Hai'an Hai'an, a county-level city managed by Nantong City, Jiangsu Province, is located in the south central part of Jiangsu Province, at the junction of Nantong, Yancheng and Taizhou. It is adjacent to the Yellow Sea in the East, Rudong in the southeast, Jiangyan District in Taizhou City in the west, Rugao in the South, Taixing in the southwest and Dongtai in the north. The longest East-West straight line of Hai'an is 71.1 km in the south It is 39.35 kilometers wide in the north, with a total area of 1184 square kilometers. It has 4 streets, 9 towns, 1 National Development Zone, 1 provincial high tech Zone, 1 provincial business logistics park and 1 laobagang Binhai New Area. The permanent resident population is 864500 (at the end of 2018), and the Municipal People's government is stationed at No. 106, middle Changjiang Road, Zhongcheng street.
Hai'an is the origin of Jiang Hai civilization. The Qingdun site in Hai'an traces the history of the Jianghuai plain back to 6000 years ago. The Qingdun site represents the advanced level of the east of Jianghuai in the Neolithic age. Here left the immortal myth of seven battles and seven victories in the middle of the Soviet Union and the revolutionary torch of the red flag people's corps in jiaoxie. Hai'an is a comprehensive transportation hub formed by history. In the Han Dynasty, the Shangguan Yunyan River passed through Hai'an town, the Ning Qi railway and the Xin Chang railway passed through, and the Yantong high-speed railway under construction passed through Hai'an. In November 2018, Hai'an city was selected into the national "happy 100 counties list" in 2018 and the top 100 industrial counties (cities) in 2018. Historical evolution
Hai'an is the source of Jiang Hai civilization. In the Neolithic age, people lived in the western area of Hai'an.
During the Xia, Shang and Western Zhou dynasties, Hai'an was a place of nine Yi (Huaiyi). Yu divided the world into nine states, and Hai'an was "the territory where Yu paid tribute to Yangzhou".
In the Zhou Dynasty, from King Wu to King yuan of Zhou Dynasty, Hai'an belonged to the state of Wu. During the spring and Autumn period and the Warring States period, Hai'an and several surrounding counties were called "Haiyang". Today Rugao, Hai'an and Taizhou belong to the state of Wu, and the place name is Yun. In the third year of King yuan of Zhou Dynasty (473 BC), Yue destroyed Wu, and Hai'an belonged to Yue. In the 35th year of King Xian of Zhou Dynasty (334 BC), Chu destroyed Yue, and Hai'an became Chu.
In the Qin Dynasty, Hai'an belonged to Guangling County, Donghai County.
In the Western Han Dynasty, it belonged to Dongyang county and Dongchu county at the beginning. It belonged to Chu state in the fifth year of Gaozu (202 BC), Jing state in the next year, and Wu state in the twelfth year of Gaozu. The third year of emperor Jing of Han Dynasty (154 BC) belonged to Jiangdu state. In the sixth year of Yuanshou, Emperor Wu of Han Dynasty (117 BC), linhuai county was set up, with 29 counties under its jurisdiction. In the fifth year of Yuanfeng of Han Dynasty (106 BC), linhuai County belonged to the Department of governor of Xuzhou.
In the Eastern Han Dynasty, Hai'an was still Hailing county. In the 18th year of Emperor Xian of Han Dynasty, Cao Cao abolished Hailing county.
In the Three Kingdoms, Lu Dai of Wu state restored Hailing county.
In the Western Jin Dynasty, the first year of emperor Taikang (280), there was still Hailing County, belonging to Guangling County of Xuzhou.
In the Eastern Jin Dynasty, in the seventh year of the reign of Yixi (411), it was divided into Guangling County, established Hailing County, and set Ninghai County. Hai'an belongs to Ninghai County.
In the southern and Northern Dynasties, Haian County was established in 471, the first seven years of the Song Dynasty. In 487, Hai'an County belonged to Hailing County, and soon it was abolished.
In the Sui Dynasty, Rugao county was incorporated into Ninghai County in 589. At that time, Ninghai County included today's Hai'an, Rugao, Southeast and southwest of Rugao.
In the Tang Dynasty, Hai'an still belonged to Hailing county. In the first year of Wude (617), Ninghai County was renamed Wuling county. Soon Ninghai County was merged into Hailing county. In 708, Haian County was built in the east of Hailing County, which belongs to Yangzhou. In 722, Hai'an County was merged into Hailing county and still belonged to Yangzhou. A few decades later, in 766 (the first year of the Tang Dynasty), Li Chengshi, the governor of Huainan, built a weir to defend the sea. He went from Yancheng in Chuzhou (now Huai'an) to hailing in Yangzhou, which stretches 142 Li and is called changfengyan.
In the Five Dynasties and Ten Kingdoms, the Jinghai Academy was set up in the east of Hailing county. In the Southern Tang Dynasty, hailing was promoted to Taizhou. In 958, Taizhou and other places were under the jurisdiction of the Later Zhou Dynasty. Hailing county was under the jurisdiction of Taizhou tuanlian, the governor of Yangzhou.
In the Northern Song Dynasty, most of Hai'an area belonged to Hailing County, and Hai'an town was one of the important towns in Hailing county. In 967, it belonged to the Taizhou army of Huainan Road (changed to Huainan road in the third year of Zhidao). In the second year of song Tianbao (1024), Fan Zhongyan was appointed as the salt officer of Xixi (today's Dongtai). He led more than 40000 soldiers to build the Hanhai weir (Miaowan to Wucha) to protect the coastal farmland from the invasion of sea water. In 1022, Hai'an was transferred to Huainan East Road.
In the Southern Song Dynasty, it still belonged to Taizhou.
