Evolution of organizational system
From the Eastern Zhou Dynasty to the Qin Dynasty, Balinyouqi was located outside the great wall of Yan and Qin Dynasties. The main ethnic groups are Shanrong and Donghu.
During the Han Dynasty, the area was outside the county of Beiping on the right side of the Han Dynasty and was under the jurisdiction of the king of donghulu on the left side of the Xiongnu. The main ethnic groups are the Han nationality and the Wuhuan and Xianbei ethnic groups of Donghu descendants.
During the period from the Three Kingdoms to the Western Jin Dynasty, the area belonged to Tuoba Xianbei, which was the pasture of Yilu, the chief of the left wing of Tuoba. In 315 A.D., the Western Jin Dynasty granted tuobayilu the title of king of the Dynasty and ruled Shengle (today's Inner Mongolia Helingeer).
From the Eastern Jin Dynasty to the Northern Dynasty, the area was still Tuoba Xianbei. In 386 A.D., Tuoba, the king of the dynasty, was founded and named Wei (known as the Northern Wei in History), which was subordinate to the region.
In the Sui and Tang Dynasties, the area was located in the Sui Dynasty, and in the Tang Dynasty, it was the land of Xi and Qidan, descendants of Yuwen Xianbei, which belonged to the songmo Dudu Fu of the North Road of the Tang River.
In the Liao Dynasty, the area was located in Raozhou, a city near Huangfu in Shangjing.
In the Jin Dynasty, it belonged to linhuangfu road. The northern part of the banner is linhuangfu Qingzhou shuoping County, the central part is linhuangfu huaizhou, and the southern part is heihepu.
At the beginning of the Mongol Empire, Balinyouqi was under the jurisdiction of yelulugo, king of Liao Dynasty.
In the ninth year of Genghis Khan (1214), the local area was granted to ahutai (huohu), a part of hongjiti ethnic group, which was called the division of land by the king of Lu.
After the establishment of the Yuan Dynasty, Kublai Khan was subordinate to Quanning Road, Zhongshu province.
In the early Ming Dynasty, the region was bounded by Chagan Mulun River, with two small parts in the west, North and south, belonging to the Tatar tribe of Mongolia in the Northern Yuan Dynasty; in the East, it belonged to Taining Wei, one of the three guards of Wuliang, a foreign vassal of the Ming Dynasty.
In the second year of Yongle (1404), after the reconstruction of Sanwei in the Ming Dynasty, it was still under the jurisdiction of Taining Wei, the governor of the left army of nurgandu.
In the 29th year of Jiajing (1550), the Chahar tribe of the Northern Yuan Dynasty moved to the Xilamulun River Basin, where the Great Khan capital of the Northern Yuan Dynasty was located.

In the seventh year of Chongzhen (1634), the later Jin Dynasty divided the Balin part into two wings on the right and left, and defined the four to eight boundaries of the Balin part.
In the fifth year of Shunzhi (1648), the Qing government set up Li Fan yuan to govern the border areas, and established the banner system in Mongolia. The Balin part is divided into Balin Right Wing flag and Balin left wing flag, under which there are assistant leaders (also known as Sumu). There is a league above the flag. The right wing banner of Bahrain belongs to Zhaowuda League.
In the first year of Yongzheng (1723), Rehe hall was set up. In the eleventh year of Yongzheng (1733), it was renamed Chengde mansion, under which BAGOU director Tongzhi hall was set up. Balinyouqi belongs to the Tongzhi Hall of BAGOU, Chengde Prefecture.
In the third year of Qianlong (1738), Wulanhada general judgment hall was built. In the forty third year of Qianlong (1778), Rehe river was built and Wulanhada hall was changed into Chifeng county. Balin Right Wing banner belongs to Chifeng county.
In 1933, Japan occupied Rehe province and established the puppet Hinggan West Province with Kailu as its location, which was later renamed as Hinggan West Province. Balin Right Wing banner belongs to Hinggan province.
In October 1945, rebei Prefecture Committee of the Communist Party of China and the fifth Office of administrative inspector general of rebei were established in Linxi. Balin Right Wing banner belongs to rebei special office.
On June 5, 1946, the fifth administrative inspector's office of rebei merged with Zhaowuda province of the Eastern Mongolian Autonomous Government to establish the Zhaowuda League administrative committee. The right wing banner of Bahrain is subordinate to the Zhaowuda League administrative committee.
On August 17, 1946, the Eastern Mongolian Autonomous Government established Zhaowuda Province in Lindong. Balin Right Wing banner belongs to Zhaowuda province.
In 1947, the Zhaowuda League administrative committee was abolished and the Zhaowuda League people's government was established. The right wing banner of Bahrain is subordinate to the people's Government of Zhaowuda League.
On August 1, 1969, Balinyouqi was transferred to Liaoning Province along with Zhaowuda League.
