Evolution of organizational system
The origin of the name
"Hangjin" evolved from the Turkic language "Kangli" (pronounced "Hangli"), which was originally the name of a power group within the Turks, and later the name of a tribe. During Genghis Khan's expedition to the west, some members of his tribe were attached to Mongolia, and then gradually assimilated to form Hangjin tribe.
Historical evolution
In 1649, the Qing government set up the Ordos left wing rear banner and the Ordos right wing rear banner. In today's Hangjinhouqi area, manhui town and Tuanjie town are under the jurisdiction of Ordos left wing Houqi. Shaanba Town, Erdaoqiao Town, toudaoqiao Town, sandaoqiao Town, Shuangmiao town and Shahai town are the jurisdiction of Ordos right wing rear banner.
In the first year of the Republic of China (1912), the government of the Republic of China renamed the left-wing rear banner of Ordos as Dalate Banner, and the right-wing rear banner of Ordos as Hangjin Banner.
In 1942, after Fu Zuoyi implemented the new county system in Hetao area, some areas of Wuyuan County and Linhe county were divided into Langshan county and Micang county.
From June 14, 1942 to September 27, 1953, manhui town and Tuanjie town in Hangjinhou banner are under the jurisdiction of Langshan County, Shanba town (including the former Hongqi township) is under the jurisdiction of Linhe County, and the rest is under the jurisdiction of Micang county. During this period, the government of Suiyuan province carried out the policy of "dividing Mongolia and Han, coexisting banner and county" in Hetao area. For example, in Micang County, the Mongolian people are under the leadership of Hangjin Banner, and the Han people are under the leadership of Micang county. Even the people living together in a natural village have their own rights, and they are led by their own flag government or county government.
On September 28, 1953, with the approval of the State Council, the policy of "separation of Mongolia and Han, coexistence of banner and county" left over from the old society was formally abolished, and Micang county was assigned to Hangjin Banner. However, this decision has not yet been implemented. Because of the obstruction of the Yellow River and the inconvenience of cross-strait communication, it has brought many difficulties to the management. Therefore, it was decided to divide Hangjinhou banner into two parts with the Yellow River as the boundary. The area south of the Yellow River is still called Hangjinhou banner, and the area north of the Yellow River is named Hangjinhou banner.
On August 8, 1958, the original four districts of Langshan County, namely manhui town and Tuanjie Town, were classified as Hangjinhou banner, and then the three districts of Linhe County, namely Shanba town (including the original five-star, Guangrong, Hongqi and Yuejin), were classified as Hangjinhou banner. So far, the administrative region of Hangjinhou banner has been basically fixed.