In the Yuan Dynasty, in 1277, Taizhou Lu Guan Guan Fu was set up, which was under the jurisdiction of hailing and Rugao counties, and was under the jurisdiction of Jianghuai xingzhongshu province. In the 21th year of the Zhiyuan Dynasty, the office of the general manager of Taizhou road was changed to Taizhou, which belonged to the office of the general manager of Yangzhou road in Jianghuai province. In the 23rd year of the Yuan Dynasty, the provinces of Jianghuai and other provinces were changed to those of Jiangbei and other provinces in Henan.
In the early years of Ming Dynasty, hailing County entered Taizhou and belonged to Yangzhou Prefecture.
In the Qing Dynasty, Taizhou was subordinate to the Yangzhou government of Jiangnan Prefecture in 1645. In the second year of Yongzheng reign of the Qing Dynasty (1724), it was subordinate to the Department of Jiangsu's chief envoys. In the 25th year of Qianlong (1760) of the Qing Dynasty, it was subordinate to Jiangning buzhengsi. In the 33rd year of Chaolong, Dongtai county was set up in the northeast of Taizhou. So far, the southeast of Hai'an city is in Rugao County, the north is in Dongtai County, and the middle, West and southwest are still Taizhou.
In the first year of the Republic of China (1912), Taizhou was changed to Tai county. Hai'an belongs to Tai county, Rugao county and Dongtai County, all of which belong to Jiangsu Province. In the third year of the Republic of China, it belonged to Huaiyang Road, Jiangsu Province. In the 16th year of the Republic of China, Dao was abandoned, and Hai'an town belonged to the eighth District of Tai county. Today, the southern part of Nanmo Town, the former Jiqing town of Duntou Town, Huji Town, the former Guben town of Dagong Town, Hai'an town, Qutang Town, Yazhou Town, Sunzhuang Town, the northern part of Chengdong town and even the west of Xichang town belong to Tai county; the southern part of Haian town, the southern part of Chengdong Town, Xichang town and Libao town belong to Rugao County; the northern part of Nanmo Town, Baidian Town, Duntou town and Dagong town belong to most of Tai county The north of Libu Town, jiaoxie town and laobagang town belong to Dongtai county.
In 1940, the new fourth army moved eastward to resist Japan, and the Anti Japanese democratic regime was successively established in Central Jiangsu. In October of the same year, the democratic government of Tai county was established in Hai'an town and moved to the countryside in February 1941. Its jurisdiction includes Yazhou, Hai'an, Lifa, Libao and Jiangduo (now belonging to Tai county) and Jicha (now belonging to Rudong County). Soon afterwards, Hainan, jiaoxie and Qunan were added to the Provisional Administrative Committee of Northern Jiangsu (established in November 1940 and changed into the central Jiangsu administrative office in 1941).
In February 1941, Taidong Administrative Office (formerly known as Taidong Office) was established in the area east of Tongyu River in Taixian county. In March, Taidong county was rebuilt, with jurisdiction over Lifa, Libao, jiaoxie, weicha and other districts. In July of the same year, in the area north of Tongyang Canal in Hai'an, Qutang and Baimi of Tai county, the "haiqubai Hebei Office" was established. In October, the northern Thailand Office separated from Tai county and established an independent administrative region directly under the central Jiangsu administrative office. In November 1942, Taidong county was merged into Dongtai County, which was subordinate to the second administrative region of Central Jiangsu.
In January 1943, the northern Thailand office was abolished and Zishi county (Hai'an city) was established. The area under its jurisdiction is bounded by Wucha River and Tongyang Canal in the south, Fu'an in the north, Libao in the East and Baimi in the West. Since then, with the change of the war situation, the county boundaries and Dongtai, Rugao, Taixian changed frequently. In March 1941, two new districts, Qiuhu and Shiyan, were added, extending northward. In October 1944, Zishi county was assigned to the third administrative region of Central Jiangsu. Four new districts, Baimi, Jiangbei, Shagang and Chengdong, were added to Zishi County, extending westward. In December of the same year, Libao and Haifu were zoned to Dongtai county. At this point, Zishi county has Haitai highway in the south, Fuan Shiyan line in the north, Chuanchang River and Tongyu River in the East and Taizhou City in the West. In August 1945, Suchen district was added. In September, Baimi, Jiangbei, Suchen and Chengdong were assigned to Tai county, while Hainan, Qunan and Yazhou were assigned to Zishi county. In November, Libu District of Dongtai county was given to Zishi County, and Shiyan district to Dongtai county. In June 1946, Zishi county had 12 districts, jiaoxie, Libao, Xichang, Fukou, Hai'an, Hainan, Qunan, Yazhou, Qutang, Denggao, Shagang and Qiuhu. The county boundary was roughly the same as that of Hai'an city today, and belonged to the first administrative region of Jiangsu Anhui border region. In August 1946, Chaiwan District of Rugao was divided into Zishi county. In October, Yazhou, Qunan and Hainan were zoned to Tai county, while Chengdong, Jiangbei and Baimi districts of Tai county and Shiyan and Chengnan districts of Dongtai were zoned to Zishi county. In November, pengkou, Xichang, Libao, jiaoxie, Chaiwan and Dongtai tea districts in Zishi county were designated to establish Taidong county. In December, the division of Taidong county was given to Dongtai county. At this time, Zishi county was a triangle region with Taizhou, Dongtai and Hai'an as its apex, Haitai highway as its boundary in the south, Chuanchang River and Tongyu River as its boundary in the East, and Taidong River as its boundary in the northwest.
In March 1948, Zishi county changed its name to Hai'an County. The east of Hai'an is the Yellow Sea. Because the sea water often submerges the farmland, it is named Hai'an
