Pulandian District Pulandian district is located in the south of Liaodong Peninsula and the north central part of Dalian City, between 39 ° 18'25 "to 39 ° 59'00" north latitude and 121 ° 50'33 "to 122 ° 36'15" east longitude; it borders Yingkou Gaizhou city in the north, Wafangdian City in the West, Zhuanghe City and Yellow Sea in the East, Jinzhou District of Dalian City in the south, and Changhai County across the sea in the southeast.

Pulandian district has a long history, with Erlongshan National Forest Park, Qingquan temple and other scenic spots.
History of construction
Today's Pulandian district is located in Liaodong County of Yan state during the Warring States period.
In the Western Han Dynasty (107 BC), it was established in Tashi county (now Tiexi Office).
In the Eastern Han Dynasty (190ad), this area belongs to the newly established Liaodong County of Pingzhou.
In the Western Jin Dynasty (238-274 A.D.), the area still belonged to Liaodong county.
At the end of the Western Jin Dynasty (AD 404), the territory was divided by Koguryo.
In the Tang Dynasty (AD 668), the area was under the jurisdiction of Anton Duhufu.
In the fourth year of Shence of Liao Dynasty (919 AD), Fuzhou and Suzhou were set up, and the two prefectures were divided.
At the end of the Jin Dynasty, it belonged to Fuzhou and Jinzhou respectively. In Yuan Dynasty, it belonged to wanhufu of Jinzhou and Fuzhou respectively.
In the Ming Dynasty, jinzhouwei and fuzhouwei belonged to the two divisions.
In the Qing Dynasty, Fuzhou and Ninghai belonged to the two counties (jinzhouting after 1843).
In March 1898, tsarist Russia forced the Qing government to sign the "LvDa lease treaty", and in May of the same year, it signed the "renewal of LvDa lease treaty".
In August 1899, the Czar decreed the implementation of the "Guandong Prefecture" official system, with four cities and five districts including huiziwo (now Pikou town).
In 1905, Russia and Japan signed the Portsmouth peace treaty, and Russia transferred its lease right to Japan. The Japanese army occupied Jinzhou and set up the military and Political Department of Jinzhou, which was divided into five administrative areas, including huiziwo, Pulandian and liangjiadian.
In 1908, Pulandian district was changed to chuzhang office, which was subordinate to Jinzhou civil affairs branch.
In the eighth year of the Republic of China (1919), the governor's office of Guandong was changed into the Department of Guandong.
In 1930, the Jin and Pu civil affairs branch was upgraded to the civil affairs department.
In 1931, the Japanese imperialists launched the "September 18th Incident" and occupied the three northeast provinces. They changed Liaoning Province into Fengtian province and governed Fu County (now Wafangdian City). After the founding of the puppet Manchukuo, the northern part of the city belongs to the Fuxian County of the puppet Manchukuo.
In 1934, the government set up the Guandong Bureau, the Department of Guandong Prefecture, and implemented the meeting system. In the south of the District, there are 38 meetings, including the huiziwo civil affairs department and the Pulandian civil affairs department.
In the 25th year of the Republic of China (1936), the puppet Manchukuo implemented the street village system, which was governed by Fudong, Tianjia and other 16 villages, most of Fudong town and a small part of Tiantai village.
In the early September of 1945, the Jiaodong District Committee of the Communist Party of China decided to establish Xinjin County in the area of jueziwo (today's Pikou street, the same below) and 38 assembly areas under the jurisdiction of Pulandian civil affairs department, which were set up during the Japanese puppet rule. On September 25, Xinjin County Government under the leadership of the Communist Party of China was established in huiziwo. On November 17, the CPC Xinjin County Committee was established.
In September 1946, sanlibao, liangjiadian and Dengshahe districts of Xinjin County were divided into Jinxian (Jinzhou District, the same below); in the same year, shiheyi district was divided from sanlibao, 14 villages were divided from the northeast of Dengshahe District, and xingshutun district was established, 13 villages in the north of liangjiadian District, and huajiatun district was added.
On February 5, 1947, Changshan district (now Changhai County), formerly under the jurisdiction of Xinjin County, was designated as Jin county.
In November 1958, with the approval of the CPC Liaoning Provincial Committee and the provincial government, Xinjin County government moved from huiziwo town to Pulandian Town, and the county organs officially opened their offices on the 15th.
On November 30, 1991, with the approval of the State Council, Xinjin County was abolished and Pulandian City (county level) was established.
On February 28, 1992, the founding meeting of Pulandian City was held.
In May 2010, Dalian launched a new urban management system, which included Fengrong street, Nanshan street, Taiping Street and Tiexi street of Pulandian into the new urban area of Dalian. With the approval of Liaoning provincial government, sanlibao street and Shihe street of Jinzhou District, Paotai town and Fuzhouwan town of Wafangdian City (both of which were changed into streets) were under the jurisdiction of Pulandian City, and pulandianwan New District (later called pulandianwan New District) was established Pulandian municipal government moved from No. 12 Fuqian road to puwan New Area Management Committee of battery town.
In January 2013, with the consent of the people's Government of Liaoning Province, Yuantai town and wawo town of Pulandian City were officially under the jurisdiction of Wafangdian City.
On June 23, 2014, Jinpu New District, a national new district, was established. Jinpu new district is located in the central and southern part of Dalian City, including all administrative districts of Jinzhou district and parts of Pulandian District, with a total area of 2299 square kilometers.
On October 13, 2015, with the approval of the State Council, Pulandian City was abolished and Pulandian district was established.
In January 2016, in order to speed up the urban construction of Jinzhou District, with the consent of the people's Government of Liaoning Province, four streets of Pulandian District, Shihe, sanlibao, Paotai and Fuzhouwan, were put under the jurisdiction of Jinzhou District of Dalian city.
On January 31, 2016, Pulandian district held an inaugural meeting to abolish the Party Working Committee and Management Committee of puwan New District in Dalian. The Party Working Committee and Management Committee of puwan new district did not work together with the people's Government of Pulandian District in Dalian. Pulandian was divided into four streets in Jinzhou District, namely Shihe, sanlibao, Paotai and Fuzhouwan, and the Management Committee of puwan economic zone was established to work in the office building of the former management committee of puwan new district Since then, Dalian puwan economic zone is one of the four Bureau level functional areas in Jinzhou District of Dalian city. The Pulandian district government has moved back to the former building of Pulandian people's government at No. 12 Fuqian road from the Management Committee of puwan Economic Zone in Paotai street of Jinzhou District (later moved to No. 98 west section of Century Road, Pulandian District). At the same time, the brand of the former general situation, government departments and administrative agencies of Pulandian City was officially renamed as Pulandian District of Dalian.
In December 2019, with the consent of Dalian municipal government, Taiping Street and Nanshan Street will be merged, Nanshan Street will be abolished and a new Taiping Street will be established.
