Helan County Helan county (pinyin: Helan Xian), a county under the jurisdiction of Yinchuan City, Ningxia Hui Autonomous Region, is located in the north of Ningxia Hui Autonomous Region. It was established as Lian County in the Western Han Dynasty and Ningxia county in the second year of Yongzheng reign of Qing Dynasty (1724). In 1941, it was renamed Helan county. The land area of Helan county is 1204.71 square kilometers. As of 2018, it has jurisdiction over 4 towns, 1 Township, 3 farms and 1 Management Committee.
In 2016, the total population (permanent resident population) of Helan county was 255995.
Helan county is located in the northwest inland of China's Loess Plateau. It is located in the middle of Qingtongxia Yellow River Diversion Irrigation Area in Yinchuan plain. There are mountains in the West and plains in the East. The basic characteristics of the terrain trend are high in the southwest and low in the northeast. The whole region is mainly composed of western mountains and eastern plains. It belongs to the arid climate zone in the middle temperate zone. The Yellow River enters and passes by, and 98% of it is self flowing irrigation of the Yellow River Irrigation.
In Helan County, there are Helan Mountain rock paintings, Neolithic sites, ancient Han tomb sites, double pagodas at baisikou, hongfo pagoda and other historical sites, as well as natural landscapes such as the Yellow River ancient ferry and Yellow River wetland.
In 2016, Helan county's GDP reached 13.423 billion yuan. Top 100 counties and cities in Western China in 2019. In the Qing Dynasty, it was the first county in Ningxia Prefecture of Gansu Province. In 1724, it was set up in Ningxia county, and the county government was located in the Fucheng of Ningxia.
In the early period of the Republic of China (1912-1927), it belonged to Ningxia Dao.
In 1928, Ningxia road was rebuilt into Ningxia Province, belonging to Ningxia Province.
In 1935, the county moved to xiegangbao (formerly known as Xiebao).
In 1941, it was renamed Helan county because of the duplicate name of Ningxia county and Ningxia Province.
In 1949, the people's Republic of China was founded, and it still belongs to Ningxia Province.
In 1954, Ningxia Province was withdrawn and merged into Gansu Province, belonging to Yinchuan special region of Gansu Province.
In 1958, the Ningxia Hui Autonomous Region was established and the Yinchuan special region was abolished.
In 1972, Yinbei area was set up, and Helan county was designated as Yinbei area.

In the early years of the Republic of China (1912-1927), Ningxia county governed four districts and 16 townships, and set up forts in the countryside, namely: one district, stationed in jinguibao, governed by Jingui, Tongyi, Tonggui, Zhenhe and other four townships, a total of 26 forts; two districts, stationed in ligangbao, governed by Qingshui, Wangcheng, Ligang, Xigang and other four townships, a total of 22 forts; three districts, stationed in zhangxinbao, governed by Changxin, Hongguang, Yuxiang, Fengying and other four townships, a total of 23 forts; four districts, stationed in luhuatai, governed by luhuatai Four townships, including Hua, Fengdeng, Yangxin and Helan, have 19 castles in total.
In 1928, Ningxia Province was established. Ningxia county jurisdiction adjustment: the original jurisdiction of Ligang, Qingshui, Tongyi fort, belong to Pingluo County; Luhua, Yangxin, Fengdeng, Fengying fort, belong to ningshuo county.
In the spring of 1931, the mountain areas of Suyukou, HELANKOU and chaqikou in the eastern foot of Helan Mountain in Pingluo County, and the four fortresses of Ligang, Qingshui, Tongyi and Dingyi, as well as the eastern half of the six fortresses of Xuhe, Yuxiang, Guiwen, Zhangxin, Hongguang and Gaorong bounded by Shawo, were assigned to Ningxia county; the fortresses of Fengdeng, Fengying, Yangxin and Luhua in ningshuo County, and the fortresses of chongshikou, Dakouzi and Xiaokouzi in the eastern foot of Helan Mountain were assigned to Ningxia county The downhill slopes of gunzhongkou, baisikou and huangqukou are under the jurisdiction of Ningxia county; the forts of Yesheng, Renchun, wanghong, Wangtai, wangquan, Yanghe and Weixin under the jurisdiction of Ningxia county are under the jurisdiction of ningshuo county.
In 1941, when Yongning County was established from the original ningshuo and Ningxia counties, Tonggui, tongshuo, Zhenhe, Zhangzheng, Liqiang along the Yellow River and Xuwang, Yangxian, Fengying, shangqianfeng and other village fortresses in the south of Ningxia county were assigned to Yongning County. Ningxia county changed its name to Helan County, with 10 townships under its jurisdiction. They are Township 1 (in xigangpu), township 2 (in baojiahu), Township 3 (in tongchanghu), township 4 (in niuwangmiao), township 5 (in ligangpu), township 6 (in Baique Temple), Township 7 (in changxinbao), township 8 (in tanqutuanzhuang), township 9 (in Longwangmiao) and township 10 (in wangjingzi).
In September 1949, Ningxia was liberated and established into 10 districts and 45 townships on the basis of the original 10 townships.
In January 1950, the fourth and sixth districts were abolished and merged into eight districts; in May, the number of townships remained unchanged.
