Meilish Daur District meilish Daur district is a municipal district of Qiqihar City in Heilongjiang Province. It is the only Daur district under the jurisdiction of the city in China. Meilisdaur, which means "a place with ice", is located in the west of Songnen Plain, on the right bank of the middle reaches of Nenjiang River, facing the three North districts of Qiqihar city across the river in the East and connecting Fulaerji District in the south. In April 2014, meilis Daur District governs one street, five towns and one Township, with a population of 171000, of which the Daur population is 12000. It is a multi-ethnic concentrated area with a total area of 2078 square kilometers (2011) and a GDP of 2.322 billion yuan (2011).
Historical evolution
In the Jin Dynasty, it was under the jurisdiction of the Nuzhen people's Bolu. In the west of Nenjiang River, it was under the jurisdiction of the General Military Department of ugudilie.
At the beginning of the Yuan Dynasty, Kublai Khan succeeded to the throne and changed to the provincial system.
In the Ming Dynasty, the nuergandu command department and its subordinate management organizations were set up in the Heilongjiang River Basin and the Greater Xing'an Mountains. Daur, Ewenki, Olunchun and other nationalities were under its jurisdiction. From 1403 to 1449, cangtahewai, gulihewai, yeerdinghewai, and achishanwei were established in Daur area. In order to deploy and command, chieftains set up thousands of households, ten thousand households, Zhenfu and other posts to give the seal. Ministers of various ministries and chieftains were in charge of the Department. The imperial court did not send officials.
In 1636, the rulers of the Qing Dynasty completely conquered the Daur tribes in the Heilongjiang River Basin. The Qing government adopted the policy of appeasement to the tribes. They still live and produce according to old habits. The chief of each department ordered "Zhu Lu Zhang Jing" to manage the affairs of the Department. In 1649, the general manager of Daur, who was directly under the Li Fan yuan, was established in Qiqiha, Jiangxi Province. Zhamusu was the general manager and Hongji was the deputy general manager. He had the seal of the general manager. He is in charge of the administrative and military affairs of the Daur, Ewenki and Oroqen nationalities. In the early years of Kangxi, the general manager of Daur was removed, and the administrative affairs of Daur were supervised by general ninguta. In the 22nd year of Kangxi (1683), the imperial court sent sabusu to be Heilongjiang general, which was under the jurisdiction of Heilongjiang general Yamen. Later, sabusu was directly under the jurisdiction of vice Dutong yamen of Qiqiha City, and was incorporated into the "Eight Banners organization" of the Qing Dynasty according to the units of villages composed of "Hale" and "Mokun" clans. Butha banner has 92 assistants, including 39 assistants of Daur nationality, 37 assistants of Ewenki nationality and 16 assistants of Oroqen nationality. Butha eight banners, also known as Sauron eight banners, are commonly known as "da'ai bu". Qianlong eight years (1743) by the Qiqihar region transferred to the 12 auxiliary Daur officers and soldiers stationed in Hulan. In 1780, 530 Daur soldiers stationed in Hulan were incorporated into the navy camp of Hulan eight banners. During the reign of Daoguang, 120 Daurs were recruited from balqige (today's big eight banners), Hulan Erji (today's Fulaerji) and ganggentun (today's Ganga Village) to strengthen the defense of Hulan. In the north of Hulan City, the villages of BaiQiTun, hongqitun, huangqitun, Sanjiazi and bamole were established. In 1905, the vice capital of Qiqihar was abolished and the heishuiting was set up. In 1908, heishuiting was upgraded to Longjiang mansion.
The government of the Republic of China set up an office of Eight Banners in Qiqihar to deal with the problems left by the folk consultation and the original eight banners organization. Meiris district was under the jurisdiction of Longjiang County for more than 40 years from the founding of the people's Republic of China in the period of the Republic of China, the Japanese puppet period until 1949.
On August 18, 1952, woniutu Daur autonomous region in Longjiang County was established.
After September 27, 1954, Qiqihar city leaders were designated.
On August 25, 1956, the woniu Daur autonomous region was abolished and merged into the suburb of Qiqihar city.
On December 8, 1967, the suburban Working Committee and office were abolished and the suburban Revolutionary Committee was established.
On November 4, 1968, the suburban Revolutionary Committee was merged with the Revolutionary Committee of angxi District, which is still called the suburban Revolutionary Committee and is located in angxi district.
On March 5, 1970, it was separated from Angangxi and returned to the residence of meiris, still known as the suburban Revolutionary Committee.
On March 10, 1980, with the approval of the people's Government of Heilongjiang Province, the name of the suburban reform committee was changed to Melis District, where the district is located and managed as a town, and streets were established. On May 31, the people's Government of Melis district was formally established.
In July 1988, with the approval of the State Council, the Ministry of Civil Affairs restored the MERIS Daur district.

