In the 26th year of Emperor Qin Shihuang (221 BC), Qin destroyed six states in Shandong Province and was called the emperor of the world. At that time, there was a kind of historical philosophy and political philosophy to explain the change of dynasties and the rule of the world, that is, the five virtues of water, fire, earth, wood and gold. It is believed that the Yellow Emperor got Tu De, Xia De Mu De, Yin de Jin De, Zhou de Huo De, and mutual restraint and mutual generation. In the first year of Qianyuan (758) of Tang Dynasty, it was called Dezhou. Since then, it has been called Dezhou in all dynasties. In 1948, Dezhou was reformed.
