In August 1958, huangquqiao town was abolished, Shizuishan town was retained, township construction was abolished, and three rural people's communes were established, with one town and three people's communes under the jurisdiction of the county. There are three people's communes in one town: Shizuishan Town, lighthouse, Wuxing and Hongqi people's commune. In November, the three people's communes were renamed weizha, huangquqiao and Baofeng people's communes respectively.
On January 7, 1960, the 93rd plenary session of the State Council decided to "establish Shizuishan City, abolish Huinong County, and divide the original 10 townships (towns) of Huinong County, including Shizuishan, huangquqiao, yanzidun, Quzhong, Baofeng, Lihe, Miaotai, weizha, xiayingzi and huangquguaizi, into the administrative region of Shizuishan City, and the rest into Pingluo County.". When the city was founded in March of the same year, the township had been transformed into a people's commune, with a district level town under its jurisdiction Shizuishan town and three communes, weizha, Baofeng and huangquqiao. In April, the town was changed into two municipal districts, adopting the organizational form of people's commune, adopting the practice of "one set of people and two brands" of commune and district, with 30 neighborhood committees under its jurisdiction.
