Ouhai District, under the jurisdiction of Wenzhou City, Zhejiang Province, is one of the four main urban areas of Wenzhou City. In ancient times, Ouhai belonged to "Oudi", with a land area of 466.46 square kilometers, accounting for 40.2% of Wenzhou urban area and 4.0% of Wenzhou City.
In 1981, the county was established, and in 1992, the county was withdrawn into districts, with 12 streets, 1 town, 1 provincial Development Zone, 251 administrative villages, 85 communities, and a total population of 996900 (2010).

Historical evolution
Wenzhou was called Ou in ancient times, and Oujiang Estuary was called Ouhai. Ouhai was a part of "Ou" in ancient times. According to the ancient book Shanhaijing haineinanjing, Ouhai lived in the middle of the sea. The name of Ouhai comes from this.
Ouhai District belonged to Dongyue in the Warring States and Qin Dynasty, Dongou in the early Western Han Dynasty, zhangan in the early Eastern Han Dynasty and Yongning in the later. Yongjia County was established in the Sui Dynasty until the Republic of China.

In 1958, it was under the jurisdiction of Wenzhou City. On December 12, 1981, the State Council approved the establishment of Ouhai County in the suburbs of Wenzhou City, which was under the jurisdiction of Wenzhou City. In the middle of Ouhai, there are five streets: Quxi street, Guoxi street, Panqiao street, Louqiao street and Xinqiao street. These five streets were once under the jurisdiction of Sanxi district. The so-called three streams are Quxi, Guoxi and xiongxi. In March 1992, the county was removed and divided into districts.

In July 2001, the administrative division of Wenzhou City was adjusted. Seven towns in the original Ouhai Yongqiang area were assigned to Longwan, two towns and three townships in Tengqiao area and four villages in Wulong town were assigned to Lucheng, and Xianyan town and Li'ao town in Ruian City were incorporated into Ouhai.
In 2003, with the approval of the provincial people's government, the three townships of Xi'an, wufenglong and beilinlong were abolished and merged into Zeya town. The administrative system of Wutian Town, Xinqiao Town, Louqiao Town, nanbaixiang Town, Chashan town and Sanlong town was changed into sub district office.
In March 2011, with the approval of the provincial and municipal people's governments, the organizational system of PANQIAO Town, Guoxi Town, Quxi Town, Li'ao town and Xianyan town was abolished, and five sub district offices were established.

There are two water systems in Ouhai, Wenruitang River and Huichang lake. There are 152 large and small rivers, 17.27 km of main river, 36.09 km of main tributaries and 345.14 km of general tributaries. The width of riverbed varies from 15 to 100 meters, and the water depth ranges from 1.5 to 6 meters. When Wusong is 5.0 meters high, the total water storage of the river reaches 65 million cubic meters.
Wenruitang River is located in the Wenrui plain to the south of Oujiang River and the north of Feiyun River, which is under the jurisdiction of Lucheng, Ouhai, Longwan and Ruian. The water source mainly comes from Quxi, xiongxi, Guoxi and the mountain streams of daluoshan and jiyunshan. The whole drainage area is 740 square kilometers, the water surface area is 22 square kilometers, the irrigation area is 482000 mu, the average annual rainfall is 1694.8 mm, and the annual runoff is 913 million cubic meters.
