Saihan district is the municipal district of Hohhot in Inner Mongolia Autonomous Region. It is located in the southeast of Hohhot, with a total area of 1025.2 ㎞ 2, and is also the largest municipal district in Hohhot. With a total population of 635600 in 2012, it has jurisdiction over an autonomous region level development zone, three towns, 101 administrative villages, eight streets and 81 communities. It is a multi-ethnic community with Mongolian as the main body and Han nationality as the majority.
In 2016, Saihan district's GDP reached 65.7 billion yuan.
In March 2019, it was announced by the Ministry of water resources as the first batch of water-saving society construction standard counties (districts). In October 2019, it will be selected as one of the top 100 comprehensive strength districts in China in 2019.
Historical evolution
In 307 B.C., King Wuling of Zhao built the Great Wall along the southern foot of Daqingshan, "zhiyunzhong, Yanmen, Daijun." Saihan district is under the jurisdiction of Yunzhong county. "Yuanyang is a place for cavalry", that is, to enter the southeast Bank of Dahei River in Jinhe town to establish a cavalry training base. Wuquan County under the jurisdiction of Yunzhong county is located in Bayan Town, Saihan district.
In 221 BC, the Qin Dynasty unified the six states, and Yunzhong county was one of them. In the Han Dynasty, Yunzhong county was still established, which governed 12 counties. Among them, three counties were located in today's Saihan District, namely Beiyu, today's Qiaobao town; Yuanyang, today's Jinhe town; Wuquan, Bayan town. In addition, Guangxiang county is located in huangheshao area. In different historical periods, the situation of Han nationality and Xiongnu nationality living together, prosperous population, stable politics and economic development appeared several times.
At the end of the Eastern Han Dynasty, the Tuoba family of Xianbei nationality established the Northern Wei regime in Hohhot and set up the "Shengle capital" under the jurisdiction of Saihan district. Later, the Northern Wei Dynasty moved its capital to Pingcheng (today's Datong in Shanxi Province), where the cile people were settled. Therefore, Hohhot is known as "chilechuan". Today Saihan district is within the boundary of chilechuan.
During the Sui and Tang Dynasties, Yunzhong capital was set up as a prefecture, and Saihan district is now under its jurisdiction.
During the period of Five Dynasties and Ten Kingdoms, in 947 ad, the powerful Qidan people established Liao state and set up "Fengzhou". Today Saihan district is its territory.
At the end of the Northern Song Dynasty, Nuzhen destroyed Liao and established the state of Jin. Jin Dynasty inherited Liao system, and Fengzhou was originally called Xijing daofengzhou. Today Saihan district is under the jurisdiction of Fengzhou. In the Yuan Dynasty, the gold system was adopted, which was called Xijing road Fengzhou. It was under the jurisdiction of Datong Road in Zhongshu Province, and now Saihan district was under its jurisdiction.
In the 11th year of Jiajing reign of Ming Dynasty (1532 A.D.), Alatan Khan led the tumed tribe to mufengzhoutan, so it was also named tumechuan. Today Saihan district is a part of it.
In the ninth year of Wanli in the Ming Dynasty (A.D. 1581), Alatan Khan built kukuhetun, which was named "Guihua city" in the Ming Dynasty, and now Saihan district is its territory.
After the unification of the Qing Dynasty, Suiyuan city was established in 1739. In 1913, Guihua and Suiyuan were merged into Guisui county. Suiyuan Special Administrative Region was established in 2003. In 1929, the government of Suiyuan county was established, and Guisui city was called Guisui City, whose suburbs were Guisui county. From then on, city, county and banner coexisted.
Guisui county is divided into four districts, and the former suburban areas belong to the second, third and fourth districts. On January 10, 1938, Guisui county was renamed Bayan County. On August 6, 1938, Guisui county was abolished and classified as Houhe special city. In 1945, Guisui county was restored, and it was still separated from the city. In 1948, Houhe special city was renamed Guisui city.
