative villages in the region has been completed, and the new Evergrande Oasis Community Residents Committee has been approved, which is under the jurisdiction of Huizu Township in Fuhe.

The east entrance of the city (Feihe station of Er Guang Expressway) has become an important channel in and out of the urban area. The urban area is only about 10 kilometers away from Luoyang Airport, which is directly connected with Zhengzhou airport by high speed.