In May 1956, Melis Daur district had jurisdiction over 17 townships and 109 high-level agricultural production cooperatives. The 17 townships were manggetuddaur Township, woniutuddaur Township, yarsaidaur Township, Melis Daur Township, durmenqindaur Township, Hala township (today's Hali township), yaokule Township, Gonghe Township, Ruiting Township, dahudian Township, Shengli Township, Damin township Shuishi Township, shuishiying Township, halawusu Township, hashiha Township, Lianhe Township, yushutun township.
On January 15, 1957, six central townships were set up in meilisdaur district. They are shuishiying Central Township (governing shuishiying, halawusu and yushutun); woniutu Central Township (governing woniutu, manggetu and yarsai); yaokule Central Township (governing yaokule, durmenqin and Hala); dahudian Central Township (governing dahudian, Ruiting and Shengli); Lianhe Central Township (governing Lianhe and Damin); Gonghe Central Township (governing Gonghe, meiris and Hashi) .
In May 1958, Fuyu County was incorporated into Lianhe township. On May 19, the system of yarsaidaur township was abolished and the state-owned yarsair farm in Qiqihar city was established. At the end of 1958, Huafeng people's commune was established, under which meilis Township, Gonghe Township, Hala Township and hashha Township in meilis Daur district were under the jurisdiction of Jianhua people's commune; woniutu Township and manggetu Township were under the jurisdiction of Jianhua people's commune; dahudian Township, Ruiting Township and yarsai farm were under the jurisdiction of Longsha people's commune; yaokule Township and durmenqin Township were under the jurisdiction of ruby Yushutun, Damintun, shuishiying and halawusu are under the jurisdiction of Longsha and Tiefeng people's communes respectively.
After October 1961, Melis restored the suburban system, which was called Qiqihar suburban Working Committee and Qiqihar suburban office, and was the agency of the municipal government. It has jurisdiction over the Municipal Agricultural Bureau, Animal Husbandry Bureau, forestry bureau, Water Conservancy Bureau, agricultural machinery bureau, state farm Administration Bureau and 16 rural people's communes around Qiqihar city.
On March 5, 1970, Melis administered 10 rural commune revolutionary committees, including Melis, Hala, Gonghe, woniutu, manggetu, Damin, biantun, yarsai, Ruiting and shuishiying.
In 1972, the Damin commune was put under the jurisdiction of Longsha district.
In 1973, the navy camp commune was assigned to the leaders of angxi district.
In 1974, biantun commune was assigned to Tiefeng district.
On May 31, 1980, meiris District governed 8 townships and 1 street of meiris, yarsai, dahudian, woniutu, manggetu, Ruiting, Gonghe and Hali.
On January 18, 1984, with the approval of Heilongjiang Provincial People's government, the original Hala township was changed to Hali township. On March 13, woniutu and manggetu were restored to Daur township. On December 30, the establishment of yarsai township was abolished and the people's Government of yarsai town was established.

On July 7, 2005, the people's Government of Heilongjiang Province approved that Ruiting Township in meilisdaur District of Qiqihar city was abolished and merged into dahudian town.

In April 2014, with the approval of Heilongjiang People's government, meilis township was changed to meilis town.