In 1951, Dengnan Township, Beita Township, zhenbeibao Township, gunzhongkou Township, chongshikou Township and nanshai Township in the fourth district were put under the jurisdiction of Yinchuan city. At this time, the five districts and 43 townships were as follows: (1) the first district, located in jinguibao, governed 10 townships, including jinguibao, baojiahu, nanzhaizi, panchangdong, panchangxi, Baonan, tongchangxi, tongchangdong, WangChengXi, hanzuo; (2) the Second District, located in ligangbao, governed 11 townships, including Ligang, ligangnan, ligangxi, ligangdong, Qingshui, qingshuidong, Tongyi, Wangcheng, wangchengbei, Tongji, zhangliangbei, etc Township; (3) the third district, in changxinbao, governs Changxin, changxinnan, Dingnan, Dingbei, Gaorong, Hongguang, hongguangnan, hongguangxi, Yuxiang and Wuqu; (4) the Fourth District, in xigangbao, governs Xigang, Desheng, Zhangliang, Guiwen, Xuhe, Jiefang, Fengdeng, xizuo and Xihu; (5) the Fifth District, in luhuatai, governs Sanqu, Luhua and Suyu.
In October 1955, the district was withdrawn and the township was merged. In the first district, the townships were divided into six townships: Jingui, jingguinan, hanzuo, Panchang, Tongchang and WangChengXi; in the Second District, the townships were divided into seven townships: Ligang, ligangxi, Tongyi, Qingshui, Zhangliang, Wangcheng and Jingxing; in the third district, the townships were divided into five townships: Changxin, Dingyi, Gaorong, Hongguang and Yuxiang; in the Fourth District, the townships were divided into Desheng, Jiefang, Xigang, Guiwen, Xihu and Fengdeng The former five districts were Luhua and Suyu.
In June 1956, 26 townships were merged into 12 townships, namely, the former Jingui and jinguinan townships were merged into Jingui townships; the former Tongchang and Panchang townships were merged into Tuanjie townships; the former Xigang, Desheng, hanzuo townships and Xinsheng of WangChengXi Township were merged into Xigang townships; the former Fengdeng, Xihu and Jiefang townships were merged into Jiefang townships; the former Tongyi and Qingshui townships were merged into huinongqu in the East Tongyi township; Zhangliang, Wangcheng and part of WangChengXi Township merged into Wangcheng township; Ligang, ligangxi, Dingyi Township merged into Ligang township; Hongguang and Gaorong Township merged into Hongguang township; Guiwen, Changxin and Yuxiang Township merged into Changxin township; Luhua, Suyu and Jingxing Township remained unchanged.
In 1957, Xigang town was changed into Xigang township.
In October 1958, the people's commune was transformed, and Helan county was established into four people's communes. Qianfeng commune was set up in Jingui and Panchang areas and stationed in jinguibao; Xinghuo commune was set up in Ligang, Qingshui and Tongyi areas and stationed in ligangbao; Hongqi commune was set up in Xigang, Zhangliang and Fengdeng areas and stationed in xigangbao; Yuejin commune was set up in Changxin, Hongguang and Jinshan areas and stationed in changxinbao; Luhua township was assigned to Yinchuan fighting commune.
In February 1959, the four communes changed their names by their residences.
In 1961, it was divided into nine communes: Jingui, Panchang, Ligang, Changxin, Xigang, Hongguang, Fengdeng, Tongyi and Shilidian. At the same time, a state-owned Jinxing farm was set up near the Yellow River side of the former Ligang commune.
In 1963, three production brigades in Helan Mountain area were set up from Changxin commune and Jinshan commune was added.
In 1965, Tonggui commune in Yinchuan city was transferred to Helan county. In 1970, Tonggui commune was transferred back to Yinchuan city.
In 1980, Xigang commune was established as Xigang town. After that, all the communes were abolished and changed to townships. In 1985, Jingui, Hongguang and Ligang townships were changed into towns.
In February 1988, Xigang township was abolished and merged into Xigang town. At this time, Helan county had four towns including Xigang, Jingui, Hongguang and Ligang, six townships including Panchang, Changxin, Fengdeng, Tongyi, Shilidian and Jinshan, and state-owned Jinxing farm.
In 2000, Helan County governed four towns and six townships: Xigang Town, Jingui Town, Ligang Town, Hongguang Town, Panchang Town, Fengdeng Town, Shilidian Town, Changxin Town, Tongyi Town, Jinshan Town, nanliangtaizi virtual town, Nuanquan farm virtual town, Ningxia original seed farm virtual town.
In October 2002, the State Council approved the transfer of Fengdeng Township in Helan county to Jinfeng District of Yinchuan city. Helan County governs 4 towns and 5 townships: Xigang Town, Ligang Town, Hongguang Town, Jingui Town, Shilidian Town, Tongyi Town, Panchang Town, Jinshan Town and Changxin town.
In July 2003, according to the opinions of the autonomous region on the adjustment of township division, Helan County merged the original four towns and five townships into four towns and one Township, merged the original Panchang Township into Jingui Town, merged Tongyi Township into Ligang Town, merged Shilidian Township into Changxin Township, merged Jinshan Township into Hongguang Town, and governed one sub district office and two farms: Xigang sub district office, nanliangtaizi farm and Jingxing farm Farm (Note: all institutions).
