Municipal district is one of the administrative divisions in China. Its administrative status is the same as that of county-level cities, counties, autonomous counties, banners, autonomous banners, special zones and forest areas. It is a county-level administrative region under the jurisdiction of prefecture level cities and municipalities directly under the central government.
Compared with other county-level administrative regions, the remarkable characteristics of municipal districts are that they are the core part of the main body of the city (that is, the urban area) and the center of regional economic development; the residents are mainly urban population, the urbanization is generally at a higher level, the population density is large, and the floating population is relatively concentrated; the economy is relatively developed, and the proportion of the tertiary industry is generally high; society, culture, finance, trade and so on Yi and others are relatively prosperous. In the developed areas of our country, the districts under the jurisdiction of municipal districts are mainly streets, while in the process of industrialization and urbanization, the districts under the jurisdiction of municipal districts are mainly towns and townships.
There are 976 municipal districts in China.
Setting standards
The Ministry of civil affairs of the people's Republic of China issued the standard for the establishment of municipal districts (Draft for comments)
1、 Municipalities directly under the central government and prefecture level cities may establish municipal districts.
2、 For a city with a total urban population of less than 1 million, one municipal district can be set up for every 400000 people on average; for a city with a total urban population of 1-3 million, one municipal district can be set up for every 500000 people on average; for a city with a total urban population of more than 3 million, one municipal district can be set up for every 600000 people on average. The population of the smallest municipal district shall not be less than 250000, of which the non-agricultural population shall not be less than 100000.
3、 The industrial and mining areas, forest areas, tourist scenic areas, port areas, development zones and other areas connected with the urban area can be set up as separate municipal districts, but the total population and non-agricultural population shall not be lower than the minimum municipal district standard, and the economy is developed and the public infrastructure is relatively perfect.
4、 The establishment of municipal districts should be appropriate in scale and reasonable in layout, and no enclaves should be formed.
5、 The following standards shall be met when the suburban counties (county-level cities) of central cities are changed into municipal districts:
1. County (city) and urban infrastructure construction and land development and utilization are integrated, and some areas have been included in the urban master plan.
2. Among the employed population in the county (city), the population engaged in non-agricultural industries is no less than 70%; the output value of the secondary and tertiary industries accounts for more than 75% of the GDP.
3. The GDP and financial revenue of the county (city) under the re established municipal district shall not be lower than the average level of the municipal district in the previous year, or the GDP and financial revenue per capita shall not be lower than the average level of the municipal district in the previous year.
6、 The establishment, cancellation, renaming of municipal districts, relocation of government sites and other major adjustments shall be handled in accordance with the relevant provisions of the State Council on the administration of administrative divisions.
