Historical evolution
In prehistoric times, Huaishang district was inhabited by Huaiyi people. during the spring and Autumn period and the Warring States period, Huaishang district was the capital of song, Wu, Chu and other states. After the establishment of the Qin Dynasty, the system of prefectures and counties was implemented, and the Huaishang district on the North Bank of the Huaihe River was divided into Qi and Xu counties of Sishui county. in the Qing Dynasty, the Chief Secretary of Fengyang County was transferred from Xihe to xiaobengbu town. In 1863, Fengyang government set up a "three County Department" in the main street of xiaobengbu, which was directly under the jurisdiction of Fengyang government and was in charge of the administration and public security of Bengbu. In the first year of the Republic of China (1912), the government abolished the "three county division". Xiaobengbu town was divided from Fengyang County to Lingbi county.
