Lanzhou New Area Lanzhou new area is the fifth national level new area in China and the first national level new area in Northwest China approved by the State Council in August 2012. It is endowed with the strategic mission of "an important economic growth pole in Northwest China, an important national industrial base, an important strategic platform for opening to the West and a demonstration area for undertaking industrial transfer". It covers a total area of 1744 square kilometers and now hosts three towns with a permanent resident population of 465000. The total economic volume increased from 3.9 billion yuan in 2011 to 23 billion yuan. In 2020, the GDP will grow by 16.7%, ranking in the forefront of the national level new area for many years, becoming the most active economic area in Northwest China. Lanzhou new area is located in Qinwangchuan basin, which is the junction of Lanzhou and Baiyin. It is located in the middle of the symbiotic belt of Lanzhou, Xining and Yinchuan. It is also an important window and gateway for Gansu to open to the outside world. It is about 49 km long from north to South and 23 km wide from east to west. It is 38.5 km away from Lanzhou City, 79 km away from Baiyin City, 195 km away from Xining City, 560 km away from Xi'an City, 470 km away from Yinchuan via Jingtai, and directly to Xinjiang via Hexi Corridor. It is an important connecting point between the Silk Road Economic Belt and the Eurasian "Continental Bridge".
In December 2010, Lanzhou new area was established in Gansu Province. In August 2012, the State Council approved it as a national new area, which is the fifth national new area after Shanghai Pudong New Area, Tianjin Binhai New Area, Chongqing Liangjiang New Area and Zhejiang Zhoushan archipelago new area, and also the first national new area in Northwest China.

As early as the stone age more than 4000 years ago, human beings in the Wangchuan area of the Qin Dynasty had already multiplied here. After thousands of years, the settlement situation gradually formed. In the second year of Yuanshou (121 BC) of the Western Han Dynasty, Emperor Wu of the Han Dynasty opened up Hexi and sent the cavalry general Huo Qubing out of Longxi to drive out the Xiongnu in the north and Qiang in the West. He crossed Hehuang and built lingjusai. From then on, it was officially incorporated into the territory of the Western Han Dynasty and was under the jurisdiction of Jincheng county. At the end of Sui Dynasty, in 617 ad, Xue Ju, a member of Jincheng Lanzhou school and a native of Wanrong County, Shanxi Province, set up an incident in Lanzhou. He was known as the overlord of the Western Qin Dynasty and established a local political power. Qin Wangchuan became the place where Xue Ju, the overlord of the Western Qin Dynasty, settled his herdsmen, and changed the name of qingwangchuan to Qin Wangchuan. In 619, Guangwu county was established, and in 759, Guangwu county was changed to Jincheng County, which was under the jurisdiction of Lanzhou, Longyou County. After the an Shi rebellion, Tubo occupied it. During the reign of Jingde in the Northern Song Dynasty, it was occupied by Xixia and belonged to Xiliang Prefecture. It was recovered by Shenzong. Yuan Dynasty belongs to Jincheng County, Ming Hongwu two years (1369) since the Qing Dynasty, the Republic of China belongs to Yongdeng County. After liberation, it was under the jurisdiction of Wuwei district and Dingxi District of Gansu Province. In 1970, it was under the jurisdiction of Lanzhou city.
Management evolution
On December 21, 2010, the Gansu provincial organization committee issued the notice on the staffing of the internal organs in the main responsibilities of Lanzhou New Area (GJF [2010] No. 81), which specifies that the CPC Lanzhou New Area Working Committee and the Lanzhou New Area Management Committee (hereinafter referred to as the Party Working Committee and Management Committee of the new area) will be established in Lanzhou New Area, with the administrative authority at the municipal level.
On February 12, 2011, the general office of the CPC Lanzhou Municipal Committee and the general office of the Lanzhou Municipal People's government issued the regulations on the main responsibilities, internal organs and staffing of the CPC Lanzhou New Area Working Committee and the Lanzhou New Area Management Committee (LBF [2011] No. 9), which specifies that the Party Working Committee and the Management Committee of Lanzhou new area have 10 internal organs, namely, the party and government office and the Commission for Discipline Inspection (Supervisory Committee) Bureau of organization and personnel, bureau of finance, bureau of economic development, bureau of urban and rural development, bureau of land resources and environmental protection, bureau of planning and construction administration, bureau of investment promotion service and bureau of social development.
On August 20, 2012, the State Council issued the document Guo Han [2012] No. 104, which agreed to establish Lanzhou New Area. In principle, it agreed with the guiding opinions on the construction of Lanzhou New Area, and Lanzhou new area was officially upgraded to the Fifth National New Area in China.

Lanzhou new area is located in the northwest of Longxi Loess Plateau. It is the intersection of Qinghai Tibet Plateau, Mongolia Plateau and Loess Plateau. It is also the crisscross zone of the East extension of Qilian mountains into Longxi basin. The area belongs to the typical hilly landform type of Loess Plateau, with flat plain, ridge, gully and valley landform developed.
The whole area is wide, the terrain inclines from northwest to Southeast, and the East and west sides are low loess hills, 60 kilometers long from north to south, 21 kilometers wide from east to west, with an average altitude of 1910 meters. Most of the soil is yellow loamy soil with deep soil layer. The average thickness of the surface soil layer is between 0.5 and 3 meters, and the natural vegetation is sparse.
