The reporter learned from Daqing science and Technology Bureau that 51 Enterprises represented by Daqing XLPE Cable Co., Ltd. and Heilongjiang Xinghe biological Co., Ltd. have passed the national high-tech enterprise identification and review.

It is understood that the national high-tech enterprise accreditation standards have been implemented since 2008, focusing on the eight major technical fields of electronic information, biology and new medicine, aerospace, new materials, high-tech services, new energy and energy conservation, resources and environment, and high-tech transformation of traditional industries. Our city has organized 53 Enterprises to apply for state-level high-tech enterprises in two batches, of which 51 enterprises have passed the identification and reexamination. At present, the first batch of new 25 high-tech enterprises, review of high-tech enterprises 9. In the second batch, 14 new enterprises were identified and 3 new and high-tech enterprises were reexamined.

In recent years, the team of high-tech enterprises in our city has been growing and showing a good momentum of development. In the first three quarters, the city's high-tech industry realized an output value of 170.357 billion yuan, an increase of 8.04% year on year, and an added value of 47.975 billion yuan, an increase of 8.66% year on year.

General situation

Daqing high tech Zone is one of the second batch of national high tech zones approved by the State Council in September 1992. It is the only high tech Zone established relying on petroleum and petrochemical industry in China. It is the objective requirement of Daqing's economic development to set up a new high-tech zone. In February 1990, when General Secretary Jiang inspected Daqing, he instructed us to "prepare for a rainy day and consider more long-term development issues.". As China's only national high-tech zone with petrochemical industry as its characteristics, Daqing high-tech zone takes the lead in starting the construction of national innovative science and Technology Park in Northeast China. The total industrial output value has reached 14.8 billion yuan, with an average annual growth of 129%; the profits and taxes have reached 2.4 billion yuan, with an average annual growth of 150%. During the six years from 1994 to 1999, the industrial output value of the high tech Zone accounted for 20.8% of the local industrial output value of the whole city on average, driving the local industrial growth by 23 percentage points. Among them, in 1999, the total income of technology, industry and trade was 6.5 billion yuan, the total industrial output value was 3.85 billion yuan, and the profits and taxes were 550 million yuan; the industrial output value of the high tech Zone accounted for 28.9% of the local industrial output value of the city, and the comprehensive index of industrial economic benefits has always ranked first in the city.

In the first half of 2000, the economy of high tech Zone developed rapidly. From January to June, the total income of technology, industry and trade was 4.2 billion yuan, an increase of 55.5% over the same period of 1999; the total industrial output value was 2.98 billion yuan, an increase of 32% over the same period of 1999; the profits and taxes were 360 million yuan, an increase of 44%; the output value of High-tech Zone accounted for 40.6% of the local industrial output value of the city.

In accordance with the 11 high-tech fields determined by the state for key development, and proceeding from the reality of Daqing, we will focus on the development of industries in fine chemical industry, electronic information, new materials, deep processing of agricultural and sideline products, medicine and other fields. In the field of fine chemical industry, 80 kinds of fine chemical products have been developed, including various new auxiliary materials, additives and catalysts. In the field of electronic information, it focuses on the development of computers and peripheral equipment, information processing equipment, computer software, optoelectronic components and their products, radio and television equipment and communication equipment. Now we have developed and produced nearly 100 kinds of high-tech products, such as "Tongchuang" brand computer, intelligent watt hour meter, broadband data transmission platform, industrial control system software and automatic control technology system software products. Among them, the multifunctional thermal signal on-site calibrator developed by 3D company has been recognized as a national new product in 1999 by the State Economic and Trade Commission. The output value of this field accounts for more than 80% of the city's electronic information field, and is gradually becoming a new industry in Daqing.
