In May 2013, the municipal Party committee and the municipal government decided to entrust 53 square kilometers of changhuaiwei Town, 13 administrative villages and Xingfu village under the jurisdiction of Caoshan street, where Lingang Economic Development Zone is located, to the economic development zone. So far, the management area of the development zone has reached nearly 100 square kilometers. The development zone has jurisdiction over 2 community administrative affairs management centers, 2 streets, 1 town, 24 community neighborhood committees, 22 administrative villages and 21 schools, with a population of about 300000.

General situation

In June 2004, the city's zoning was adjusted, and 8 villages and 2 streets in other administrative regions were put under the jurisdiction of the Development Zone, with a planning area of 46.9 square kilometers and a population of about 120000. In order to better optimize the allocation of resources and implement the sustainable development strategy, the development zone has actively applied for the national ecological demonstration zone since its establishment, and was approved as a pilot unit by the State Environmental Protection Administration in June 2002. In October 2003, Longzi Lake scenic spot was approved as National Water Conservancy Scenic Spot by the Ministry of water resources. in accordance with the principles of "small government, big society" and "simplification, high efficiency and transparency", the development zone has gradually established a modern administrative system and operation mechanism in line with the requirements of market economy. At present, the management committee has seven departments, namely, the party and government office, the finance and Economics Bureau, the land and Planning Bureau, the environmental protection and Construction Bureau, the Social Affairs Bureau, the city appearance Administration Bureau, and the civil aviation preparatory office. Each department generally has only five to six people, and has set up three central organizations, namely, the investment promotion center, the construction service center, and the aviation service center, which implement the enterprise operation, transforming a large number of administrative functions into service functions, We have established an open office system, implemented an approval and record registration system for projects entering the District, formulated and implemented investment incentive policies, provided "accompanying" services for investment projects, and provided "one-stop" services for the masses and enterprises in the District, improved administrative efficiency, and optimized the investment environment. At the same time, the administrative affairs management center of Huaihe and Hubin communities and the sub district offices of Shengli and Longhu new village are under the jurisdiction of the management committee.
