Historical evolution
Kangping is a place of Dongyi in ancient times, which is the northern border of Qingzhou. Qin is the northwest border of Liaoning Province. In the second year of the Republic of China (1913), Kangping County Administrative Office was set up, and the county magistrate was changed into the governor. It belongs to taochang Road, Fengtian province. In 1923, Kangping County was divided into eight districts with 887 villages under its jurisdiction. In 1929, the county administrative office was renamed the county government, and the magistrate was renamed the county magistrate. In September, local gentry Zheng Xin and Liu Xuwu came forward to set up the "Kangping County Local Security Council" and a security team of more than 100 people. At the same time, the provisional party headquarters of Kangping County, with Cui Zhipu as its secretary, was established. In late November, Qiu Hanguang, Luo binru, Wu Bin and other people in Kangping County set up a democratic government in Kangping County. Qiu Hanguang became the county magistrate, and the "Security Council" was dissolved. At the same time, Kangping County Committee of CPC was established, with Zhang Peihua as secretary. By December, a group of cadres in the pass were successively assigned to Kangping, where eight district governments and county security regiments were established. Kangping is subordinate to the western Liaoning (later called Liaoji) administration. In September 1946, the KMT Kangping County government was established.
