Huilai County is an ancient city in eastern Guangdong, which belongs to Baiyue in ancient times, and Haiyang state (nan'ou state) in Xia and Shang Dynasties. Huilai of the Qin and Han Dynasties is mainly located in Jieyang County, Nanhai County, Guangzhou. In the sixth year of Xianhe (331) of the Eastern Jin Dynasty, Jieyang county was divided into Haining County, which belongs to Dongguan county and is located in the west of Huilai. Tang Wude four years (621) into Haiyang, Chaozhou Prefecture. In 1524, Huilai County was set up in Chaoyang and Haifeng counties. The Xia, Shang and Zhou dynasties belonged to Baiyue, while the Xia and Shang Dynasties belonged to Haiyang state (Southern Ou state).

In the sixth year of Xianhe (331), Jieyang county was divided into Haiyang, Chaoyang, sui'an and Haining counties, which were merged into Dongguan county. In the ninth year of Yixi (413), Yian county was set up in Jieyang County of Qin and Han Dynasties, which governed Haiyang county (now Chaozhou City). In the north of Haiyang County, Yizhao county was set up, which governed Haiyang, Chaoyang, Haining, sui'an and other counties Yizhao 5 counties, Huilai Prefecture under the jurisdiction of Yian county.
In the Southern Dynasties and the Southern Qi Dynasty, Chengxiang county was set up in the north of Haiyang County in Yian county (the beginning of the establishment of Meixian County). Chengxiang county is now the whole of Meixian County, Jiaoling County, Pingyuan county and Fengshun County. Yian County governs Haiyang County, Chaoyang County, Haining County, sui'an County, Yizhao county and Chengxiang county. Huilai is still Yian county.
In the 11th year of kaihuang reign of Sui Dynasty (591), the former Yi'an county was located in Chaozhou. Chaozhou was under the jurisdiction of Haiyang, Chaoyang, Haining, sui'an, Yizhao and Chengxiang. Huilai was subordinate to Chaozhou.
In 621, Yian county was renamed Chaozhou, and Haining county was merged into Chaoyang County.
During the song and Yuan Dynasties, Huilai still belonged to Chaozhou and Chaoyang County.
Huilai County was established in Chaoyang County, Chaozhou Prefecture, Guangdong Province in 1524, and Huicheng was built in 1525. Huicheng is also called Kuiyang because it is located in the southeast of kuiling. Jiajing 32 years (1553), and cut into Jinghai thousand households. After the establishment of the county, it was under the jurisdiction of Chaozhou Prefecture of Guangdong Province until the end of the Qing Dynasty.

In March 1950, 28 villages of leiling Township in Huilai County were assigned to Chaoyang County. In April of the same year, Jiazi town and 18 townships of Huilai County were assigned to Lufeng County.

Huilai County is located in the southeast coast of Guangdong Province, in the south of Chaoshan area. Huilai County was a sea in the Proterozoic Sinian period. By the Early Cambrian (570-500 million years ago), the Cathaysian ancient land was exposed in the northern hemisphere, and part of the county was the southern end of the Cathaysian ancient land. Between Jurassic and Cretaceous in Mesozoic (about 137 million years ago), a violent crustal movement Yanshan movement took place. Huilai County is located in the southern foot of the great Nanshan, pillow mountain sea. The linear distance between East and West is 67 km, with Huicheng County as the boundary. The linear distance between North and South in the East is between 11 km and 17 km, and that between North and South in the west is between 18 km and 33 km. The northern part is mountainous area, the southeastern and southwestern part is hilly area, the central and southern part is plain platform, the central and eastern coastal area is sandy land, and the southwestern coastal area is sea and River land. The coastline has developed headlands and many twists and turns. The terrain is high in the north and low in the south. The west is higher than the East. The highest peak in Shandong is 822.7 meters above sea level, and the lowest is Shenquan Town, with an average elevation of less than 3 meters. The whole territory basically belongs to the Coastal Hilly type, with a total area of about 1879500 mu.
The vein of Danan mountain is coiled and stretched between the three counties (cities and districts) of Puning, Huilai and Chaonan, and runs through the whole north of Huilai County from west to East. The highest mountain in the county is located in the north of QingKeng forest farm. The mountainous area with elevation above 500 meters is about 10400 mu, accounting for 0.55% of the total area of the county. Except for the middle and low hills in the northern mountainous area, the county is hilly in the East and West. The eastern part is the Nanshanling hilly belt, which is the southern extension of the great Nanshan Mountain, extending in Huahu Town, Qianzhan town and Zhoutian Town, from Guanmen mountain to tadou mountain and heading southward to the seaside; the western part is the sanqingling hilly belt, including Donggang Town, Aojiang Town, the great Nanshan overseas Chinese management area, Kuitan farm and Dongpu farm. Plains and terraces are mainly distributed in the central and southern part of Huilai County. The sedimentary zone in the middle and lower reaches of the Longjiang River, dominated by zongpuyang, is the largest plain in the county. The second is donglongyang and hualongyang, which are connected and located in the lower reaches of leiling River and Yanling river. There are bird pit ocean, Dragon Boat ocean and Kuitan basin in the western plain. In the East, the larger plain is jinglongyang, which is located in the lower reaches of xuedixi and other streams to the east of Guanmen mountain. The total area of plain and terrace is about 460500 mu, accounting for 24.5% of the total area of the county. Sandy land is distributed in the coastal areas of Xianan, Jinghai, Zhoutian, Qianzhan, Shenquan, Xixi and other towns, with an area of about 114600 mu, accounting for 6.1% of the total area of the county.