Guisui County under the leadership of the Communist Party of China is located in taobuge village, with two districts. Other areas in the original suburbs were under the jurisdiction of the Sui county government. On February 7, 1950, the two Guisui counties were merged under the leadership of the Communist Party of China. Among the 10 administrative villages in the outskirts of Suishi, 24 natural villages are under the direct leadership of the city, and the rest are divided into four districts in the original suburbs, namely, the first district, where the district office is located in luojiaying village; the Second District, where the district office is located in Meidai village; the third district, where the district office is located in maolintai village; and the Fourth District, where the district office is located in youyouban village. In August 1952, the original administrative region was adjusted. The original suburban area is divided into six districts. In the first district, youyouban village governs 15 administrative villages; in the Second District, luojiaying village governs 13 administrative villages; in the third district, Yulin village governs 13 administrative villages; in the Fourth District, Meidai village governs 16 administrative villages; in the Fifth District, Babai village governs 16 administrative villages; in the Sixth District, maolintai village governs 24 administrative villages Village.
In May 1953, Guisui city put 10 administrative villages and 24 natural villages in the suburbs of the original urban area into the suburbs, and established the suburban Working Committee. Jurisdiction Mahua board, Shimen Geng, West Garden, alkali Beach 4 township.
On March 3, 1954, Guisui county was abolished, and all the areas under its original jurisdiction were under the jurisdiction of Tumet banner.
On September 20, 1956, the suburban Working Committee was abolished and the suburban people's Committee was established. The suburban planning of Hohhot became a banner county system. A total of 17 and a half townships originally under the jurisdiction of Tumet banner are under the jurisdiction of suburbs, including 4 townships under the jurisdiction of the former suburban Working Committee, with a total of 22 townships and 304 natural villages.
On May 1, 1958, the five townships of Meidai, Zhuhai, taosuhao, Babai and nanhaoqinying under the jurisdiction of tumed banner were divided into suburban areas, and the suburban areas were expanded to 27 townships.
In April 1958, 27 townships were abolished and 13 people's communes were established in the suburbs.
From 1960 to October 1979, the suburban people's communes had their own changes.
On January 24, 1968, the suburban people's Committee was renamed the suburban Revolutionary Committee.
In December 1980, the Revolutionary Committee of Hohhot suburbs was renamed the people's Government of Hohhot suburbs.

In July 1984, the people's communes in the suburbs were renamed Township People's governments, and the production teams were renamed administrative villages or village committees. The suburbs have jurisdiction over 15 townships, 234 administrative villages and 363 natural villages.
On July 1, 1999, all the rural areas of haoqinying, baoheshao and Xiaojing townships in the original suburbs and Qiaobao Township, and some of the rural areas of luojiaying Township were assigned to the new urban area. At the same time, all the sub district offices of Renmin Road and Daxue West Road originally in the new urban area and part of the neighborhood committees of the sub district offices of Zhongshan East Road and Yingxin road are zoned into the suburbs. All the villages in youyouban, the former suburb, are under the jurisdiction of Huimin District, while all the villages in xicaiyuan Township, xiaoheihe Township and Taohua township are under the jurisdiction of Yuquan District.
By May 2000, the original suburb was renamed Saihan District, including urban and rural areas, and became a part of the urban area under the jurisdiction of Hohhot.
In 2006, Qiaobao town and xibazha Township were abolished, and the original administrative region reorganization system of Qiaobao town and five villages of xibazha township (dongheihe, donglamaying, zhenglamaying, xilamaying, baoanzhuang) were merged to establish Zhaowuda road street; 16 villages of xibazha township (heilanbuta, ruyihe, qianbutaqi, houbutaqi, shilandai, dachangkulun, xiaochangkulun, etc.) were merged To establish chilechuan (Lu) street by merging the four villages (Baita, shebiya, yibosao, buduli) in Taipingzhuang Township with the airport neighborhood committee of Zhongzhuan road by abolishing Bayan town and Taipingzhuang township Nine villages (tianmiliang, tianmiwan, Meidai, Jixian, Xinzhuangzi, heishatu, Wulu, Baosu, Taipingzhuang) of Taipingzhuang Township were merged into huangheshao town.
